前有(you)油(you)(you)價(jia)(jia)(jia)下跌(die),近(jin)有(you)“電(dian)價(jia)(jia)(jia)”上(shang)(shang)漲,燃油(you)(you)車(che)、新能源車(che)主(zhu)各有(you)各的(de)憂喜。近(jin)期,公共充電(dian)樁充電(dian)價(jia)(jia)(jia)格變化引發(fa)關注(zhu)。據多家媒體(ti)報道,近(jin)半年時間,包括上(shang)(shang)海、鄭州、重慶、青島在內的(de)多地充電(dian)樁電(dian)價(jia)(jia)(jia)出現明顯漲幅,少則幾角(jiao),多則一(yi)(yi)元,漲幅最高的(de)相(xiang)比(bi)此前幾乎“翻倍”。有(you)消費者認為,隨著(zhu)充電(dian)價(jia)(jia)(jia)格上(shang)(shang)漲,電(dian)動車(che)后續使用成本或難以控制,“電(dian)價(jia)(jia)(jia)”一(yi)(yi)旦追(zhui)上(shang)(shang)“油(you)(you)價(jia)(jia)(jia)”,新能源汽車(che)使用過(guo)程(cheng)中的(de)性價(jia)(jia)(jia)比(bi)將削弱。
時下,隨著人民(min)生(sheng)(sheng)活水平的(de)提(ti)高,電(dian)動(dong)車正在(zai)成(cheng)為城鄉主要交通工具。在(zai)大力倡導生(sheng)(sheng)態(tai)文(wen)明(ming)的(de)當下,這種綠色出行契合了時代發(fa)展要求,由此而衍生(sheng)(sheng)的(de)充電(dian)業務也是(shi)風生(sheng)(sheng)水起,顯現(xian)了良好的(de)發(fa)展態(tai)勢(shi)。然而,近期(qi)一些(xie)充電(dian)企業的(de)漲價(jia)潮已經引(yin)發(fa)了消(xiao)費(fei)者的(de)不滿和詬病。
電(dian)動車(che)充一(yi)次電(dian)雖然看起來只有(you)區區幾毛錢,可(ke)是天(tian)長日久(jiu)一(yi)個月算(suan)下來也是一(yi)筆不小開支(zhi)。對于電(dian)動汽車(che)車(che)主(zhu)而言更是難(nan)以承受之重(zhong)。作為(wei)充電(dian)企業(ye)如(ru)果無視車(che)主(zhu)訴求,充電(dian)價格一(yi)味地漲漲漲,久(jiu)而久(jiu)之就會消(xiao)解人(ren)們的充電(dian)熱情。如(ru)此一(yi)來,不利于綠色環保出(chu)行不說,還容易造(zao)成城市交通擁擠(ji)。
民(min)生無小事,枝葉總(zong)關情。電(dian)動車(che)充電(dian)看似小事一樁,實則(ze)連(lian)著大民(min)生。一方面(mian)(mian),作(zuo)為(wei)(wei)充電(dian)企(qi)業(ye)要恪守業(ye)界良心,讓充電(dian)電(dian)流里流淌(tang)著道德血液,不(bu)能唯利是圖,亂漲價(jia)搞壟斷經營。另(ling)一方面(mian)(mian),作(zuo)為(wei)(wei)物價(jia)管理(li)部門要及時進行市場干(gan)預,防止充電(dian)企(qi)業(ye)亂漲價(jia)成(cheng)為(wei)(wei)社會常態。
不錯,作為充電(dian)企(qi)(qi)業也要(yao)考慮到企(qi)(qi)業生(sheng)存(cun)問(wen)題,畢竟企(qi)(qi)業要(yao)追求利潤(run),追求經濟(ji)效(xiao)益,但是充電(dian)價格不能(neng)太離(li)譜(pu),一倍甚至(zhi)幾倍地(di)翻(fan),于情于理于法,無(wu)論從哪個角度上講都說不過去。君子愛財當取之有道(dao),這個“道(dao)”亦即賺(zhuan)錢的(de)合理與合法。只(zhi)顧(gu)自己利益最(zui)(zui)大化,無(wu)視廣大電(dian)動車主的(de)訴求和(he)利益,最(zui)(zui)終只(zhi)能(neng)成為無(wu)良企(qi)(qi)業,遭到廣大電(dian)動車主的(de)抵(di)制和(he)唾(tuo)棄(qi)。
人們常說“曲高和寡”,事實上(shang),薄利多(duo)銷才是(shi)正確的選項。你把充(chong)(chong)電(dian)價格抬得高高的,電(dian)動車主(zhu)望而卻步(bu),甚至購月票擠公交,到頭(tou)來生意就會(hui)冷清(qing)許多(duo),大(da)家(jia)都不再去充(chong)(chong)電(dian),充(chong)(chong)電(dian)樁就會(hui)成為“死樁一個”,得不償失(shi)。
從另一方(fang)面講(jiang),充電(dian)(dian)(dian)(dian)樁漲價(jia)(jia)過快問(wen)題應該(gai)引(yin)起地方(fang)黨(dang)委和政府(fu)的(de)重視。就(jiu)目前來(lai)講(jiang),一些充電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)處于虧損狀態,在(zai)此情(qing)形下可(ke)否啟動(dong)(dong)(dong)價(jia)(jia)格補償機制,讓(rang)充電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)能夠正(zheng)常經營(ying)。為規范(fan)電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)自行車充電(dian)(dian)(dian)(dian)市場(chang)價(jia)(jia)格秩序,支持電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)自行車充電(dian)(dian)(dian)(dian)行業(ye)(ye)健康、有序發展,2021年,山東(dong)省發展改革委起草了(le)《關于電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)自行車用(yong)(yong)電(dian)(dian)(dian)(dian)價(jia)(jia)格政策有關事(shi)項的(de)通知(征(zheng)求(qiu)意見(jian)(jian)稿)》,向社會(hui)征(zheng)求(qiu)意見(jian)(jian)。《征(zheng)求(qiu)意見(jian)(jian)稿》明確電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)自行車充電(dian)(dian)(dian)(dian)設(she)施(shi)按其所(suo)(suo)在(zai)場(chang)所(suo)(suo)執行分類(lei)目錄電(dian)(dian)(dian)(dian)價(jia)(jia)。居(ju)民住宅小(xiao)區設(she)置的(de)充電(dian)(dian)(dian)(dian)設(she)施(shi)用(yong)(yong)電(dian)(dian)(dian)(dian),執行“居(ju)民生活用(yong)(yong)電(dian)(dian)(dian)(dian)”類(lei)別(bie)中(zhong)的(de)合(he)表用(yong)(yong)戶(hu)電(dian)(dian)(dian)(dian)價(jia)(jia)(現行標準為每千(qian)瓦(wa)時0.555元)。黨(dang)政機關、企(qi)(qi)事(shi)業(ye)(ye)單位和社會(hui)公共場(chang)所(suo)(suo)設(she)置的(de)充電(dian)(dian)(dian)(dian)設(she)施(shi)用(yong)(yong)電(dian)(dian)(dian)(dian),執行“工商業(ye)(ye)及(ji)其他(ta)用(yong)(yong)電(dian)(dian)(dian)(dian)”類(lei)別(bie)電(dian)(dian)(dian)(dian)價(jia)(jia)。
一(yi)個電動(dong)(dong)車(che)牽(qian)動(dong)(dong)眾人心,“充電樁”里也有大民(min)生。尤其(qi)是(shi)建設生態文明漸成(cheng)社會共識(shi)和行動(dong)(dong)的當下,綠色出行已(yi)經成(cheng)為一(yi)道社會必答題,大力發(fa)展新能源車(che)是(shi)落實(shi)“雙碳”減排的重要(yao)舉措。希望全社會都(dou)來正視電動(dong)(dong)車(che)充電問(wen)題,及早破解(jie)這(zhe)一(yi)難題,讓人民(min)群眾有更多的獲得感和幸福(fu)感。(大河網)
