隨(sui)著新(xin)能源(yuan)車的(de)市場保(bao)有量逐年提升,充(chong)(chong)電(dian)(dian)基(ji)礎(chu)設施作為新(xin)能源(yuan)汽(qi)車的(de)“補給站”亦是(shi)發展迅猛(meng),可買的(de)了車卻裝(zhuang)(zhuang)不上充(chong)(chong)電(dian)(dian)樁的(de)現象依然存在,充(chong)(chong)電(dian)(dian)樁進小(xiao)(xiao)區(qu)的(de)呼(hu)聲也越來越多。為了讓居民省時省力、少跑腿,青(qing)島(dao)市發展改革委、市城市管理局、國網青(qing)島(dao)供電(dian)(dian)公司聯合(he)(he)開展居民小(xiao)(xiao)區(qu)充(chong)(chong)電(dian)(dian)設施安裝(zhuang)(zhuang)“綠色(se)(se)通道”有關(guan)工作,對已實現“一戶(hu)一表”直供的(de)小(xiao)(xiao)區(qu),國網青(qing)島(dao)供電(dian)(dian)公司提前協商物業(ye)服務企(qi)業(ye)(或業(ye)委會),雙方簽訂《電(dian)(dian)動汽(qi)車充(chong)(chong)電(dian)(dian)樁安裝(zhuang)(zhuang)服務合(he)(he)作協議》,對小(xiao)(xiao)區(qu)內個人(ren)車位報裝(zhuang)(zhuang)充(chong)(chong)電(dian)(dian)設施實行“綠色(se)(se)通道”服務。截至2023年11月,青(qing)島(dao)市已有501個小(xiao)(xiao)區(qu)實現簽約。
報裝充電樁無需物業證明
“真沒想(xiang)到(dao),現在辦理居民(min)充(chong)(chong)(chong)電(dian)(dian)(dian)樁的(de)用電(dian)(dian)(dian)申(shen)請這么簡單,也不(bu)(bu)需要(yao)物業開(kai)證明,手機點一下(xia),不(bu)(bu)到(dao)一天(tian)就完(wan)成了(le)接(jie)電(dian)(dian)(dian)。”王先生安(an)裝在小(xiao)(xiao)區地下(xia)車庫的(de)充(chong)(chong)(chong)電(dian)(dian)(dian)樁剛完(wan)成送電(dian)(dian)(dian),就迫不(bu)(bu)及待(dai)拿(na)起充(chong)(chong)(chong)電(dian)(dian)(dian)頭為(wei)愛車充(chong)(chong)(chong)電(dian)(dian)(dian),這是(shi)(shi)青島為(wei)居民(min)小(xiao)(xiao)區充(chong)(chong)(chong)電(dian)(dian)(dian)設施安(an)裝開(kai)啟“綠色通道”的(de)一個縮(suo)影。對不(bu)(bu)少新(xin)(xin)能源車車主(zhu)來說,雖然電(dian)(dian)(dian)價很美麗,可(ke)現實卻很殘(can)酷,尤其是(shi)(shi)到(dao)了(le)冬天(tian),新(xin)(xin)能源車充(chong)(chong)(chong)電(dian)(dian)(dian)頻繁,車主(zhu)們的(de)充(chong)(chong)(chong)電(dian)(dian)(dian)焦慮也愈(yu)發(fa)嚴重(zhong),起早貪黑搶占充(chong)(chong)(chong)電(dian)(dian)(dian)樁充(chong)(chong)(chong)電(dian)(dian)(dian)已經十分(fen)常(chang)見。
以往(wang),要(yao)想在(zai)自家(jia)車庫安裝(zhuang)充(chong)(chong)電樁,物(wu)業(ye)開出允許安裝(zhuang)的(de)(de)證(zheng)明是必不(bu)可少(shao)的(de)(de)步驟,不(bu)少(shao)車主想要(yao)實現的(de)(de)“充(chong)(chong)電自由”就卡在(zai)了(le)這一(yi)步,原(yuan)因(yin)就是有的(de)(de)物(wu)業(ye)公(gong)司會以存在(zai)安全(quan)隱患或者要(yao)征(zheng)求全(quan)體(ti)小區業(ye)主同意為(wei)由拒絕業(ye)主想安裝(zhuang)充(chong)(chong)電樁的(de)(de)請(qing)求,有嚴重(zhong)的(de)(de)甚(shen)至還走到了(le)對簿公(gong)堂(tang)的(de)(de)地(di)步。
如今,青(qing)島已(yi)經為(wei)500多個(ge)(ge)小(xiao)區開啟了安(an)裝(zhuang)充(chong)電(dian)樁的“綠色通道(dao)(dao)”,這(zhe)(zhe)就意味(wei)著,這(zhe)(zhe)些小(xiao)區的業(ye)(ye)主在(zai)(zai)安(an)裝(zhuang)居民(min)個(ge)(ge)人(ren)充(chong)電(dian)設施時,直接會被認定為(wei)小(xiao)區物業(ye)(ye)或者業(ye)(ye)委會已(yi)經同意,申(shen)請安(an)裝(zhuang)的用戶在(zai)(zai)進行充(chong)電(dian)設施報(bao)裝(zhuang)時無須(xu)提供(gong)物業(ye)(ye)出具的同意安(an)裝(zhuang)的證明(ming),于無形之中取消(xiao)了一道(dao)(dao)門檻,破(po)解了新能源車車主實(shi)現“充(chong)電(dian)自由(you)”之路上的一大(da)關鍵難題。
居民充電不僅省心還省錢
對于很多新能源車主來說(shuo),都(dou)會選擇在下班時(shi)間去充電(dian)站(zhan)排隊(dui)充電(dian),少(shao)則(ze)十幾分鐘,多則(ze)以小(xiao)時(shi)為單(dan)位計數(shu),有的公共充電(dian)站(zhan)離自己的住所(suo)還存在一定(ding)距(ju)離,算上排隊(dui)、充電(dian)、來回(hui)住所(suo)的耗時(shi),折(zhe)騰一番也心累。而有了自己的專屬(shu)充電(dian)樁后,下班回(hui)家就充電(dian),第二天(tian)滿電(dian)出發(fa),更靈活地享(xiang)受隨時(shi)隨地的電(dian)力補給(gei),遠離“充電(dian)焦(jiao)慮”。
“以(yi)前沒(mei)安(an)裝充(chong)電(dian)(dian)(dian)(dian)樁的(de)時候(hou)充(chong)電(dian)(dian)(dian)(dian)每(mei)度(du)是8毛(mao)錢,因為通勤(qin)路(lu)程遠(yuan),兩(liang)天就得(de)充(chong)一(yi)次(ci)電(dian)(dian)(dian)(dian),充(chong)一(yi)次(ci)電(dian)(dian)(dian)(dian)要差(cha)不多50元,現在(zai)安(an)裝上充(chong)電(dian)(dian)(dian)(dian)樁后,每(mei)度(du)電(dian)(dian)(dian)(dian)的(de)價格降低到了(le)5毛(mao)5,不僅省了(le)錢,而且回到家(jia)就能充(chong)電(dian)(dian)(dian)(dian),也(ye)不用(yong)四(si)處奔波排隊找充(chong)電(dian)(dian)(dian)(dian)站了(le)。”提起青島為居民小區充(chong)電(dian)(dian)(dian)(dian)設(she)施安(an)裝開(kai)啟“綠色通道”這項服務(wu),家(jia)住西海岸新區的(de)孫先生連連點贊。
“現在(zai)新能源車是(shi)大(da)勢(shi)所趨,對于業(ye)主(zhu)(zhu)安裝(zhuang)(zhuang)充(chong)電(dian)樁(zhuang)我們是(shi)積(ji)極配合的(de),只要(yao)在(zai)網上報備好來物業(ye)就行,我們會(hui)直接(jie)給業(ye)主(zhu)(zhu)打印出(chu)證明并蓋好章,就是(shi)安裝(zhuang)(zhuang)充(chong)電(dian)樁(zhuang)的(de)時候走線別(bie)走的(de)太亂,不(bu)然影響整潔。”李(li)女士所住(zhu)的(de)小區(qu)雖然不(bu)在(zai)“綠(lv)色通道”服務的(de)小區(qu)列表內,但是(shi)物業(ye)對于業(ye)主(zhu)(zhu)個(ge)人安裝(zhuang)(zhuang)充(chong)電(dian)樁(zhuang)這(zhe)項(xiang)工作是(shi)大(da)力支(zhi)持(chi)的(de)。
青島盡力讓車主實現充電自由
眼下新能(neng)(neng)源車技術日(ri)漸(jian)成熟(shu),舒適的(de)(de)駕車體驗和頗(po)具(ju)性價比的(de)(de)用(yong)車成本讓新能(neng)(neng)源汽(qi)車市場風生水起(qi),但“充(chong)電(dian)(dian)焦(jiao)慮”依然困擾著新能(neng)(neng)源車車主(zhu),特別是(shi)老(lao)(lao)舊小區充(chong)電(dian)(dian)樁安裝這個老(lao)(lao)大難問題一直備受關注。國網(wang)青島供電(dian)(dian)公司的(de)(de)工作人員告訴信網(wang),對于老(lao)(lao)舊小區來說,安裝充(chong)電(dian)(dian)樁涉及(ji)小區地下車庫(ku)的(de)(de)用(yong)電(dian)(dian)布(bu)線和增(zeng)容改造以及(ji)車庫(ku)安全、公共資(zi)源占用(yong)等事(shi)項,小區能(neng)(neng)否滿足充(chong)電(dian)(dian)樁的(de)(de)安裝條件,還是(shi)要以實地勘(kan)查結果為準。
信網了(le)解到,截至2023年(nian)12月31日,青島市上線并運營充電(dian)(dian)樁60465個(ge),樁車比保持在1:4左右。2023年(nian),青島在市辦(ban)實(shi)(shi)事中提出建(jian)設(she)充電(dian)(dian)樁1.6萬個(ge)的任(ren)(ren)務(wu)目標,實(shi)(shi)際完成2.03萬個(ge),超額完成年(nian)度目標任(ren)(ren)務(wu),2024年(nian),青島將力爭實(shi)(shi)現全(quan)年(nian)新增2.4萬個(ge)充電(dian)(dian)樁。
目前,青島已出臺《青島市電(dian)動汽車(che)充換電(dian)基(ji)礎設(she)(she)施建設(she)(she)規劃》(2022-2030),該《規劃》將指導(dao)各區(qu)市統籌做(zuo)好全域內城(cheng)市公共停(ting)車(che)場、居民小區(qu)、等重點場景充電(dian)設(she)(she)施建設(she)(she)規劃,引導(dao)新(xin)建充電(dian)設(she)(she)施合理(li)布局,優化公共快(kuai)充服務網絡(luo)。此(ci)外,青島也已支持城(cheng)運集(ji)團等企(qi)業根據所屬公交充換電(dian)站(zhan)充電(dian)設(she)(she)施使(shi)用情況(kuang),大力推行充電(dian)場站(zhan)對外開放。
下(xia)一步,青(qing)島將針(zhen)對農村(cun)地區、老(lao)舊小區深入挖(wa)掘重點場景充電(dian)(dian)設(she)施(shi)建設(she),配(pei)合(he)住建部門起草《青(qing)島市(shi)老(lao)舊街區改造技術導(dao)則(ze)》,進一步明確充電(dian)(dian)設(she)施(shi)建設(she)相關要(yao)求(qiu),指(zhi)導(dao)老(lao)舊小區充電(dian)(dian)設(she)施(shi)配(pei)建。(信網)
