推進車網互動仍需多維發力

在近(jin)(jin)日舉辦的(de)電動汽(qi)(qi)(qi)車充電網新質(zhi)生產力發展交流研討會(hui)上,了(le)解到(dao),近(jin)(jin)年來,我(wo)國(guo)充電設施快速發展,已(yi)構建起(qi)覆(fu)蓋面(mian)積最廣、服務車型最多(duo)、充電樁(zhuang)數量(liang)最大的(de)充電網體系。當(dang)前,我(wo)國(guo)新能源(yuan)汽(qi)(qi)(qi)車處(chu)于大規模推廣階段(duan),新能源(yuan)汽(qi)(qi)(qi)車發展、電網需(xu)求為充換電企業帶來機遇,但參與虛擬(ni)電廠和現貨交易(yi)仍有諸多(duo)問題(ti)待解。

錯峰充電有序推進

據(ju)中國電力(li)企業聯合(he)會統計,截(jie)至2024年6月底,我國已建(jian)成(cheng)充(chong)電樁約1024.3萬臺,其中,公共樁312.2萬臺,私樁712.2萬臺,已建(jian)成(cheng)換電站3772座。

今年1月,國家(jia)發(fa)改委等部門發(fa)布的(de)(de)《關于加強新能(neng)源汽車與電(dian)(dian)網(wang)(wang)融(rong)合(he)互動(dong)(dong)的(de)(de)實(shi)施意見》提(ti)出(chu),到2025年,初步建成(cheng)車網(wang)(wang)互動(dong)(dong)技術標準體系,全(quan)面實(shi)施和優化充(chong)(chong)電(dian)(dian)峰谷分時(shi)電(dian)(dian)價,市場機制建設和試點示范取得進展;到2030年,車網(wang)(wang)互動(dong)(dong)實(shi)現規模化應用(yong),智(zhi)能(neng)有(you)序充(chong)(chong)電(dian)(dian)全(quan)面推廣(guang),新能(neng)源汽車成(cheng)為(wei)電(dian)(dian)化學儲能(neng)體系的(de)(de)重(zhong)要組成(cheng)部分,為(wei)電(dian)(dian)力系統提(ti)供雙向靈活性調節能(neng)力。

伴隨近期多地高溫,電(dian)(dian)(dian)(dian)力需求攀(pan)升(sheng),如何通過車網(wang)(wang)互(hu)動,引(yin)導車主有(you)序充(chong)電(dian)(dian)(dian)(dian),減(jian)輕(qing)電(dian)(dian)(dian)(dian)網(wang)(wang)壓力成(cheng)為行(xing)業關注重點(dian)。國網(wang)(wang)智慧(hui)車聯網(wang)(wang)技術有(you)限公(gong)司副總經理、黨委(wei)(wei)委(wei)(wei)員(yuan)王文表示:“去年以(yi)來,我們(men)在19個省(sheng)(sheng)推(tui)出(chu)居住區峰值(zhi)電(dian)(dian)(dian)(dian)價,引(yin)導用戶錯(cuo)峰充(chong)電(dian)(dian)(dian)(dian)。現在全類充(chong)電(dian)(dian)(dian)(dian)設施中77%實(shi)現低谷充(chong)電(dian)(dian)(dian)(dian),其(qi)中有(you)3個省(sheng)(sheng)已(yi)經完成(cheng)‘6080’目標(biao),即60%公(gong)有(you)充(chong)電(dian)(dian)(dian)(dian)樁(zhuang)、80%私(si)人(ren)充(chong)電(dian)(dian)(dian)(dian)樁(zhuang)實(shi)現低谷充(chong)電(dian)(dian)(dian)(dian)。”他同時表示,公(gong)司還在積極開展充(chong)放電(dian)(dian)(dian)(dian)實(shi)驗,累計建設近1500套(tao)車網(wang)(wang)互(hu)動充(chong)電(dian)(dian)(dian)(dian)設施,驗證(zheng)車輛樓宇互(hu)動、配網(wang)(wang)應急、電(dian)(dian)(dian)(dian)網(wang)(wang)互(hu)動等多種模式。


峰谷套利優勢顯現

特(te)來(lai)電(dian)(dian)(dian)新能源股份(fen)有限公司董事長于(yu)德翔指(zhi)出,實時響應是未來(lai)充電(dian)(dian)(dian)基礎設施的關(guan)鍵,快充本身(shen)難以(yi)調(diao)節(jie)負荷,因為車主即(ji)來(lai)即(ji)充,不會等待低電(dian)(dian)(dian)價或負電(dian)(dian)(dian)價。因此,充電(dian)(dian)(dian)網規劃十分重要,不同于(yu)燃(ran)油(you)相對平穩的價格(ge),電(dian)(dian)(dian)價一天(tian)內可(ke)能出現(xian)較大(da)波動,利用電(dian)(dian)(dian)價波動獲取利潤(run),是充電(dian)(dian)(dian)企業的新機遇。

“我們最近考察了十(shi)多(duo)個國(guo)(guo)家(jia)的電(dian)力(li)現貨(huo)市(shi)場(chang),發現在(zai)(zai)很多(duo)國(guo)(guo)家(jia)負(fu)電(dian)價是常(chang)態,且持續(xu)時間(jian)較(jiao)久、價格落差(cha)較(jiao)大。比如,在(zai)(zai)澳(ao)大利亞,電(dian)價可低至負(fu)40澳(ao)元每兆瓦(wa)時,有(you)時又能達到(dao)200多(duo)澳(ao)元每兆瓦(wa)時。”萬幫(bang)數字能源股(gu)份(fen)有(you)限公司董(dong)事長邵丹薇表示,“如果把(ba)負(fu)電(dian)價利用好,免費充(chong)電(dian)完(wan)全可行(xing)。從(cong)用電(dian)的供需(xu)平(ping)衡來看,我國(guo)(guo)在(zai)(zai)發電(dian)、儲能方面位居世(shi)界前列(lie),但充(chong)分利用峰谷價差(cha)的難點在(zai)(zai)于交易和消費,這(zhe)需(xu)要電(dian)力(li)現貨(huo)市(shi)場(chang)進(jin)一步完(wan)善。”

邵丹(dan)薇進(jin)一步指(zhi)出,只有(you)現(xian)貨交易開放(fang),虛擬(ni)電(dian)(dian)廠(chang)(chang)才具有(you)實(shi)時性(xing),人工智能(neng)和大數據(ju)技術(shu)才能(neng)發揮作用(yong),實(shi)現(xian)智能(neng)調配(pei)和管(guan)理。“電(dian)(dian)動(dong)汽(qi)車(che)可以實(shi)現(xian)早上插(cha)電(dian)(dian)、晚上開走,虛擬(ni)電(dian)(dian)廠(chang)(chang)自動(dong)計(ji)算,在負電(dian)(dian)價時段(duan)快速充(chong)入,遇到電(dian)(dian)價高峰立刻(ke)放(fang)出。這樣不僅(jin)能(neng)讓充(chong)電(dian)(dian)免費,還能(neng)利用(yong)車(che)網(wang)互動(dong)獲利,并解決企業虧錢賣電(dian)(dian)的效率(lv)損失問題。”

諸多問題有待解決

“今年5月,我們在(zai)深圳開展了車(che)(che)(che)網(wang)(wang)互(hu)動(dong)試點,驗證智(zhi)能(neng)(neng)有(you)序充電(dian)、邀約充電(dian)和車(che)(che)(che)網(wang)(wang)反向充電(dian)等模式。”南方(fang)電(dian)網(wang)(wang)電(dian)動(dong)汽(qi)車(che)(che)(che)服務有(you)限公(gong)司董事長陳海強表示,試點顯示,車(che)(che)(che)網(wang)(wang)互(hu)動(dong)目前仍(reng)面臨一(yi)(yi)定問題。首先,放(fang)電(dian)對電(dian)池(chi)壽命的(de)(de)影響缺乏評估,部(bu)分車(che)(che)(che)主存在(zai)放(fang)電(dian)焦(jiao)慮。同時,車(che)(che)(che)網(wang)(wang)互(hu)動(dong)涉及(ji)交易品(pin)種少(shao),局限于(yu)響應需(xu)求(qiu)側(ce)的(de)(de)“峰谷(gu)套利”,不利于(yu)技(ji)術長期發展。此(ci)外(wai),新能(neng)(neng)源(yuan)汽(qi)車(che)(che)(che)和車(che)(che)(che)網(wang)(wang)互(hu)動(dong)充電(dian)樁的(de)(de)協議也缺乏統一(yi)(yi)標準,影響后續技(ji)術儲備(bei)和商業(ye)模式運轉。

王文認為,盡管(guan)汽(qi)車儲能電(dian)池的可(ke)利用(yong)潛力很大,但(dan)每(mei)年用(yong)電(dian)高(gao)峰持(chi)續(xu)時(shi)間(jian)有限,若只用(yong)作調頻(pin)服務,利用(yong)率難以(yi)(yi)提高(gao)。他指出:“電(dian)網企業也在探討(tao),電(dian)動汽(qi)車儲能電(dian)池究竟(jing)能不能做調頻(pin)服務,但(dan)因為受到(dao)通訊條(tiao)件和(he)可(ke)靠性的限制,推進(jin)起(qi)來比(bi)較困難。同時(shi),由于車網互動沒有常態化、市場(chang)化,標準(zhun)制定也難以(yi)(yi)開展。”

邵(shao)丹薇也表(biao)(biao)示:“目前,充電樁(zhuang)用的是表(biao)(biao)后電,進(jin)入統(tong)計市場,先要和戶主做表(biao)(biao)后結(jie)算(suan),大家混在一個池子里(li),調峰貢獻難(nan)以劃(hua)清。”她建議,在政策層(ceng)面允許配備獨立計量(liang)電表(biao)(biao),并通過(guo)平臺統(tong)一測量(liang)、統(tong)一計算(suan)、統(tong)一獲取(qu)利潤,再由平臺向下一級(ji)進(jin)行結(jie)算(suan)。(人民(min)日(ri)報)
