新京報貝殼財經訊(xun)(記者朱玥怡)隨著新能源占比不斷提(ti)升,應(ying)(ying)如何(he)進行電(dian)(dian)力(li)調度?2月28日(ri),清華(hua)大學(xue)碳中(zhong)和研究(jiu)院(yuan)(yuan)舉辦(ban)以(yi)“中(zhong)國碳中(zhong)和技(ji)術(shu)路線展(zhan)望”為主題(ti)的(de)第六期(qi)碳中(zhong)和技(ji)術(shu)論壇。中(zhong)國工程院(yuan)(yuan)院(yuan)(yuan)士、清華(hua)大學(xue)建筑(zhu)學(xue)院(yuan)(yuan)教(jiao)授(shou)江億發言(yan)表示,應(ying)(ying)充分(fen)調動建筑(zhu)、充電(dian)(dian)樁、電(dian)(dian)動車(che)等柔性用電(dian)(dian)資源,實現電(dian)(dian)力(li)調度。

江億表(biao)示,未來實現(xian)零碳下(xia)風(feng)電、光電在電源總容量中的(de)占比(bi)將(jiang)升至(zhi)83%,屆時(shi)由(you)風(feng)光作(zuo)為主力電源將(jiang)為整體電網的(de)性(xing)質帶來巨大變化,零碳電力供給與用電需(xu)(xu)求的(de)季節差以及大比(bi)例風(feng)光電導致(zhi)日(ri)內逐(zhu)時(shi)的(de)供需(xu)(xu)差將(jiang)成為電力系統必須應對的(de)問題。

季節(jie)性(xing)電(dian)(dian)(dian)(dian)(dian)(dian)力供需差(cha)之外(wai),如何(he)解決一天內的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力調(diao)(diao)度?江億表(biao)示(shi),除了抽水蓄(xu)(xu)能、空(kong)氣壓(ya)縮儲(chu)能、化學(xue)儲(chu)能等(deng)集中的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力調(diao)(diao)蓄(xu)(xu)能力,可通過用電(dian)(dian)(dian)(dian)(dian)(dian)終(zhong)端的(de)(de)柔性(xing)用電(dian)(dian)(dian)(dian)(dian)(dian)資(zi)(zi)源(yuan)——如建(jian)筑(zhu)(zhu)(zhu)、充電(dian)(dian)(dian)(dian)(dian)(dian)樁、電(dian)(dian)(dian)(dian)(dian)(dian)動車(che)實現(xian)電(dian)(dian)(dian)(dian)(dian)(dian)力調(diao)(diao)蓄(xu)(xu),應充分利用未(wei)來私家電(dian)(dian)(dian)(dian)(dian)(dian)動車(che)的(de)(de)儲(chu)能資(zi)(zi)源(yuan),建(jian)筑(zhu)(zhu)(zhu)本體以及建(jian)筑(zhu)(zhu)(zhu)內的(de)(de)儲(chu)電(dian)(dian)(dian)(dian)(dian)(dian)、電(dian)(dian)(dian)(dian)(dian)(dian)氣設備等(deng)也具(ju)有大量的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力可調(diao)(diao)蓄(xu)(xu)資(zi)(zi)源(yuan)。他(ta)提出,充電(dian)(dian)(dian)(dian)(dian)(dian)樁接(jie)入(ru)到鄰近建(jian)筑(zhu)(zhu)(zhu)的(de)(de)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)網中,利用建(jian)筑(zhu)(zhu)(zhu)用電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)低(di)谷期為(wei)車(che)輛充電(dian)(dian)(dian)(dian)(dian)(dian),在(zai)建(jian)筑(zhu)(zhu)(zhu)用電(dian)(dian)(dian)(dian)(dian)(dian)高峰而電(dian)(dian)(dian)(dian)(dian)(dian)網供電(dian)(dian)(dian)(dian)(dian)(dian)不(bu)足時為(wei)建(jian)筑(zhu)(zhu)(zhu)供電(dian)(dian)(dian)(dian)(dian)(dian)等(deng)方式,可以對(dui)這些柔性(xing)用電(dian)(dian)(dian)(dian)(dian)(dian)資(zi)(zi)源(yuan)進(jin)行接(jie)入(ru)和(he)調(diao)(diao)度。

江億表示,電(dian)(dian)力系統將(jiang)面臨重大(da)變(bian)化,從集中(zhong)電(dian)(dian)源(yuan)(yuan)向集中(zhong)與(yu)分布相結合的電(dian)(dian)源(yuan)(yuan)轉(zhuan)(zhuan)變(bian),從源(yuan)(yuan)(電(dian)(dian)源(yuan)(yuan))隨荷(he)(負荷(he))變(bian)轉(zhuan)(zhuan)變(bian)為荷(he)與(yu)源(yuan)(yuan)協調(diao),甚至荷(he)隨源(yuan)(yuan)變(bian),電(dian)(dian)網(wang)的調(diao)控(kong)保障將(jiang)從完全依靠電(dian)(dian)源(yuan)(yuan)側的調(diao)節轉(zhuan)(zhuan)變(bian)為電(dian)(dian)源(yuan)(yuan)和(he)終端共同(tong)承擔,集中(zhong)和(he)分布的儲能(neng)設施將(jiang)成為保障電(dian)(dian)網(wang)穩定運行(xing)的重要(yao)支撐(cheng)。他提出,運行(xing)調(diao)節措施的變(bian)化要(yao)求設計制(zhi)定新(xin)的政(zheng)策(ce)機制(zhi)。
