“2022年,中國新能(neng)源(yuan)(4.280, 0.01, 0.23%)汽車(che)市(shi)場占有率(lv)達(da)到25.6%,然而(er),充(chong)電(dian)樁功率(lv)低、充(chong)電(dian)耗時長(chang)等補能(neng)焦慮是當前新能(neng)源車(che)推廣(guang)最大的痛點,對(dui)新能(neng)源汽車(che)規模擴(kuo)增(zeng)形成掣肘。”全國人(ren)大代表、奇瑞控股集團黨委書記、董事(shi)長(chang)尹同(tong)躍說(shuo)。
今年全(quan)國兩(liang)會(hui),尹(yin)同(tong)躍帶(dai)來了關于規范電(dian)(dian)(dian)動汽車高(gao)(gao)壓(ya)超充(chong)標(biao)(biao)(biao)準、加(jia)快商用車(重卡(ka)、大(da)巴)換(huan)電(dian)(dian)(dian)模式推廣應用等11份建議。針對電(dian)(dian)(dian)動汽車高(gao)(gao)壓(ya)超充(chong)標(biao)(biao)(biao)準,尹(yin)同(tong)躍表示,目前國內(nei)電(dian)(dian)(dian)動車使(shi)用的(de)充(chong)電(dian)(dian)(dian)標(biao)(biao)(biao)準,是(shi)由全(quan)國汽車標(biao)(biao)(biao)準化技術委員會(hui)牽頭制定的(de)2015版國標(biao)(biao)(biao),最高(gao)(gao)電(dian)(dian)(dian)壓(ya)與電(dian)(dian)(dian)流分(fen)別(bie)為950V、250A,最高(gao)(gao)充(chong)電(dian)(dian)(dian)功(gong)率(lv)不到240kW,僅(jin)支(zhi)持落后的(de)CAN通信(xin),也沒有(you)預留可(ke)以拓展(zhan)功(gong)能的(de)接口,并且2015版國標(biao)(biao)(biao)在(zai)防指觸上有(you)安全(quan)隱患(huan),被國際(ji)充(chong)電(dian)(dian)(dian)標(biao)(biao)(biao)準排(pai)除在(zai)外,影響整車出(chu)口。
據了解,由中國(guo)電(dian)(dian)(dian)力企(qi)(qi)業(ye)聯合會牽(qian)頭,以電(dian)(dian)(dian)網企(qi)(qi)業(ye)、充(chong)電(dian)(dian)(dian)運營商(shang)(shang)、充(chong)電(dian)(dian)(dian)硬件制(zhi)造商(shang)(shang)、部(bu)分車(che)企(qi)(qi)主導(dao)的標準ChaoJi充(chong)電(dian)(dian)(dian)技(ji)術方案,無(wu)論是硬件結構(gou)、軟件協議還(huan)是國(guo)際化程度,都有后(hou)發(fa)優勢,充(chong)電(dian)(dian)(dian)電(dian)(dian)(dian)壓和(he)電(dian)(dian)(dian)流上限分別提高到(dao)1500V和(he)600A,最大功率(lv)可以達到(dao)900kW,而且已經取得國(guo)際認可。
“對于車(che)企(qi)(qi)、充電(dian)(dian)設備企(qi)(qi)業(ye)、充電(dian)(dian)設施(shi)投建及運營(ying)的第(di)三(san)方而言(yan),不同(tong)的標準和方案(an),勢(shi)必帶來(lai)巨大的社會資源(yuan)浪費。”尹同(tong)躍(yue)建議,工(gong)信部牽(qian)頭盡快統(tong)一并(bing)升級下一代電(dian)(dian)動車(che)充電(dian)(dian)標準,并(bing)與國際標準進(jin)行互(hu)通,讓國內車(che)企(qi)(qi)、充電(dian)(dian)設施(shi)及第(di)三(san)方運營(ying)企(qi)(qi)業(ye)在統(tong)一標準的保駕護航下,升級整車(che)技術(shu),為(wei)車(che)主提供更(geng)好的充電(dian)(dian)體驗(yan),實(shi)現新(xin)能(neng)源(yuan)整車(che)的規模突破,加速國家電(dian)(dian)動化和清潔能(neng)源(yuan)的進(jin)程。
此(ci)外,尹同躍(yue)還在《關(guan)于加快(kuai)商用(yong)(yong)(yong)(yong)車(che)(che)(重(zhong)卡(ka)、大巴)換(huan)(huan)電(dian)(dian)模(mo)(mo)式推(tui)廣應(ying)用(yong)(yong)(yong)(yong),全(quan)面(mian)推(tui)動(dong)(dong)商用(yong)(yong)(yong)(yong)車(che)(che)電(dian)(dian)動(dong)(dong)化的(de)建(jian)(jian)議(yi)》中表示,當前(qian),新(xin)能(neng)(neng)源(yuan)重(zhong)卡(ka)主(zhu)要(yao)選(xuan)擇換(huan)(huan)電(dian)(dian)模(mo)(mo)式,但目前(qian)行業(ye)純電(dian)(dian)重(zhong)卡(ka)主(zhu)要(yao)采用(yong)(yong)(yong)(yong)油改電(dian)(dian)平臺(tai),專用(yong)(yong)(yong)(yong)化程度較低,同時(shi)行業(ye)電(dian)(dian)池標(biao)準(zhun)尚未達(da)成(cheng)統一,換(huan)(huan)電(dian)(dian)站建(jian)(jian)設數(shu)量仍未能(neng)(neng)滿足行業(ye)需求。新(xin)能(neng)(neng)源(yuan)客車(che)(che)主(zhu)要(yao)應(ying)用(yong)(yong)(yong)(yong)于城(cheng)市公(gong)交,在公(gong)路(lu)客運(yun)和其他業(ye)務(wu)上仍不具備優(you)勢,續駛里(li)程短和充電(dian)(dian)時(shi)間(jian)長成(cheng)為限制(zhi)發展的(de)瓶頸,減弱了新(xin)能(neng)(neng)源(yuan)客車(che)(che)的(de)競(jing)爭優(you)勢。因(yin)此(ci),加快(kuai)商用(yong)(yong)(yong)(yong)車(che)(che),尤其是重(zhong)卡(ka)、大巴換(huan)(huan)電(dian)(dian)模(mo)(mo)式的(de)推(tui)廣應(ying)用(yong)(yong)(yong)(yong),全(quan)面(mian)推(tui)動(dong)(dong)商用(yong)(yong)(yong)(yong)車(che)(che)電(dian)(dian)動(dong)(dong)化勢在必行。換(huan)(huan)電(dian)(dian)模(mo)(mo)式也能(neng)(neng)夠給產業(ye)鏈(lian)(lian)帶(dai)來(lai)巨(ju)大市場空間(jian),迎(ying)來(lai)產業(ye)鏈(lian)(lian)上新(xin)的(de)增(zeng)量需求。
“以換(huan)(huan)電(dian)站建設為例(li),預(yu)計到2030年(nian)(nian)年(nian)(nian)底有望建成8.83萬(wan)座換(huan)(huan)電(dian)站,形成1091億元設備市(shi)場空(kong)間(jian)。”尹同躍(yue)建議,工信部(bu)等(deng)部(bu)委加快商用(yong)車(che)專用(yong)換(huan)(huan)電(dian)站等(deng)基(ji)礎設施建設,滿足換(huan)(huan)電(dian)模式的應用(yong)需求;國家有關部(bu)委圍繞礦場、港口、城(cheng)市(shi)轉運等(deng)應用(yong)場景,推動(dong)重型貨車(che)和(he)港口內部(bu)集卡、大巴等(deng)領域電(dian)動(dong)化(hua)轉型,形成明確的切換(huan)(huan)計劃。
