近日(ri),省發改委印發《湖南省進一步構建高質量充(chong)(chong)電(dian)基(ji)礎設施體系的實施意見(jian)》(以下簡稱《實施意見(jian)》),提(ti)出到2025年,重點(dian)城市(shi)(shi)經營性(xing)停車場具備規范充(chong)(chong)電(dian)條(tiao)件的車位比(bi)(bi)例力(li)爭超過城市(shi)(shi)注(zhu)冊電(dian)動汽車比(bi)(bi)例,農村地區實現充(chong)(chong)電(dian)站(zhan)“鄉鄉全(quan)(quan)覆蓋(gai)”、充(chong)(chong)電(dian)樁(zhuang)“村村全(quan)(quan)覆蓋(gai)”,全(quan)(quan)省累計建成充(chong)(chong)電(dian)樁(zhuang)40萬個以上,車樁(zhuang)增量比(bi)(bi)力(li)爭達到2:1。
《實(shi)(shi)施(shi)意(yi)見》提出,合理利用(yong)城市道路(lu)鄰近空間,堅持快充(chong)為主、慢充(chong)為輔相結合,圍繞“兩區(qu)(qu)”(居住區(qu)(qu)、辦公(gong)區(qu)(qu))、“三中(zhong)心(xin)”(商(shang)業(ye)(ye)中(zhong)心(xin)、工業(ye)(ye)中(zhong)心(xin)、休閑(xian)中(zhong)心(xin))等(deng)城市專用(yong)和(he)公(gong)用(yong)區(qu)(qu)域,因地制宜(yi)布局公(gong)共(gong)充(chong)電基(ji)礎設(she)(she)(she)(she)施(shi),鼓勵建(jian)設(she)(she)(she)(she)充(chong)換電一體化場站,逐步(bu)提高換電設(she)(she)(she)(she)施(shi)的(de)(de)通(tong)用(yong)性(xing)(xing)、兼容(rong)性(xing)(xing),促進城市充(chong)電網絡與縣、鄉充(chong)電網絡有效銜接,力(li)爭到2025年底前,城市地面(mian)公(gong)共(gong)停車(che)場充(chong)電基(ji)礎設(she)(she)(she)(she)施(shi)配(pei)(pei)建(jian)比(bi)例不(bu)低(di)于(yu)車(che)位(wei)的(de)(de)20%。公(gong)共(gong)機構(gou)、國有企(qi)業(ye)(ye)等(deng)單(dan)位(wei)內部停車(che)場按不(bu)低(di)于(yu)30%的(de)(de)車(che)位(wei)比(bi)例建(jian)設(she)(she)(she)(she)充(chong)電設(she)(she)(she)(she)施(shi),2025年底前基(ji)本實(shi)(shi)現全覆(fu)蓋,鼓勵其他企(qi)業(ye)(ye)、單(dan)位(wei)參(can)照以(yi)上(shang)標準(zhun)配(pei)(pei)建(jian),并根(gen)據實(shi)(shi)際情況全天候或分時段(duan)對外開放(fang)。
《實(shi)施(shi)意見(jian)》還(huan)提出,嚴格落實(shi)新建(jian)小(xiao)(xiao)區(qu)(qu)(qu)固定車位(wei)100%預留安裝條(tiao)件,滿足直接(jie)(jie)裝表接(jie)(jie)電(dian)(dian)(dian)要求(qiu),同時(shi)配建(jian)不低于固定車位(wei)25%的充(chong)電(dian)(dian)(dian)設施(shi)。對(dui)于沒有(you)固定車位(wei)的老舊(jiu)小(xiao)(xiao)區(qu)(qu)(qu),可(ke)就(jiu)近利(li)用(yong)(yong)小(xiao)(xiao)區(qu)(qu)(qu)周邊(bian)空(kong)地或(huo)(huo)道路兩側規劃建(jian)設公共(gong)充(chong)電(dian)(dian)(dian)設施(shi),實(shi)現居民(min)“就(jiu)近就(jiu)便”充(chong)電(dian)(dian)(dian)。對(dui)建(jian)成時(shi)間較長的老舊(jiu)小(xiao)(xiao)區(qu)(qu)(qu)或(huo)(huo)難以實(shi)施(shi)電(dian)(dian)(dian)力設施(shi)增容改造(zao)的小(xiao)(xiao)區(qu)(qu)(qu),鼓(gu)勵引入充(chong)電(dian)(dian)(dian)運(yun)營企(qi)業采(cai)用(yong)(yong)“統(tong)建(jian)統(tong)服(fu)(fu)”模式,有(you)償提供充(chong)電(dian)(dian)(dian)設施(shi)統(tong)一規劃、新建(jian)、改造(zao)和運(yun)營服(fu)(fu)務(wu),有(you)效緩解小(xiao)(xiao)區(qu)(qu)(qu)充(chong)電(dian)(dian)(dian)難問題。已實(shi)施(shi)“統(tong)建(jian)統(tong)服(fu)(fu)”小(xiao)(xiao)區(qu)(qu)(qu)原則上不再接(jie)(jie)受充(chong)電(dian)(dian)(dian)樁個人獨立報裝。到2025年底前,各縣市區(qu)(qu)(qu)均建(jian)有(you)“統(tong)建(jian)統(tong)服(fu)(fu)”示范小(xiao)(xiao)區(qu)(qu)(qu),居住區(qu)(qu)(qu)公共(gong)車位(wei)充(chong)電(dian)(dian)(dian)設施(shi)實(shi)現有(you)效覆蓋。
優化(hua)公(gong)路沿線充電基礎設施
在確保安全前(qian)提下,積(ji)極推進具(ju)備條件(jian)的(de)加(jia)油(you)(氣(qi))站配建(jian)公(gong)共快充(chong)(chong)(chong)和換(huan)電(dian)(dian)設(she)施(shi)(shi),建(jian)設(she)一(yi)批(pi)集加(jia)油(you)(氣(qi))、充(chong)(chong)(chong)換(huan)電(dian)(dian)等業務(wu)一(yi)體的(de)綜合供能服(fu)務(wu)站。新建(jian)高(gao)速公(gong)路(lu)服(fu)務(wu)區應(ying)按照不(bu)低于30%的(de)車位比(bi)例(li)同(tong)步設(she)計、配建(jian)充(chong)(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)或(huo)預(yu)留(liu)建(jian)設(she)條件(jian),加(jia)快升級改造既有(you)(you)充(chong)(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)。到2025年底(di)前(qian),高(gao)速公(gong)路(lu)和在役普通國省道沿(yan)線充(chong)(chong)(chong)電(dian)(dian)基礎設(she)施(shi)(shi)進一(yi)步加(jia)密優化,農村公(gong)路(lu)沿(yan)線有(you)(you)效(xiao)覆蓋,基本形(xing)成充(chong)(chong)(chong)電(dian)(dian)及時(shi)高(gao)效(xiao)、出(chu)行保障有(you)(you)力的(de)公(gong)路(lu)沿(yan)線充(chong)(chong)(chong)電(dian)(dian)網(wang)絡。
推進農(nong)村充電基礎設施建設
優(you)先在鄉(xiang)鎮機關、縣鄉(xiang)企(qi)事業單(dan)位、商業建筑、交通樞紐(場(chang)站)、公(gong)路沿線服務區(qu)(站)等(deng)場(chang)所(suo)適度超(chao)前(qian)布(bu)局(ju)公(gong)共充(chong)電設施,促進城鄉(xiang)充(chong)電網(wang)絡融合發展,并(bing)緊密(mi)銜接(jie)鄉(xiang)村(cun)(cun)建設、村(cun)(cun)莊布(bu)局(ju)等(deng)專項規劃,推動(dong)向(xiang)易地(di)搬(ban)遷集中安置(zhi)區(qu)、鄉(xiang)村(cun)(cun)旅游重點村(cun)(cun)等(deng)延伸。積極(ji)發揮(hui)電網(wang)企(qi)業社會責任,到2025年底前(qian),全(quan)省鄉(xiang)鎮供電營業窗口(kou)(供電所(suo))充(chong)電設施實(shi)現全(quan)覆(fu)蓋,滿(man)足農村(cun)(cun)居(ju)民生(sheng)產生(sheng)活補能(neng)需求。
