構建高(gao)(gao)質量充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)體系對于(yu)鞏固和擴大(da)我(wo)(wo)國(guo)(guo)新能(neng)源汽車發(fa)展優勢、擴大(da)社會有效投資(zi)和促進(jin)經濟高(gao)(gao)質量增(zeng)長具有重要(yao)意義。2023年6月,國(guo)(guo)務院辦公(gong)廳印(yin)發(fa)了《關于(yu)進(jin)一步構建高(gao)(gao)質量充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)體系的指導意見(jian)》,對相關工作進(jin)行了系統(tong)部署。結合國(guo)(guo)家政策要(yao)求和產業(ye)趨勢研判,建議發(fa)揮我(wo)(wo)國(guo)(guo)集中力(li)量辦大(da)事的制度優勢,盡早實現社區充(chong)電(dian)(dian)(dian)“電(dian)(dian)(dian)力(li)到位”、公(gong)共(gong)充(chong)電(dian)(dian)(dian)“優質提速”和車網互動(dong)“商用導入(ru)”,并從強化組織(zhi)保障、投資(zi)保障以及法(fa)治保障三個方面(mian)協同發(fa)力(li),為充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)高(gao)(gao)質量發(fa)展創(chuang)造(zao)有利環境(jing)。
一、構(gou)建高質量充電基礎設(she)施(shi)體系的意義
(一)有(you)助于解(jie)決用戶充電痛點,增強(qiang)新(xin)能源汽車(che)消費信心
私人(ren)純電(dian)動汽(qi)車(che)(che)是(shi)我國(guo)最大的(de)新(xin)能(neng)源汽(qi)車(che)(che)細(xi)分市(shi)場(chang),2022年市(shi)場(chang)占(zhan)比(bi)達到53%。2023年上半年,我國(guo)私人(ren)純電(dian)動汽(qi)車(che)(che)消費規模(mo)同(tong)比(bi)增速(su)僅有12.9%,比(bi)上年同(tong)期下滑90個百分點。根據有關(guan)市(shi)場(chang)調研結果(guo),在(zai)私人(ren)用(yong)戶放棄購買新(xin)能(neng)源汽(qi)車(che)(che)的(de)諸多(duo)原因中(zhong),“充電(dian)不便(bian)利”被排在(zai)首(shou)位(wei)。
1.通過破解居住(zhu)區(qu)接(jie)電難問(wen)(wen)題(ti),有(you)力拉動消費增長。居住(zhu)區(qu)固(gu)(gu)定(ding)車(che)位用戶配(pei)建(jian)個人充電樁具有(you)便(bian)捷(jie)、經濟(ji)的(de)優勢。但仍有(you)相當比例固(gu)(gu)定(ding)車(che)位用戶因物業不配(pei)合、電力接(jie)入條件缺(que)失或(huo)接(jie)電成本過高(gao)等問(wen)(wen)題(ti)導(dao)致無法(fa)順利接(jie)電,制約了用戶消費意(yi)愿。改善居住(zhu)區(qu)固(gu)(gu)定(ding)車(che)位用戶接(jie)電條件,有(you)望對私(si)人新能源(yuan)汽車(che)消費形成明顯(xian)的(de)拉動效果。
2.通過解決公共充(chong)(chong)電(dian)(dian)(dian)體(ti)(ti)驗(yan)差(cha)(cha)難題,有(you)效增(zeng)強消(xiao)(xiao)費(fei)信心(xin)。公共充(chong)(chong)電(dian)(dian)(dian)是無固定車(che)位電(dian)(dian)(dian)動汽車(che)用戶的主要補能途徑。目前公共充(chong)(chong)電(dian)(dian)(dian)用戶體(ti)(ti)驗(yan)相比加油站還(huan)存在明顯差(cha)(cha)距,導致(zhi)不少消(xiao)(xiao)費(fei)者放棄購買新能源汽車(che)。改善公共充(chong)(chong)電(dian)(dian)(dian)服(fu)務(wu)體(ti)(ti)驗(yan),尤其是解決高(gao)速(su)服(fu)務(wu)區充(chong)(chong)電(dian)(dian)(dian)站假期排長隊、設備故障高(gao)發(fa)、非(fei)充(chong)(chong)電(dian)(dian)(dian)車(che)輛占位、鄉(xiang)村覆蓋不足等突出問題,有(you)助于增(zeng)強消(xiao)(xiao)費(fei)信心(xin)。
(二)有助于(yu)加速充電技術(shu)升級(ji),擴大新能(neng)源(yuan)汽車(che)競爭優勢
當前全(quan)球(qiu)新(xin)能(neng)(neng)源(yuan)汽車充(chong)電技術體系向(xiang)大功率(lv)快充(chong)化(hua)和(he)車網雙向(xiang)互動(dong)化(hua)升級的趨(qu)勢日趨(qu)明朗,將對下(xia)一(yi)階段全(quan)球(qiu)新(xin)能(neng)(neng)源(yuan)汽車產業競爭格局產生(sheng)深遠(yuan)影響。
1.通過引領大(da)功(gong)率快(kuai)充(chong)發展,提(ti)升(sheng)產業(ye)(ye)國(guo)(guo)際(ji)競爭力與話語權。當(dang)前,國(guo)(guo)內外(wai)面(mian)向輕型(xing)車(che)的300千(qian)瓦及以上大(da)功(gong)率快(kuai)充(chong)技術和(he)產業(ye)(ye)鏈配套(tao)已基本成(cheng)熟,可實現充(chong)電10分鐘、續航300~400千(qian)米,接近于加油體驗。歐美企業(ye)(ye)還積極布局面(mian)向重型(xing)卡車(che)的兆瓦級快(kuai)充(chong)技術,預計2024年(nian)完成(cheng)標準發布、2025年(nian)進(jin)入(ru)商用化(hua)導入(ru)。構建國(guo)(guo)際(ji)領先的大(da)功(gong)率快(kuai)充(chong)技術體系(xi)、更好滿(man)足(zu)各類電動車(che)型(xing)的快(kuai)速補能需求,對于提(ti)升(sheng)我國(guo)(guo)新能源(yuan)汽車(che)產業(ye)(ye)的國(guo)(guo)際(ji)競爭力具有重要戰略(lve)意(yi)義。
2.通過引(yin)領車網互動規(gui)模(mo)應(ying)用,降低我(wo)國(guo)(guo)汽車與電(dian)(dian)力行業低碳(tan)轉型(xing)成本。當前(qian),英國(guo)(guo)和美國(guo)(guo)加州等地區(qu)開始積極推(tui)進車網互動,尤(you)其是雙向充放(fang)電(dian)(dian)(Vehicle to Everything,V2X)的(de)規(gui)模(mo)化應(ying)用,已(yi)陸續(xu)出臺多項配套法律和政策措(cuo)施;ISO、IEC、SAE等國際(ji)標準化(hua)組織已出臺多項配套技術標準,預(yu)計(ji)2026年左右國際(ji)上部分先行地(di)區將啟動(dong)(dong)(dong)V2X商(shang)用化(hua)導入。我國作為新能(neng)(neng)(neng)源汽車(che)發展大國,相比國外,構建車(che)網(wang)互動(dong)(dong)(dong)的重(zhong)要性和(he)緊迫性更(geng)為突出,亟需(xu)加快推進車(che)網(wang)互動(dong)(dong)(dong)商(shang)用化(hua)的各項準備(bei)工作,釋(shi)放(fang)車(che)網(wang)互動(dong)(dong)(dong)的巨大潛力(li)。據測(ce)算,未來普通純(chun)電動(dong)(dong)(dong)私家車(che)用戶通過V2X參與電網(wang)互動(dong)(dong)(dong)的全周期收益有望(wang)達到2萬~3萬元,2035年前可累計(ji)為電力(li)系統提供超過1.5億千瓦(wa)/6億千瓦(wa)時的移動(dong)(dong)(dong)儲能(neng)(neng)(neng)調(diao)節能(neng)(neng)(neng)力(li),節約全社會(hui)電力(li)投資約1萬億元。
(三)有(you)利于擴大(da)有(you)效(xiao)基(ji)建投資,為經濟發展增動能
未來10年(nian)(nian)(nian),我國充電(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)和配套電(dian)(dian)網(wang)基(ji)建投(tou)資(zi)需(xu)求(qiu)將(jiang)(jiang)穩步增長。借鑒10年(nian)(nian)(nian)前我國啟動“寬(kuan)帶(dai)中國”帶(dai)動數(shu)萬億(yi)元(yuan)寬(kuan)帶(dai)網(wang)絡(luo)基(ji)礎(chu)設(she)施(shi)(shi)(shi)投(tou)資(zi)、支(zhi)撐(cheng)信息通信產業做大做強(qiang)的(de)成功經驗,10年(nian)(nian)(nian)后,同(tong)樣應(ying)從(cong)國家戰略(lve)高(gao)度,啟動萬億(yi)級(ji)充電(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)和配套電(dian)(dian)網(wang)投(tou)資(zi),支(zhi)撐(cheng)新能(neng)源汽車產業做大做強(qiang)。據預測,2030年(nian)(nian)(nian)前,我國充電(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)以及配套電(dian)(dian)網(wang)總投(tou)資(zi)需(xu)求(qiu)將(jiang)(jiang)達到1.5萬億(yi)元(yuan),可拉動新能(neng)源汽車消費達到24萬億(yi)元(yuan)。
2.預計帶動配套(tao)電(dian)(dian)(dian)(dian)網有效投資近1萬億(yi)元(yuan)(yuan)。2023—2030年期間,我國(guo)充電(dian)(dian)(dian)(dian)基礎設施配套(tao)電(dian)(dian)(dian)(dian)網改造投資將達到近1萬億(yi)元(yuan)(yuan)。其中(zhong),按照超(chao)前實現居民社區固定車位(wei)電(dian)(dian)(dian)(dian)力全面覆蓋(gai)測(ce)算,居民社區配套(tao)電(dian)(dian)(dian)(dian)網投資需(xu)求為7000億(yi)~8000億(yi)元(yuan)(yuan);各類公共和專(zhuan)用充換電(dian)(dian)(dian)(dian)場站(zhan)對(dui)應的配電(dian)(dian)(dian)(dian)網改造投資需(xu)求約為2200億(yi)元(yuan)(yuan)。
3.預計(ji)支撐新(xin)能(neng)源(yuan)汽(qi)車(che)消費累(lei)計(ji)達24萬(wan)(wan)億(yi)元(yuan)。2023—2030年(nian)期間,通過適度超前建(jian)(jian)設充電基(ji)礎(chu)設施,將帶(dai)動新(xin)能(neng)源(yuan)汽(qi)車(che)消費累(lei)計(ji)達1.3億(yi)輛,車(che)輛銷售(shou)收入累(lei)計(ji)達19.5萬(wan)(wan)億(yi)元(yuan)(不含稅(shui)(shui)),對應增值稅(shui)(shui)與購置稅(shui)(shui)的(de)稅(shui)(shui)收總額(e)約(yue)為4.5萬(wan)(wan)億(yi)元(yuan)。如按照30%的(de)比(bi)例提(ti)供財政支持,2023—2030年(nian)期間充電新(xin)基(ji)建(jian)(jian)所需財政投入約(yue)為5000億(yi)元(yuan),僅為期間銷售(shou)車(che)輛稅(shui)(shui)收總額(e)的(de)九(jiu)分之一。
二、建議打好高質量充電基礎設(she)施體系的(de)“三大(da)戰役”
(一)社(she)區充電“電力(li)到位”攻堅戰(zhan)
1.加大(da)存量社(she)區(qu)“電(dian)(dian)(dian)(dian)力(li)到(dao)位”建設,力(li)爭3~5年(nian)(nian)完成全(quan)覆蓋。開展存量社(she)區(qu)固定車位的“電(dian)(dian)(dian)(dian)力(li)到(dao)位”整(zheng)體改(gai)造,實現(xian)“一(yi)次改(gai)造、全(quan)面(mian)覆蓋”,按(an)照“一(yi)位一(yi)表”原則超(chao)前預留(liu)電(dian)(dian)(dian)(dian)表位及接(jie)線條件,將用戶(hu)私人充(chong)電(dian)(dian)(dian)(dian)樁接(jie)電(dian)(dian)(dian)(dian)的走(zou)線距離(li)縮短至20米以內(nei),規范表后接(jie)線施工要求,從根本(ben)上解決用戶(hu)接(jie)電(dian)(dian)(dian)(dian)距離(li)遠、接(jie)電(dian)(dian)(dian)(dian)成本(ben)高和(he)安全(quan)隱患大(da)等問題(ti)。新能(neng)源汽車滲(shen)透率(lv)超(chao)過30%的重點城市應力(li)爭在2025年(nian)(nian)前完成所(suo)有社(she)區(qu)全(quan)面(mian)覆蓋,其他城市應力(li)爭在2027年(nian)(nian)前完成全(quan)面(mian)覆蓋。
2.提高新建(jian)(jian)社區“電(dian)力(li)到位(wei)(wei)”標(biao)準,滿足(zu)用戶直(zhi)接(jie)(jie)裝(zhuang)表(biao)接(jie)(jie)電(dian)需求(qiu)(qiu)。各(ge)地當前執(zhi)行的社區固(gu)定車位(wei)(wei)電(dian)力(li)接(jie)(jie)入標(biao)準大(da)多僅要求(qiu)(qiu)10%~30%的車位(wei)(wei)具備(bei)直(zhi)接(jie)(jie)接(jie)(jie)電(dian)條件,大(da)部(bu)分車位(wei)(wei)僅預(yu)留橋架等通道,配電(dian)柜(ju)、電(dian)纜、電(dian)表(biao)箱等設(she)施并未配建(jian)(jian)到位(wei)(wei),尚(shang)不能滿足(zu)用戶直(zhi)接(jie)(jie)裝(zhuang)表(biao)接(jie)(jie)電(dian)需求(qiu)(qiu)。應加(jia)快(kuai)修(xiu)訂各(ge)地相關住(zhu)宅(zhai)配建(jian)(jian)標(biao)準,要求(qiu)(qiu)電(dian)力(li)設(she)施延伸至全(quan)部(bu)固(gu)定車位(wei)(wei),同(tong)時在規劃、設(she)計和驗(yan)收(shou)等環節加(jia)強監督(du)管(guan)理。
3.推(tui)動(dong)社區(qu)(qu)電(dian)力(li)、通(tong)信(xin)、消防協同(tong)改(gai)造,構建(jian)智(zhi)能、安全的(de)(de)社區(qu)(qu)充(chong)(chong)電(dian)體系。結合“電(dian)力(li)到位(wei)”標(biao)準(zhun)制修訂,應同(tong)步(bu)明確社區(qu)(qu)固定車位(wei)充(chong)(chong)電(dian)樁的(de)(de)配套通(tong)信(xin)和消防設施升級改(gai)造標(biao)準(zhun),推(tui)動(dong)電(dian)力(li)、通(tong)信(xin)和消防設施的(de)(de)同(tong)步(bu)改(gai)造、同(tong)步(bu)驗(yan)收(shou),在保障消費者(zhe)充(chong)(chong)上(shang)(shang)電(dian)的(de)(de)基礎上(shang)(shang),進一步(bu)提(ti)高社區(qu)(qu)充(chong)(chong)電(dian)的(de)(de)智(zhi)能化水平,保障消防安全。
(二)公(gong)共充(chong)電“優質提速”攻(gong)堅戰
1.推動(dong)(dong)高速(su)擴容和(he)農村(cun)擴點,解決(jue)消費者(zhe)反映(ying)突出(chu)的(de)痛點問(wen)(wen)題。針對(dui)節假(jia)日高速(su)公(gong)路充(chong)(chong)電(dian)(dian)(dian)排(pai)長隊問(wen)(wen)題,科學制定高速(su)公(gong)路服務區(qu)充(chong)(chong)電(dian)(dian)(dian)設施規劃(hua)建(jian)設標準。建(jian)立(li)年(nian)度規劃(hua)動(dong)(dong)態滾動(dong)(dong)調整機制,合理預(yu)留未(wei)來需求增長裕度,力爭2025年(nian)高速(su)公(gong)路服務區(qu)充(chong)(chong)電(dian)(dian)(dian)服務能(neng)力相(xiang)比2022年(nian)提升3倍以上。針對(dui)農村(cun)公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)設施覆蓋(gai)(gai)不足問(wen)(wen)題,應(ying)建(jian)立(li)公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)覆蓋(gai)(gai)評估機制,確保各鄉鎮公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)站(zhan)和(he)加油站(zhan)數(shu)量比不低于1:1,合理提高充(chong)(chong)電(dian)(dian)(dian)場(chang)站(zhan)服務能(neng)力標準,確保能(neng)加上油的(de)地方就能(neng)充(chong)(chong)上電(dian)(dian)(dian)。
2.加(jia)強行業監(jian)督,優化營(ying)商(shang)(shang)環境,實現公共(gong)(gong)充(chong)(chong)電(dian)的(de)品質效率雙提升。借鑒公共(gong)(gong)停車場、加(jia)油站等(deng)公共(gong)(gong)服(fu)務(wu)(wu)(wu)設施行業的(de)監(jian)管機(ji)制,明(ming)確(que)公共(gong)(gong)充(chong)(chong)電(dian)基礎設施的(de)服(fu)務(wu)(wu)(wu)質量(liang)標準,探索引入公共(gong)(gong)充(chong)(chong)電(dian)設施的(de)經營(ying)備(bei)案(an)與年度考核機(ji)制,建(jian)立僵(jiang)尸樁和服(fu)務(wu)(wu)(wu)質量(liang)不(bu)達標場站的(de)退出機(ji)制。依托(tuo)政府監(jian)管平臺,建(jian)立地方公共(gong)(gong)充(chong)(chong)電(dian)設施利用(yong)率監(jian)測預(yu)警和分(fen)區分(fen)級(ji)管理機(ji)制,對于公共(gong)(gong)設施利用(yong)率嚴重偏低的(de)區域,探索采取暫緩新(xin)項目備(bei)案(an)等(deng)措施合理調控供(gong)(gong)給總量(liang),引導社(she)會(hui)資本更多聚(ju)焦供(gong)(gong)給不(bu)足區域,從源頭解決市(shi)場無序競爭(zheng)、充(chong)(chong)電(dian)運營(ying)商(shang)(shang)經營(ying)困難(nan)等(deng)問(wen)題,構建(jian)良好的(de)充(chong)(chong)電(dian)服(fu)務(wu)(wu)(wu)營(ying)商(shang)(shang)環境。
3.超前(qian)建設大功率超充(chong)(chong)(chong)(chong)骨(gu)干(gan)網(wang)絡,實現(xian)公共(gong)快充(chong)(chong)(chong)(chong)速度翻兩番。以促進產業技(ji)(ji)(ji)術升級(ji)(ji)為目標,近期重點規劃面向輕型(xing)(xing)車(che)的公共(gong)大功率超充(chong)(chong)(chong)(chong)骨(gu)干(gan)網(wang)絡,力爭(zheng)2025年前(qian)在全國(guo)(guo)范(fan)圍(wei)實現(xian)公共(gong)超充(chong)(chong)(chong)(chong)站(zhan)與加油站(zhan)比值(zhi)不低于(yu)1:1,單(dan)樁最大充(chong)(chong)(chong)(chong)電功率提(ti)升2~3倍以上(shang),避免超充(chong)(chong)(chong)(chong)車(che)輛(liang)上(shang)市后(hou)出現(xian)“快車(che)慢樁”問題,讓消費者切實體驗超充(chong)(chong)(chong)(chong)技(ji)(ji)(ji)術帶(dai)來的便利性(xing)。緊(jin)密跟蹤國(guo)(guo)際上(shang)重型(xing)(xing)卡車(che)的兆(zhao)瓦級(ji)(ji)快充(chong)(chong)(chong)(chong)技(ji)(ji)(ji)術進展,加快制定我國(guo)(guo)兆(zhao)瓦級(ji)(ji)快充(chong)(chong)(chong)(chong)接口標準,力爭(zheng)在2025年前(qian)完成京津(jin)冀魯(lu)、長(chang)三(san)角(jiao)和(he)珠三(san)角(jiao)等重點貨運走廊的純電動重卡兆(zhao)瓦級(ji)(ji)快充(chong)(chong)(chong)(chong)示范(fan)。
(三)車(che)網互動(dong)“體系升級”攻堅戰
1.明確國家(jia)車(che)網(wang)(wang)互(hu)動頂層設計(ji)(ji),更好引導和(he)凝(ning)聚產(chan)業(ye)各方共(gong)識。密切(qie)跟(gen)蹤國際車(che)網(wang)(wang)互(hu)動相(xiang)關進展,參考歐美(mei)部分(fen)先(xian)行(xing)地區的(de)(de)規劃目標,依托我(wo)國新能源汽車(che)產(chan)業(ye)先(xian)發優勢和(he)集中(zhong)力(li)量辦大事的(de)(de)制(zhi)度優勢,制(zhi)定(ding)我(wo)國車(che)網(wang)(wang)互(hu)動頂層設計(ji)(ji)政(zheng)策文件(jian),明確實施路徑和(he)關鍵(jian)里程碑(bei)節點(dian),力(li)爭在2026年左右初步實現(xian)車(che)網(wang)(wang)互(hu)動的(de)(de)商業(ye)導入,確保我(wo)國成為全球首批實現(xian)車(che)網(wang)(wang)互(hu)動規模化商業(ye)應用的(de)(de)國家(jia)之一(yi)。
2.建(jian)(jian)(jian)立技術(shu)標(biao)(biao)準(zhun)(zhun)(zhun)協同(tong)推(tui)(tui)進機(ji)制,夯實車(che)網(wang)(wang)互(hu)(hu)動(dong)規模(mo)化商業應用(yong)基礎。密(mi)切跟蹤國際(ji)車(che)網(wang)(wang)互(hu)(hu)動(dong)標(biao)(biao)準(zhun)(zhun)(zhun)體系進展,構建(jian)(jian)(jian)橫跨汽車(che)、能源等(deng)(deng)行業的車(che)網(wang)(wang)互(hu)(hu)動(dong)標(biao)(biao)準(zhun)(zhun)(zhun)協同(tong)推(tui)(tui)進機(ji)制,依托能源行業和汽車(che)行業相關標(biao)(biao)委會組建(jian)(jian)(jian)車(che)網(wang)(wang)互(hu)(hu)動(dong)聯合工作(zuo)組,明確(que)車(che)網(wang)(wang)互(hu)(hu)動(dong)技術(shu)標(biao)(biao)準(zhun)(zhun)(zhun)化推(tui)(tui)進路線圖(tu),打(da)造國家(jia)級車(che)網(wang)(wang)互(hu)(hu)動(dong)試驗檢測(ce)(ce)平臺,力爭2025年底前(qian)初步建(jian)(jian)(jian)成(cheng)我(wo)國車(che)網(wang)(wang)互(hu)(hu)動(dong)標(biao)(biao)準(zhun)(zhun)(zhun)體系。推(tui)(tui)動(dong)完善車(che)網(wang)(wang)互(hu)(hu)動(dong)標(biao)(biao)準(zhun)(zhun)(zhun)測(ce)(ce)試認證體系,將(jiang)車(che)網(wang)(wang)互(hu)(hu)動(dong)核心功能納入(ru)車(che)輛(liang)公告準(zhun)(zhun)(zhun)入(ru)和用(yong)電報裝申(shen)請等(deng)(deng)重點環(huan)節,確(que)保(bao)技術(shu)標(biao)(biao)準(zhun)(zhun)(zhun)得(de)到(dao)有(you)效執(zhi)行。加強與ISO、IEC等(deng)(deng)國際(ji)標(biao)(biao)準(zhun)(zhun)(zhun)化機(ji)構合作(zuo),提升(sheng)我(wo)國車(che)網(wang)(wang)互(hu)(hu)動(dong)標(biao)(biao)準(zhun)(zhun)(zhun)的國際(ji)話語權(quan)。
3.建(jian)設一批(pi)車(che)(che)(che)網(wang)(wang)互(hu)動試點(dian)城市(shi),完(wan)善(shan)配(pei)套(tao)市(shi)場(chang)機(ji)制(zhi)(zhi)(zhi)與行業監管體系。力(li)爭(zheng)在2025年前在京(jing)津(jin)冀(ji)魯、長三角和(he)珠三角等(deng)新能源汽車(che)(che)(che)發展較快地(di)區建(jian)成(cheng)一批(pi)車(che)(che)(che)網(wang)(wang)互(hu)動先行試點(dian)城市(shi),率先實(shi)現車(che)(che)(che)網(wang)(wang)互(hu)動商(shang)業化(hua)示范運(yun)行,有效驗證和(he)展示車(che)(che)(che)網(wang)(wang)互(hu)動的綜合(he)價值,形成(cheng)可復制(zhi)(zhi)(zhi)推廣(guang)的落(luo)地(di)實(shi)施方(fang)案與協(xie)同推進(jin)機(ji)制(zhi)(zhi)(zhi)。依(yi)托(tuo)試點(dian)示范,完(wan)善(shan)車(che)(che)(che)網(wang)(wang)互(hu)動分(fen)時電(dian)價和(he)雙向充放(fang)電(dian)上網(wang)(wang)電(dian)價機(ji)制(zhi)(zhi)(zhi),積極推動車(che)(che)(che)樁資源通過(guo)聚合(he)方(fang)式(shi)參與電(dian)力(li)市(shi)場(chang),完(wan)善(shan)配(pei)套(tao)交(jiao)易規則(ze)和(he)市(shi)場(chang)機(ji)制(zhi)(zhi)(zhi),制(zhi)(zhi)(zhi)定并網(wang)(wang)、計量以及聚合(he)交(jiao)易等(deng)方(fang)面的監管措施,支持(chi)其與獨立儲(chu)能享有同等(deng)的市(shi)場(chang)地(di)位(wei)。
三、建(jian)議強化高質量(liang)充(chong)電基礎設施體(ti)系的“三大保(bao)障(zhang)”
(一)加強(qiang)“組織保障”,更好(hao)發揮我國制度優勢
1.建(jian)(jian)議(yi)制定更(geng)為(wei)明確的構建(jian)(jian)高質量充電基礎設(she)施體系行動計(ji)劃。新能源汽車產(chan)業規模巨(ju)大、對全球競爭格局影響深遠,其地位絲(si)毫不遜(xun)色于10年前(qian)的信(xin)息通信(xin)產(chan)業。建(jian)(jian)議(yi)借(jie)鑒我(wo)國(guo)10年前(qian)推(tui)(tui)動“寬帶中國(guo)戰略”的成功經驗,制定更(geng)為(wei)明確的構建(jian)(jian)高質量充電基礎設(she)施體系行動計(ji)劃,細(xi)化發(fa)展目(mu)標(biao)和發(fa)展時間表。加快(kuai)建(jian)(jian)立相關部際協調機制,加強(qiang)統(tong)籌和配(pei)合,協調解(jie)決重大問題,務(wu)實推(tui)(tui)進戰略目(mu)標(biao)的貫徹(che)實施。
2.建議(yi)(yi)有條(tiao)件的(de)地(di)方先(xian)試(shi)先(xian)行(xing),探索(suo)(suo)形成可復制推廣(guang)的(de)創(chuang)新(xin)發展(zhan)模(mo)式(shi)與典型經(jing)驗。地(di)方率先(xian)開展(zhan)實踐探索(suo)(suo)和模(mo)式(shi)創(chuang)新(xin)是支撐國家戰略出臺的(de)重要基礎(chu),建議(yi)(yi)新(xin)能源汽車發展(zhan)基礎(chu)較好(hao)的(de)京(jing)津冀魯、長三角和珠(zhu)三角區域更好(hao)發揮有為(wei)政府作(zuo)用,率先(xian)制定(ding)高質量充電基礎(chu)設施發展(zhan)規劃,結合(he)實際(ji),適(shi)度超(chao)前設計發展(zhan)目標與發展(zhan)時間表,建立分工明確、協同高效的(de)跨(kua)部門統籌協調機制,形成可復制推廣(guang)的(de)發展(zhan)模(mo)式(shi),更好(hao)發揮先(xian)行(xing)地(di)區示范帶頭作(zuo)用,為(wei)國家戰略出臺提供參(can)考。
(二)加強(qiang)“投(tou)資(zi)保障(zhang)”,多渠道強(qiang)化投(tou)融資(zi)支持力(li)度
1.建議加(jia)大財(cai)政(zheng)(zheng)支(zhi)(zhi)(zhi)持(chi)力(li)度,更(geng)好(hao)發揮財(cai)政(zheng)(zheng)資(zi)金(jin)撬動(dong)作用。充(chong)分利用中(zhong)央各類(lei)專項(xiang)資(zi)金(jin),建立(li)健全充(chong)電(dian)基礎(chu)設(she)施普遍服(fu)務的(de)財(cai)政(zheng)(zheng)補貼機制,形成支(zhi)(zhi)(zhi)持(chi)公(gong)路(lu)沿線、農村、中(zhong)西(xi)部(bu)和東北地(di)區充(chong)電(dian)基礎(chu)設(she)施發展(zhan)的(de)長(chang)效(xiao)機制,引導社會資(zi)本投(tou)向充(chong)電(dian)設(she)施發展(zhan)薄弱(ruo)區域。建立(li)超大功(gong)率快充(chong)、車網互動(dong)配套(tao)的(de)財(cai)政(zheng)(zheng)支(zhi)(zhi)(zhi)持(chi)政(zheng)(zheng)策(ce),解決(jue)新技術起步期(qi)規模小、成本高(gao)等挑戰,促進(jin)產業技術升級。考慮各地(di)電(dian)價承受(shou)能力(li),綜合(he)運用財(cai)政(zheng)(zheng)補貼與(yu)輸配電(dian)價疏導政(zheng)(zheng)策(ce),保障配套(tao)電(dian)網建設(she)投(tou)資(zi),將農村、中(zhong)西(xi)部(bu)、東北地(di)區配套(tao)電(dian)網改造納入中(zhong)央各類(lei)專項(xiang)資(zi)金(jin)支(zhi)(zhi)(zhi)持(chi)范圍。
2.建議(yi)進一步(bu)完(wan)善(shan)配(pei)套(tao)(tao)投(tou)融資(zi)(zi)支(zhi)(zhi)(zhi)持措(cuo)施。支(zhi)(zhi)(zhi)持將充(chong)(chong)(chong)電(dian)(dian)基礎設(she)施及配(pei)套(tao)(tao)電(dian)(dian)網(wang)建設(she)投(tou)資(zi)(zi)納(na)入地(di)方政府專(zhuan)項(xiang)(xiang)債(zhai)券(quan)(quan)(quan)支(zhi)(zhi)(zhi)持范圍,完(wan)善(shan)配(pei)套(tao)(tao)公(gong)共預(yu)算管理保障機制。支(zhi)(zhi)(zhi)持充(chong)(chong)(chong)電(dian)(dian)運營商(shang)、電(dian)(dian)網(wang)企業(ye)、整車企業(ye)等發行專(zhuan)項(xiang)(xiang)綠(lv)(lv)(lv)色(se)(se)債(zhai)券(quan)(quan)(quan)和綠(lv)(lv)(lv)色(se)(se)ABS債(zhai)券(quan)(quan)(quan),低成(cheng)本募集充(chong)(chong)(chong)電(dian)(dian)設(she)施投(tou)資(zi)(zi)和配(pei)套(tao)(tao)電(dian)(dian)網(wang)建設(she)資(zi)(zi)金(jin),支(zhi)(zhi)(zhi)持證券(quan)(quan)(quan)交(jiao)易(yi)所組織充(chong)(chong)(chong)電(dian)(dian)設(she)施相(xiang)關綠(lv)(lv)(lv)色(se)(se)債(zhai)券(quan)(quan)(quan)投(tou)融對(dui)接、路演等,積極(ji)培育充(chong)(chong)(chong)電(dian)(dian)設(she)施相(xiang)關綠(lv)(lv)(lv)色(se)(se)債(zhai)券(quan)(quan)(quan)投(tou)資(zi)(zi)環境。支(zhi)(zhi)(zhi)持商(shang)業(ye)銀行、開發性金(jin)融機構等發行針(zhen)對(dui)充(chong)(chong)(chong)電(dian)(dian)基礎設(she)施及配(pei)套(tao)(tao)電(dian)(dian)網(wang)建設(she)改造的綠(lv)(lv)(lv)色(se)(se)金(jin)融債(zhai)券(quan)(quan)(quan),加大專(zhuan)項(xiang)(xiang)綠(lv)(lv)(lv)色(se)(se)信貸支(zhi)(zhi)(zhi)持力度;引導支(zhi)(zhi)(zhi)持保險(xian)公(gong)司投(tou)資(zi)(zi)充(chong)(chong)(chong)電(dian)(dian)領(ling)域相(xiang)關綠(lv)(lv)(lv)色(se)(se)債(zhai)券(quan)(quan)(quan)。
(三)加強“法治保障”,促進行業健康有序發展
1.建議(yi)地(di)(di)方(fang)立(li)法(fa)(fa)(fa)先(xian)行(xing)(xing),適時啟動國(guo)家(jia)立(li)法(fa)(fa)(fa)工(gong)作。充(chong)電(dian)基(ji)礎設(she)施屬于新生事物,現有(you)(you)行(xing)(xing)政(zheng)法(fa)(fa)(fa)體系(xi)不能有(you)(you)效覆蓋(gai),按(an)照(zhao)“法(fa)(fa)(fa)無授權不可為”的原則,亟需加快(kuai)(kuai)完善相關立(li)法(fa)(fa)(fa)工(gong)作,明確(que)(que)充(chong)電(dian)基(ji)礎設(she)施作為國(guo)家(jia)公共(gong)基(ji)礎設(she)施的法(fa)(fa)(fa)律地(di)(di)位,明確(que)(que)政(zheng)府監(jian)管權責。鑒于各地(di)(di)發展水(shui)平存在(zai)較大差異,建議(yi)國(guo)家(jia)鼓勵新能源汽車發展較快(kuai)(kuai)的地(di)(di)區先(xian)行(xing)(xing)開(kai)展地(di)(di)方(fang)立(li)法(fa)(fa)(fa),通過地(di)(di)方(fang)先(xian)行(xing)(xing)先(xian)試積累經驗,條(tiao)件成(cheng)熟(shu)后再適時啟動國(guo)家(jia)層面的立(li)法(fa)(fa)(fa)工(gong)作,實現充(chong)電(dian)基(ji)礎設(she)施高質量發展有(you)(you)法(fa)(fa)(fa)可依。
2.建議完(wan)善(shan)監管(guan)(guan)(guan)體(ti)系(xi),強(qiang)化(hua)監管(guan)(guan)(guan)能(neng)力(li)建設(she)。按照“法定職責必須為”原則,加快(kuai)建立(li)(li)健(jian)全(quan)充(chong)電基(ji)礎設(she)施行(xing)業監管(guan)(guan)(guan)體(ti)系(xi),完(wan)善(shan)充(chong)電基(ji)礎設(she)施行(xing)業監管(guan)(guan)(guan)規定,明確各(ge)(ge)方權(quan)利(li)義務(wu)(wu),落實部門監管(guan)(guan)(guan)責任,建立(li)(li)執(zhi)法標準和(he)流程。更好發(fa)(fa)揮各(ge)(ge)級監管(guan)(guan)(guan)平(ping)臺作用(yong),加大(da)監管(guan)(guan)(guan)隊伍建設(she)力(li)度,強(qiang)化(hua)主管(guan)(guan)(guan)部門行(xing)業監管(guan)(guan)(guan)能(neng)力(li),逐步(bu)覆蓋(gai)充(chong)電設(she)施運營服務(wu)(wu)、建設(she)安裝、生產銷售等(deng)重點環節,通過合(he)理加強(qiang)監管(guan)(guan)(guan),有(you)效(xiao)解決(jue)設(she)備故障率高(gao)、物業配合(he)度低、服務(wu)(wu)體(ti)驗差、非充(chong)電車輛占位、安全(quan)環保(bao)水平(ping)低等(deng)無序發(fa)(fa)展問題,保(bao)障行(xing)業健(jian)康發(fa)(fa)展。(中能(neng)傳(chuan)媒研究院)
