國家發展改革委(wei)新(xin)聞(wen)發言人(ren)近日在(zai)新(xin)聞(wen)發布會上表示,將持續(xu)加(jia)強統(tong)籌協(xie)調,會同各(ge)有關方(fang)面加(jia)快構建(jian)高質量充電基礎設施體系,更好保障人(ren)民群眾綠色出行需(xu)要。
新能(neng)(neng)源汽車(che)充(chong)電基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)是(shi)(shi)服(fu)務(wu)(wu)保障民生的(de)重(zhong)要交通能(neng)(neng)源融合類基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi),也是(shi)(shi)促進新能(neng)(neng)源汽車(che)消費和產業發(fa)展(zhan)的(de)重(zhong)要支撐(cheng)。自去年國(guo)務(wu)(wu)院辦公廳印發(fa)《關于進一(yi)步構建高質量充(chong)電基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)體(ti)系(xi)的(de)指導意(yi)見(jian)》以來(lai),我國(guo)充(chong)電基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)快速(su)發(fa)展(zhan)。今(jin)年上半年,新能(neng)(neng)源汽車(che)樁(zhuang)車(che)增量比為1∶3,基(ji)本能(neng)(neng)夠滿足新能(neng)(neng)源汽車(che)快速(su)發(fa)展(zhan)要求。截(jie)至今(jin)年6月底,全國(guo)充(chong)電基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)總量達(da)1024.3萬臺,同比增長54.0%,我國(guo)已建成世界上數(shu)量最多、服(fu)務(wu)(wu)范圍最廣(guang)、品種(zhong)類型最全的(de)充(chong)電基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)體(ti)系(xi)。
目前來看,我國(guo)一線、二線城市的(de)充(chong)(chong)電焦慮基本得到了緩解,低線城市及鄉村地區充(chong)(chong)電基礎設施正在穩步推進,但(dan)充(chong)(chong)電體系(xi)仍(reng)存在發展(zhan)不(bu)均衡、布局不(bu)合理的(de)問題。未來,新能(neng)源汽車持續(xu)(xu)快速增長,消(xiao)費者對充(chong)(chong)電體系(xi)的(de)數量(liang)和質(zhi)量(liang)要(yao)(yao)求會(hui)繼(ji)續(xu)(xu)提高。因此,相關部門(men)有(you)必要(yao)(yao)統籌協(xie)調,優化(hua)完善網絡布局,提升運營服務(wu)水平,加強科技創新引(yin)領,協(xie)同構建高質(zhi)量(liang)充(chong)(chong)電體系(xi)。

優化完善網絡布局,有針對性地(di)(di)解決重(zhong)點(dian)區(qu)域(yu)、重(zhong)點(dian)場(chang)景的(de)充(chong)(chong)(chong)電(dian)(dian)痛(tong)點(dian)。城際(ji)方面要拓展國家高(gao)速公(gong)路(lu)網充(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)(she)(she)施覆蓋廣度(du),推動具備條件的(de)普通國省(sheng)干(gan)線公(gong)路(lu)服(fu)務區(qu)、服(fu)務站因(yin)地(di)(di)制(zhi)宜科(ke)學布設(she)(she)(she)充(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)(she)(she)施。城市可(ke)以(yi)結合城市體檢(jian)、城鎮(zhen)老舊小(xiao)區(qu)改(gai)(gai)造(zao)、完整社(she)區(qu)建(jian)設(she)(she)(she)試點(dian)等,因(yin)地(di)(di)制(zhi)宜推進(jin)社(she)區(qu)充(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)施建(jian)設(she)(she)(she)和改(gai)(gai)造(zao)。縣(xian)域(yu)農村地(di)(di)區(qu)要聚(ju)焦制(zhi)約新能源汽車下鄉的(de)突出瓶頸,加大力度(du)支持(chi)農村地(di)(di)區(qu)充(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)(she)(she)施建(jian)設(she)(she)(she)。
提升運營服(fu)務水(shui)平(ping)(ping),強化(hua)質量安全(quan)監管(guan)。一方(fang)面(mian),需(xu)要(yao)(yao)主管(guan)部門持(chi)續完善(shan)充(chong)電(dian)(dian)基礎設施(shi)(shi)標準體系,推動制定(ding)修訂先(xian)進充(chong)換電(dian)(dian)技(ji)術(shu)標準。通過(guo)數字化(hua)監管(guan)平(ping)(ping)臺,及時掌握公(gong)(gong)共充(chong)電(dian)(dian)設施(shi)(shi)建設和(he)運營情(qing)況,督促運營企業提高設備完好(hao)率,提升公(gong)(gong)共充(chong)電(dian)(dian)設施(shi)(shi)服(fu)務水(shui)平(ping)(ping)。特別是要(yao)(yao)全(quan)面(mian)加強農(nong)村(cun)公(gong)(gong)共充(chong)電(dian)(dian)設施(shi)(shi)監管(guan),確保農(nong)村(cun)充(chong)電(dian)(dian)設施(shi)(shi)“有(you)人(ren)建、有(you)人(ren)管(guan)、能持(chi)續”。另(ling)一方(fang)面(mian),需(xu)要(yao)(yao)企業有(you)更精準的用戶定(ding)位,更精細化(hua)的運營,全(quan)面(mian)提升服(fu)務體驗。
加強科技創(chuang)新(xin)(xin)引領,鼓勵(li)新(xin)(xin)技術創(chuang)新(xin)(xin)應(ying)(ying)(ying)用(yong)。當前,全(quan)球新(xin)(xin)能源汽車(che)充(chong)(chong)電(dian)(dian)技術體(ti)系向大功率快充(chong)(chong)化和車(che)網(wang)雙向互(hu)動化升級趨勢日漸明朗,將對下一階(jie)段全(quan)球新(xin)(xin)能源汽車(che)產(chan)業競爭格局產(chan)生深遠(yuan)影(ying)響(xiang)。有(you)企業通過平臺(tai)技術與數智(zhi)化優勢推出了加速(su)充(chong)(chong),進一步完善商戶(hu)生態體(ti)系建設,提升了用(yong)戶(hu)快速(su)充(chong)(chong)電(dian)(dian)服務體(ti)驗。同時,也要加快推廣應(ying)(ying)(ying)用(yong)智(zhi)能充(chong)(chong)電(dian)(dian)設施,推進車(che)網(wang)互(hu)動核心(xin)技術攻關(guan),探索開展雙向充(chong)(chong)放電(dian)(dian)應(ying)(ying)(ying)用(yong)試點。
