各(ge)省、自治區、直轄市、新疆生產建設(she)兵團(tuan)發展改革委(wei)、工(gong)業和信(xin)息化主管部(bu)門、住房城鄉建設(she)廳(委(wei)、管委(wei)、局)、交(jiao)通運輸(shu)廳(局、委(wei))、能源(yuan)局、數(shu)據管理部(bu)門,國家能源(yuan)局各(ge)派出機構:
為全(quan)面貫徹(che)黨的(de)二十大和二十屆二中、三中全(quan)會(hui)精神,深(shen)入落(luo)實黨中央、國務院關(guan)于(yu)碳(tan)(tan)達峰碳(tan)(tan)中和重大決(jue)策部(bu)署,促(cu)進(jin)綠色(se)低碳(tan)(tan)循環發展(zhan)經(jing)濟體系建設(she),推動(dong)形(xing)成綠色(se)低碳(tan)(tan)的(de)生產方式和生活方式,現就大力實施可(ke)再生能(neng)源替代行動(dong),制(zhi)定意見如下。
一、總體要求
大力實施(shi)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai)(dai),以習近平新(xin)(xin)時(shi)代(dai)(dai)中國(guo)特色(se)社會主義思(si)想為(wei)指導,貫徹“四個革(ge)命、一(yi)個合作”能(neng)(neng)(neng)源(yuan)安全(quan)新(xin)(xin)戰略(lve),堅持(chi)統(tong)籌(chou)謀劃(hua)、安全(quan)替(ti)(ti)代(dai)(dai),正(zheng)確處理(li)傳統(tong)能(neng)(neng)(neng)源(yuan)和新(xin)(xin)能(neng)(neng)(neng)源(yuan)“破”與“立”的關系,源(yuan)網荷儲一(yi)體推(tui)(tui)(tui)進,全(quan)面提升可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)安全(quan)可(ke)(ke)(ke)(ke)靠供應能(neng)(neng)(neng)力;供需統(tong)籌(chou)、有序替(ti)(ti)代(dai)(dai),統(tong)籌(chou)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)供給與重點(dian)領(ling)域(yu)綠色(se)能(neng)(neng)(neng)源(yuan)消費(fei),加快推(tui)(tui)(tui)進增(zeng)量(liang)(liang)(liang)替(ti)(ti)代(dai)(dai),穩(wen)步擴大存(cun)量(liang)(liang)(liang)替(ti)(ti)代(dai)(dai),穩(wen)妥推(tui)(tui)(tui)動(dong)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)有序替(ti)(ti)代(dai)(dai)傳統(tong)化石能(neng)(neng)(neng)源(yuan);協同融合、多元替(ti)(ti)代(dai)(dai),協同推(tui)(tui)(tui)進可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)與工業、交(jiao)通、建筑、農業農村(cun)等領(ling)域(yu)融合替(ti)(ti)代(dai)(dai),經濟高效推(tui)(tui)(tui)進發(fa)電、供熱、制(zhi)(zhi)氣(qi)、制(zhi)(zhi)氫多元發(fa)展和替(ti)(ti)代(dai)(dai);科(ke)技引領(ling)、創新(xin)(xin)替(ti)(ti)代(dai)(dai),大力推(tui)(tui)(tui)動(dong)新(xin)(xin)技術攻關試點(dian),創新(xin)(xin)體制(zhi)(zhi)機制(zhi)(zhi),加快培(pei)育可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai)(dai)的新(xin)(xin)場景(jing)、新(xin)(xin)模式(shi)、新(xin)(xin)業態(tai)。“十(shi)四五(wu)”重點(dian)領(ling)域(yu)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai)(dai)取得積極(ji)進展,2025年全(quan)國(guo)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)消費(fei)量(liang)(liang)(liang)達到11億噸標煤以上。“十(shi)五(wu)五(wu)”各領(ling)域(yu)優先利用可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)的生(sheng)(sheng)(sheng)(sheng)產生(sheng)(sheng)(sheng)(sheng)活方式(shi)基(ji)本(ben)形(xing)成,2030年全(quan)國(guo)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)消費(fei)量(liang)(liang)(liang)達到15億噸標煤以上,有力支(zhi)撐(cheng)實現2030年碳達峰目(mu)標。
二、著力提升可再生能源安全可靠替代能力
(一)全(quan)面提(ti)(ti)升可(ke)再生能(neng)(neng)(neng)源(yuan)供給能(neng)(neng)(neng)力。加快(kuai)推(tui)進(jin)(jin)以沙漠、戈壁、荒漠地(di)區為重(zhong)點的大型風(feng)(feng)電(dian)光伏基(ji)(ji)地(di)建設,推(tui)動(dong)海上風(feng)(feng)電(dian)集群(qun)化開(kai)發(fa)(fa)。科學(xue)有(you)序(xu)推(tui)進(jin)(jin)大型水電(dian)基(ji)(ji)地(di)建設,統籌推(tui)進(jin)(jin)水風(feng)(feng)光綜合(he)開(kai)發(fa)(fa)。就近開(kai)發(fa)(fa)分布式可(ke)再生能(neng)(neng)(neng)源(yuan)。穩(wen)步發(fa)(fa)展生物質發(fa)(fa)電(dian),推(tui)動(dong)光熱(re)發(fa)(fa)電(dian)規(gui)模化發(fa)(fa)展。加快(kuai)提(ti)(ti)升可(ke)再生能(neng)(neng)(neng)源(yuan)資(zi)源(yuan)評估、功率(lv)預(yu)測(ce)、智慧(hui)調控能(neng)(neng)(neng)力。推(tui)進(jin)(jin)構網型新(xin)能(neng)(neng)(neng)源(yuan)、長時間尺(chi)度(du)功率(lv)預(yu)測(ce)等新(xin)技術應用(yong)。因(yin)地(di)制宜(yi)發(fa)(fa)展生物天然(ran)氣(qi)和生物柴油、生物航煤等綠色(se)燃料,積(ji)極(ji)有(you)序(xu)發(fa)(fa)展可(ke)再生能(neng)(neng)(neng)源(yuan)制氫。促進(jin)(jin)地(di)熱(re)能(neng)(neng)(neng)資(zi)源(yuan)合(he)理高效(xiao)利用(yong),推(tui)動(dong)波(bo)浪能(neng)(neng)(neng)、潮(chao)流(liu)能(neng)(neng)(neng)、溫差能(neng)(neng)(neng)等規(gui)模化利用(yong)。推(tui)動(dong)建立可(ke)再生能(neng)(neng)(neng)源(yuan)與傳統能(neng)(neng)(neng)源(yuan)協同互補、梯級綜合(he)利用(yong)的供熱(re)體系(xi)。
(二)加(jia)(jia)快可(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源配(pei)套基礎設施(shi)建(jian)設。推(tui)(tui)進柔性直(zhi)流輸(shu)電、交(jiao)直(zhi)流混合配(pei)電網(wang)(wang)(wang)等先進技術迭代,加(jia)(jia)快建(jian)設數字化(hua)(hua)智能(neng)(neng)化(hua)(hua)電網(wang)(wang)(wang)。加(jia)(jia)強(qiang)可(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源和(he)(he)電力(li)發展規劃的銜接,推(tui)(tui)動網(wang)(wang)(wang)源協調(diao)發展。推(tui)(tui)動電網(wang)(wang)(wang)主干網(wang)(wang)(wang)架(jia)(jia)提(ti)質升級(ji),加(jia)(jia)強(qiang)跨省跨區輸(shu)電通道(dao)建(jian)設,優(you)(you)化(hua)(hua)調(diao)度控制(zhi),優(you)(you)先調(diao)度可(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源電力(li)。持續優(you)(you)化(hua)(hua)配(pei)電網(wang)(wang)(wang)網(wang)(wang)(wang)架(jia)(jia)結構,加(jia)(jia)快配(pei)電網(wang)(wang)(wang)一、二次融合和(he)(he)智能(neng)(neng)化(hua)(hua)升級(ji),優(you)(you)化(hua)(hua)配(pei)電網(wang)(wang)(wang)調(diao)度機制(zhi),提(ti)升配(pei)電網(wang)(wang)(wang)靈活性和(he)(he)承(cheng)載(zai)力(li),支撐分(fen)布(bu)式可(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源快速(su)發展。加(jia)(jia)強(qiang)熱力(li)、燃(ran)氣(qi)管網(wang)(wang)(wang)及氫(qing)能(neng)(neng)供應網(wang)(wang)(wang)絡等基礎設施(shi)建(jian)設和(he)(he)升級(ji)改造,強(qiang)化(hua)(hua)管網(wang)(wang)(wang)互聯互通,就(jiu)近接納(na)更多非電可(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源。
(三)深入挖掘需求(qiu)側(ce)資源(yuan)調(diao)控(kong)潛力(li)(li)。積極拓寬需求(qiu)響(xiang)應(ying)(ying)主(zhu)體范圍,加(jia)快構建需求(qiu)響(xiang)應(ying)(ying)資源(yuan)庫(ku)。鼓勵具備充放電(dian)(dian)(dian)能力(li)(li)的需求(qiu)響(xiang)應(ying)(ying)主(zhu)體參與電(dian)(dian)(dian)力(li)(li)市(shi)場。支持(chi)具備條件(jian)的地(di)區(qu),通(tong)過實施(shi)尖峰電(dian)(dian)(dian)價(jia)、拉大現貨市(shi)場限(xian)價(jia)區(qu)間等手段引導電(dian)(dian)(dian)力(li)(li)用戶調(diao)整用電(dian)(dian)(dian)行為。強化工(gong)業、建筑、交通(tong)等重點領域電(dian)(dian)(dian)力(li)(li)需求(qiu)側(ce)管(guan)理,優化工(gong)藝和生產流程,以(yi)可中(zhong)斷負荷(he)、可控(kong)負荷(he)等方(fang)式參與電(dian)(dian)(dian)力(li)(li)系統調(diao)節(jie)。
(四)多元提(ti)升(sheng)(sheng)電(dian)(dian)力系統調(diao)節(jie)能力。加強煤(mei)電(dian)(dian)機組靈活性改造(zao),推(tui)動自備電(dian)(dian)廠主動參與(yu)調(diao)峰,優化(hua)煤(mei)電(dian)(dian)調(diao)度方式,合理確定調(diao)度順序(xu)和調(diao)峰深度。研(yan)究推(tui)進大型(xing)(xing)水電(dian)(dian)站優化(hua)升(sheng)(sheng)級,有序(xu)建(jian)設抽水蓄(xu)能電(dian)(dian)站。加強新型(xing)(xing)儲(chu)能技術攻關和多場(chang)景應用(yong)。推(tui)進長時儲(chu)熱型(xing)(xing)發電(dian)(dian)、熱電(dian)(dian)耦(ou)合、中高溫熱利用(yong)等光熱應用(yong)。鼓勵生(sheng)物質發電(dian)(dian)項(xiang)目提(ti)供調(diao)峰等輔助服務(wu)。
三、加快推進重點領域可再生能源替代應用
(五)協(xie)同(tong)推(tui)進工業(ye)(ye)(ye)用(yong)能(neng)(neng)(neng)綠色低(di)碳轉型(xing)。科(ke)學引導(dao)工業(ye)(ye)(ye)向(xiang)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)富(fu)集、資源(yuan)(yuan)(yuan)環境可(ke)(ke)承載(zai)地(di)(di)區有序(xu)轉移(yi),強(qiang)化(hua)(hua)鋼(gang)(gang)(gang)鐵、有色、石化(hua)(hua)化(hua)(hua)工、建(jian)材、紡(fang)織、造紙等(deng)(deng)行業(ye)(ye)(ye)與可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)耦合(he)(he)發(fa)展。提高(gao)短流程煉鋼(gang)(gang)(gang)占比,在(zai)(zai)冶金(jin)、鑄造、建(jian)材、日用(yong)玻璃、有色、化(hua)(hua)工等(deng)(deng)重點行業(ye)(ye)(ye)推(tui)廣(guang)電鍋(guo)爐(lu)(lu)、電窯爐(lu)(lu)、電加(jia)熱等(deng)(deng)技(ji)術(shu)。在(zai)(zai)工業(ye)(ye)(ye)園區、大型(xing)生產企業(ye)(ye)(ye)等(deng)(deng)周邊地(di)(di)區開展新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)源(yuan)(yuan)(yuan)網(wang)荷儲一體(ti)化(hua)(hua)項目(mu),推(tui)動工業(ye)(ye)(ye)綠色微電網(wang)建(jian)設應(ying)用(yong)、綠色電力直接供應(ying)和燃煤(mei)自(zi)備電廠(chang)替代。加(jia)快在(zai)(zai)造紙、印染、食品加(jia)工等(deng)(deng)領域(yu)推(tui)廣(guang)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)中(zhong)低(di)溫熱利用(yong)。在(zai)(zai)合(he)(he)成氨、合(he)(he)成甲(jia)醇、石化(hua)(hua)、鋼(gang)(gang)(gang)鐵等(deng)(deng)領域(yu)鼓勵低(di)碳氫規(gui)模(mo)化(hua)(hua)替代高(gao)碳氫,探索建(jian)設風(feng)光氫氨醇一體(ti)化(hua)(hua)基地(di)(di)。在(zai)(zai)保障好(hao)居(ju)民冬(dong)季取暖(nuan)前提下推(tui)進熱電聯(lian)產機組供熱范(fan)圍內燃煤(mei)鍋(guo)爐(lu)(lu)關(guan)停整合(he)(he),因(yin)地(di)(di)制宜推(tui)進耦合(he)(he)生物質燃燒技(ji)術(shu)改造,鼓勵發(fa)展大容量燃煤(mei)鍋(guo)爐(lu)(lu)摻綠氨燃燒。加(jia)快推(tui)動油氣勘探開發(fa)與可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)融合(he)(he)發(fa)展,打造低(di)碳零碳油氣田(tian)。
(六)加快交通運輸和可再生能源融合互動。建設可再生能源交通廊道。鼓勵在具備條件的高速公路休息區、鐵路車站、汽車客運站、機場和港口推進光儲充放多功能綜合一體站建設。加快發展電動乘用車,穩步推進公交車電動化替代,探索推廣應用新能源中重型貨車。積極探索發展電氣化公路,加大鐵路電氣化改造力度。推(tui)進船(chuan)舶(bo)(bo)靠(kao)港使用(yong)(yong)岸電(dian)(dian),鼓勵綠色電(dian)(dian)動(dong)(dong)智能船(chuan)舶(bo)(bo)試(shi)(shi)點(dian)(dian)應用(yong)(yong)。推(tui)動(dong)(dong)可(ke)持(chi)續航空燃料應用(yong)(yong),開展(zhan)電(dian)(dian)動(dong)(dong)垂直(zhi)起降航空器試(shi)(shi)點(dian)(dian)運(yun)行。有序推(tui)廣車(che)用(yong)(yong)綠色清潔(jie)液體燃料試(shi)(shi)點(dian)(dian)應用(yong)(yong)。支持(chi)有條件的地區(qu)開展(zhan)生(sheng)(sheng)物柴油、生(sheng)(sheng)物航煤、生(sheng)(sheng)物天然氣(qi)、綠色氫氨醇等在船(chuan)舶(bo)(bo)、航空領域的試(shi)(shi)點(dian)(dian)運(yun)行。
(七)深化建(jian)(jian)(jian)(jian)(jian)筑(zhu)可再(zai)生(sheng)能(neng)源(yuan)集成(cheng)應用(yong)(yong)(yong)。把優先(xian)利(li)用(yong)(yong)(yong)可再(zai)生(sheng)能(neng)源(yuan)納入城鎮的(de)(de)規劃、建(jian)(jian)(jian)(jian)(jian)設、更新(xin)和(he)改造。推動(dong)(dong)(dong)城鎮新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)全(quan)面執(zhi)行綠色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)標準,不(bu)斷提高可再(zai)生(sheng)能(neng)源(yuan)電(dian)(dian)(dian)(dian)力、熱(re)力和(he)燃氣(qi)的(de)(de)替代要求。推廣(guang)超低能(neng)耗、近零能(neng)耗建(jian)(jian)(jian)(jian)(jian)筑(zhu),發展近零碳建(jian)(jian)(jian)(jian)(jian)筑(zhu),推動(dong)(dong)(dong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)柔性用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)技術應用(yong)(yong)(yong)。推動(dong)(dong)(dong)既有(you)建(jian)(jian)(jian)(jian)(jian)筑(zhu)屋頂(ding)加(jia)裝(zhuang)光(guang)伏系統,推動(dong)(dong)(dong)有(you)條件的(de)(de)新(xin)建(jian)(jian)(jian)(jian)(jian)廠(chang)房、新(xin)建(jian)(jian)(jian)(jian)(jian)公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)應裝(zhuang)盡裝(zhuang)光(guang)伏系統。推動(dong)(dong)(dong)新(xin)建(jian)(jian)(jian)(jian)(jian)公共建(jian)(jian)(jian)(jian)(jian)筑(zhu)全(quan)面電(dian)(dian)(dian)(dian)氣(qi)化,推廣(guang)電(dian)(dian)(dian)(dian)熱(re)泵熱(re)水器、高效(xiao)電(dian)(dian)(dian)(dian)磁爐(lu)(lu)灶等替代燃煤燃氣(qi)產品,推動(dong)(dong)(dong)高效(xiao)直流電(dian)(dian)(dian)(dian)器與(yu)設備應用(yong)(yong)(yong)。在太(tai)陽能(neng)資源(yuan)較豐富地(di)(di)區(qu)及(ji)有(you)穩定熱(re)水需求的(de)(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)中積極推廣(guang)太(tai)陽能(neng)熱(re)應用(yong)(yong)(yong)。因地(di)(di)制宜(yi)推進(jin)地(di)(di)熱(re)能(neng)、空氣(qi)源(yuan)熱(re)泵和(he)集中式生(sheng)物質能(neng)等供熱(re)制冷應用(yong)(yong)(yong),偏遠(yuan)地(di)(di)區(qu)可按照(zhao)就地(di)(di)取材原則利(li)用(yong)(yong)(yong)戶用(yong)(yong)(yong)生(sheng)物質成(cheng)型燃料爐(lu)(lu)具供暖。
(八)全面支持農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)用能清潔化(hua)現代化(hua)。在具備條(tiao)(tiao)件(jian)的農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)地區積極發(fa)(fa)(fa)展(zhan)分(fen)散(san)式風(feng)電(dian)和(he)分(fen)布(bu)式光伏發(fa)(fa)(fa)電(dian)。推(tui)進農(nong)(nong)(nong)林廢(fei)棄物、禽畜糞污(wu)等與農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)有(you)機垃圾(ji)等協同處理(li),合理(li)布(bu)局生(sheng)物質發(fa)(fa)(fa)電(dian)、集中式生(sheng)物質清潔供暖和(he)生(sheng)物天然(ran)氣項目。加快農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)能源(yuan)基礎設(she)(she)(she)施改(gai)造升級(ji),探索推(tui)進微能網(微電(dian)網)建(jian)(jian)(jian)設(she)(she)(she)。推(tui)進有(you)條(tiao)(tiao)件(jian)地區生(sheng)物天然(ran)氣進入管(guan)網,因地制(zhi)宜推(tui)進鄉(xiang)鎮集中供熱(re),優先(xian)利用地熱(re)能、太陽能等供暖,逐步(bu)減少直至禁止煤炭散(san)燒。推(tui)動農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)生(sheng)產生(sheng)活電(dian)氣化(hua)改(gai)造升級(ji),建(jian)(jian)(jian)設(she)(she)(she)鄉(xiang)村(cun)(cun)(cun)(cun)能源(yuan)站,提高農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)能源(yuan)公共服務能力(li)。結合數字(zi)鄉(xiang)村(cun)(cun)(cun)(cun)建(jian)(jian)(jian)設(she)(she)(she)提升鄉(xiang)村(cun)(cun)(cun)(cun)智(zhi)慧用能水(shui)平,將鄉(xiang)村(cun)(cun)(cun)(cun)能源(yuan)設(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)納入鄉(xiang)村(cun)(cun)(cun)(cun)建(jian)(jian)(jian)設(she)(she)(she)項目庫,高質量建(jian)(jian)(jian)設(she)(she)(she)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)能源(yuan)革命試(shi)點。
(九(jiu))統(tong)籌新(xin)(xin)基(ji)建和可(ke)(ke)再(zai)生(sheng)能(neng)(neng)源開(kai)發利用(yong)。加(jia)(jia)強充(chong)電(dian)(dian)(dian)基(ji)礎設(she)(she)施、加(jia)(jia)氣站、加(jia)(jia)氫站建設(she)(she),完(wan)善城鄉充(chong)電(dian)(dian)(dian)網(wang)(wang)絡體(ti)系。優(you)化新(xin)(xin)型基(ji)礎設(she)(she)施空間布局,推(tui)動5G基(ji)站、數(shu)據中(zhong)(zhong)(zhong)心(xin)、超算中(zhong)(zhong)(zhong)心(xin)等(deng)(deng)與光伏、熱(re)泵、儲(chu)(chu)能(neng)(neng)等(deng)(deng)融合發展。推(tui)動人工智能(neng)(neng)、物聯網(wang)(wang)、區(qu)塊鏈等(deng)(deng)與可(ke)(ke)再(zai)生(sheng)能(neng)(neng)源深度(du)融合發展。支持新(xin)(xin)型基(ji)礎設(she)(she)施發展綠(lv)電(dian)(dian)(dian)直供、源網(wang)(wang)荷儲(chu)(chu)一(yi)體(ti)化項目(mu),開(kai)展綠(lv)證綠(lv)電(dian)(dian)(dian)交易和“綠(lv)電(dian)(dian)(dian)園區(qu)”建設(she)(she),提高“東數(shu)西算”等(deng)(deng)戰略(lve)工程中(zhong)(zhong)(zhong)的新(xin)(xin)能(neng)(neng)源電(dian)(dian)(dian)力消費(fei)占比。支持國家樞紐(niu)節點(dian)中(zhong)(zhong)(zhong)具有(you)冷水資源的地區(qu)建設(she)(she)大數(shu)據中(zhong)(zhong)(zhong)心(xin)。有(you)序開(kai)展老舊(jiu)基(ji)站、“老舊(jiu)小散”數(shu)據中(zhong)(zhong)(zhong)心(xin)綠(lv)色技(ji)術改(gai)造(zao)。推(tui)動新(xin)(xin)建數(shu)據中(zhong)(zhong)(zhong)心(xin)逐年穩步(bu)提升(sheng)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)源使(shi)用(yong)比例。
四、積極推動可再生能源替代創新試點
(十)加快試(shi)(shi)點應(ying)用。開(kai)展(zhan)深遠海(hai)漂浮式(shi)海(hai)上風電、年產千萬(wan)立(li)方米級(ji)(ji)生(sheng)(sheng)(sheng)物(wu)天然氣工(gong)(gong)程等(deng)(deng)試(shi)(shi)點應(ying)用,推(tui)動(dong)光熱與風電光伏(fu)深度(du)聯(lian)合運行。在(zai)工(gong)(gong)廠和(he)園(yuan)區開(kai)展(zhan)綠(lv)色直供電試(shi)(shi)點,推(tui)進(jin)構網(wang)型(xing)、孤(gu)網(wang)運行、自備(bei)性質的(de)可(ke)(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)綜合利用工(gong)(gong)程試(shi)(shi)點。結合資源(yuan)條件因地制宜推(tui)進(jin)大型(xing)燃煤發(fa)電鍋爐摻(chan)燒(shao)農(nong)林廢棄(qi)物(wu)等(deng)(deng)耦合生(sheng)(sheng)(sheng)物(wu)質燃燒(shao)技術改(gai)造。鼓勵引導可(ke)(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)設備(bei)更新升級(ji)(ji)和(he)廢舊設備(bei)設施循環利用。在(zai)鋼鐵、有色金(jin)屬、石化化工(gong)(gong)和(he)建材等(deng)(deng)領(ling)域(yu)推(tui)廣低碳零(ling)碳生(sheng)(sheng)(sheng)產工(gong)(gong)藝和(he)工(gong)(gong)業(ye)流程再造技術應(ying)用。開(kai)展(zhan)氫冶金(jin)和(he)氫基(ji)(ji)化工(gong)(gong)技術推(tui)廣應(ying)用。推(tui)動(dong)光儲端信(xin)產業(ye)融合創新,探索開(kai)展(zhan)光儲充放一(yi)體化試(shi)(shi)點。支持園(yuan)區、企業(ye)、大型(xing)公共建筑等(deng)(deng)開(kai)展(zhan)發(fa)供用高比例新能(neng)(neng)源(yuan)試(shi)(shi)點,大幅提升新能(neng)(neng)源(yuan)電力消(xiao)費(fei)占比。在(zai)具備(bei)基(ji)(ji)礎(chu)的(de)國家和(he)省級(ji)(ji)經(jing)濟開(kai)發(fa)區,以(yi)市場化方式(shi)打造新增能(neng)(neng)源(yuan)消(xiao)費(fei)100%由(you)可(ke)(ke)再生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)供給的(de)綠(lv)色能(neng)(neng)源(yuan)試(shi)(shi)點園(yuan)區。
(十一(yi))推(tui)(tui)動業態融(rong)合(he)創新。推(tui)(tui)動工業、交(jiao)通(tong)、建筑、農業、林業等(deng)與可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)跨行業融(rong)合(he),推(tui)(tui)進光伏治沙、光伏廊道和海洋牧場等(deng)深層次立(li)體(ti)化發展(zhan)(zhan),形(xing)成(cheng)深度融(rong)合(he)、持續替(ti)代(dai)的創新替(ti)代(dai)發展(zhan)(zhan)局面。支(zhi)持數字能(neng)(neng)(neng)源(yuan)(yuan)、虛(xu)擬電廠(chang)、農村能(neng)(neng)(neng)源(yuan)(yuan)合(he)作社等(deng)新型經營主(zhu)體(ti)發展(zhan)(zhan)壯大(da),培育適應能(neng)(neng)(neng)源(yuan)(yuan)清潔、高效、安全替(ti)代(dai)的新業態。鼓(gu)勵能(neng)(neng)(neng)夠促進可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)多(duo)(duo)品種、多(duo)(duo)領域、多(duo)(duo)形(xing)態替(ti)代(dai)的商(shang)業模式(shi)創新,大(da)力發展(zhan)(zhan)能(neng)(neng)(neng)夠支(zhi)持供(gong)需高效協同的綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)服務,加快(kuai)車網互動、電碳(tan)資產管理等(deng)新商(shang)業模式(shi)落地。
五、強化可再生能(neng)源替代保障措(cuo)施
(十二)健全(quan)(quan)法(fa)律法(fa)規(gui)標準。建立(li)健全(quan)(quan)支(zhi)持可(ke)再(zai)(zai)生(sheng)能源優先(xian)利用的(de)法(fa)律法(fa)規(gui),結合能源法(fa)、可(ke)再(zai)(zai)生(sheng)能源法(fa)、電(dian)力法(fa)、節約(yue)能源法(fa)等制修(xiu)訂,明確各類(lei)主體在可(ke)再(zai)(zai)生(sheng)能源開發利用中的(de)相關權利義(yi)務和(he)法(fa)律責任。加快完善可(ke)再(zai)(zai)生(sheng)能源領(ling)域(yu)相關標準體系。結合重點(dian)領(ling)域(yu)標準制修(xiu)訂,將可(ke)再(zai)(zai)生(sheng)能源替代利用納入(ru)各領(ling)域(yu)綠(lv)色低碳發展標準規(gui)范體系。強(qiang)化標準和(he)規(gui)范實(shi)施(shi)(shi),推進實(shi)施(shi)(shi)效果(guo)評價。
(十三)完善綠(lv)(lv)(lv)色(se)(se)(se)(se)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)費機制。全(quan)面落實非化石能(neng)(neng)源(yuan)(yuan)不納(na)入(ru)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)耗總量(liang)和強(qiang)度(du)控(kong)制要(yao)求,使用綠(lv)(lv)(lv)證作為可再(zai)生能(neng)(neng)源(yuan)(yuan)電力(li)(li)(li)消(xiao)(xiao)費核(he)算(suan)的(de)基礎(chu)憑證,加強(qiang)綠(lv)(lv)(lv)證與節能(neng)(neng)降碳政(zheng)策的(de)有(you)效銜接。完善可再(zai)生能(neng)(neng)源(yuan)(yuan)電力(li)(li)(li)消(xiao)(xiao)納(na)責(ze)任(ren)權重(zhong)機制,將消(xiao)(xiao)納(na)責(ze)任(ren)落實到重(zhong)點用能(neng)(neng)單(dan)位,加強(qiang)高(gao)耗能(neng)(neng)企業使用綠(lv)(lv)(lv)色(se)(se)(se)(se)電力(li)(li)(li)的(de)剛性(xing)約束。加快建立基于綠(lv)(lv)(lv)證的(de)綠(lv)(lv)(lv)色(se)(se)(se)(se)電力(li)(li)(li)消(xiao)(xiao)費認證機制。推進綠(lv)(lv)(lv)證綠(lv)(lv)(lv)電與全(quan)國碳市場銜接。將綠(lv)(lv)(lv)色(se)(se)(se)(se)電力(li)(li)(li)消(xiao)(xiao)費要(yao)求納(na)入(ru)綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)品評價(jia)標準,拓展(zhan)綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)品認證目錄,研究(jiu)制定政(zheng)府采(cai)購支持綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)品相(xiang)關政(zheng)策,推動主要(yao)采(cai)用綠(lv)(lv)(lv)色(se)(se)(se)(se)電力(li)(li)(li)生產(chan)的(de)產(chan)品享受綠(lv)(lv)(lv)色(se)(se)(se)(se)金融等政(zheng)策。
(十四)落實科技財(cai)政金(jin)融(rong)支持政策(ce)(ce)。利用好首臺(套)重大技術(shu)裝(zhuang)備推廣應(ying)用有(you)關政策(ce)(ce)和國家重點研發計劃重點專項,支持可再(zai)生能(neng)源替(ti)代(dai)關鍵技術(shu)研發和試點應(ying)用。建(jian)立(li)健全綠(lv)色(se)金(jin)融(rong)機(ji)制,支持各領域各類主體投資(zi)可再(zai)生能(neng)源替(ti)代(dai)利用及基礎設施建(jian)設和升級。鼓勵開展信貸產品和服(fu)務(wu)創新,按(an)照市場化法(fa)治(zhi)化原(yuan)則提供長期(qi)穩定融(rong)資(zi)支持。
(十五)健(jian)全市場(chang)(chang)(chang)(chang)機制(zhi)和價格(ge)機制(zhi)。深化新能源(yuan)(yuan)上網電(dian)價市場(chang)(chang)(chang)(chang)化改革,建立(li)和完善適應可(ke)再(zai)生(sheng)(sheng)能源(yuan)(yuan)特(te)性的電(dian)力(li)(li)中(zhong)長(chang)期、現貨和輔(fu)(fu)助(zhu)服務(wu)(wu)市場(chang)(chang)(chang)(chang)交易機制(zhi),支持可(ke)再(zai)生(sheng)(sheng)能源(yuan)(yuan)發(fa)電(dian)項目與(yu)(yu)各類用戶開展直(zhi)接交易及與(yu)(yu)用戶簽訂多年購售電(dian)協(xie)議。推(tui)動具備提供(gong)輔(fu)(fu)助(zhu)服務(wu)(wu)能力(li)(li)的可(ke)再(zai)生(sheng)(sheng)能源(yuan)(yuan)發(fa)電(dian)或綜(zong)合利用系統公(gong)平參與(yu)(yu)輔(fu)(fu)助(zhu)服務(wu)(wu)市場(chang)(chang)(chang)(chang)。建立(li)健(jian)全可(ke)再(zai)生(sheng)(sheng)能源(yuan)(yuan)供(gong)熱、生(sheng)(sheng)物天然(ran)氣(qi)、清潔低碳氫的市場(chang)(chang)(chang)(chang)機制(zhi)。建立(li)健(jian)全儲能價格(ge)機制(zhi)。對實行兩(liang)部制(zhi)電(dian)價集中(zhong)式充換電(dian)設施用電(dian)在(zai)規定期限(xian)內免收(shou)需(xu)量(容量)電(dian)費。穩妥有序推(tui)動分布式新能源(yuan)(yuan)發(fa)電(dian)參與(yu)(yu)市場(chang)(chang)(chang)(chang)化交易,促進分布式新能源(yuan)(yuan)就近消納(na)。加強(qiang)新能源(yuan)(yuan)在(zai)公(gong)平接入電(dian)網、參與(yu)(yu)電(dian)力(li)(li)市場(chang)(chang)(chang)(chang)及消納(na)利用等方(fang)面(mian)的監管。
(十六)深(shen)化推(tui)(tui)進國際(ji)合(he)作(zuo)(zuo)。加強與共建(jian)(jian)“一(yi)帶一(yi)路(lu)”國家(jia)的綠(lv)(lv)色(se)能源(yuan)(yuan)合(he)作(zuo)(zuo),深(shen)化綠(lv)(lv)色(se)能源(yuan)(yuan)務(wu)實(shi)合(he)作(zuo)(zuo),推(tui)(tui)動建(jian)(jian)成一(yi)批綠(lv)(lv)色(se)能源(yuan)(yuan)最佳(jia)實(shi)踐項(xiang)目。建(jian)(jian)立清潔能源(yuan)(yuan)國際(ji)合(he)作(zuo)(zuo)統計分析平(ping)臺,推(tui)(tui)動工業、交(jiao)通(tong)、建(jian)(jian)筑、農業農村等重點領(ling)域可再生能源(yuan)(yuan)應用先進技(ji)術(shu)裝備研(yan)發的國際(ji)合(he)作(zuo)(zuo)。支持與國際(ji)機(ji)構開展綠(lv)(lv)證(zheng)綠(lv)(lv)電(dian)交(jiao)流,推(tui)(tui)動綠(lv)(lv)證(zheng)走出去。推(tui)(tui)進“一(yi)帶一(yi)路(lu)”科技(ji)創新行動計劃,開展聯(lian)合(he)研(yan)究及交(jiao)流培(pei)訓。
(十(shi)七(qi))加強宣傳引導。動員全(quan)民(min)(min)參與(yu)可再生(sheng)能源替代行(xing)動,組織開展(zhan)城市(shi)、鄉村、社區、園區可再生(sheng)能源應(ying)用培(pei)訓和試點(dian)活動,大力支(zhi)持可再生(sheng)能源產品的(de)銷售和使用,促進居民(min)(min)踐行(xing)和推廣綠色生(sheng)活方式。
各級發展改革、能源、工業和信息化、交通運輸、住房和城鄉建設、農業農村、科技、財政、自然資源、生態環境、金融、數據、鐵路、民用航空等部門按照職能分工加強協同配合,加強統籌協調和督促指導,推進本意見組織實施。各地區要充分認識可再生能源替代行動的重要性、緊迫性,結合本地區經濟社會發展實際,以及新型電力系統建設工作,切實加快推進可再生能源替代。(國家發展改革委網站)
