11月20日,山西晉(jin)(jin)城市人民政府印(yin)發晉(jin)(jin)城市電動汽車充(換)電基礎設施空間布局規劃(2024-2026年(nian))的通知。


文(wen)件(jian)提出,鼓勵建設一(yi)體(ti)站。鼓勵具(ju)備條件的專職(zhi)公共(gong)(gong)充電站、大型公共(gong)(gong)停(ting)車(che)場建(jian)設(she)光儲充換(huan)一(yi)體(ti)站。規劃利用現(xian)有及新建(jian)車(che)棚頂(ding)面(mian),建(jian)設(she)分布(bu)式(shi)光伏,通過模(mo)塊化儲能(neng)裝置,形成(cheng)光儲充換(huan)一(yi)體(ti)化系(xi)統,接(jie)入(ru)站內專變,提高清(qing)潔能(neng)源的開發消納水平,降(jiang)低充(換(huan))電站對電網(wang)的沖擊和用電成(cheng)本。

晉城(cheng)市(shi)電(dian)動汽車充(換(huan))電(dian)基礎設施空間(jian)布局規劃(hua)(2024-2026年)

一、規劃(hua)總(zong)則(ze)

(一(yi))規(gui)劃背景(jing)

貫徹落實《國務院辦(ban)(ban)公廳關(guan)于進一(yi)步(bu)構(gou)建高(gao)質(zhi)量充(chong)(chong)電(dian)(dian)(dian)基(ji)礎設(she)(she)(she)施(shi)(shi)體(ti)系的指導意見(jian)》(國辦(ban)(ban)發〔2023〕19號)、《山(shan)(shan)西(xi)省(sheng)人民政府辦(ban)(ban)公廳關(guan)于印發山(shan)(shan)西(xi)省(sheng)電(dian)(dian)(dian)動汽車(che)充(chong)(chong)(換(huan))電(dian)(dian)(dian)基(ji)礎設(she)(she)(she)施(shi)(shi)建設(she)(she)(she)“十四五”規劃(hua)和三年行動計劃(hua)的通知》(晉政辦(ban)(ban)發〔2023〕38號)文(wen)件精神,適應晉城市電(dian)(dian)(dian)動汽車(che)快速(su)發展需求(qiu),著力構(gou)建高(gao)質(zhi)量充(chong)(chong)電(dian)(dian)(dian)基(ji)礎設(she)(she)(she)施(shi)(shi)體(ti)系,編制本(ben)規劃(hua)。

(二)指導思想

堅持以習近平新時代(dai)中國特色(se)社會主義思想為(wei)指導,全面貫(guan)徹(che)落實黨(dang)的(de)二十大精神,堅定(ding)不移貫(guan)徹(che)創新、協調、綠色(se)、開放、共享的(de)新發展(zhan)理念,認真落實國家、省加快電(dian)(dian)(dian)(dian)動(dong)汽車推(tui)廣應(ying)用和(he)充(換(huan))電(dian)(dian)(dian)(dian)基礎設施發展(zhan)的(de)相關(guan)文件(jian)精神,以促(cu)進電(dian)(dian)(dian)(dian)動(dong)汽車推(tui)廣應(ying)用為(wei)出發點,以提升電(dian)(dian)(dian)(dian)動(dong)汽車充(換(huan))電(dian)(dian)(dian)(dian)保(bao)障能力為(wei)目標,實現充(換(huan))電(dian)(dian)(dian)(dian)網絡更加完善、區域分布更加均衡、充(換(huan))電(dian)(dian)(dian)(dian)服(fu)務(wu)更加便捷,推(tui)動(dong)晉(jin)城市(shi)電(dian)(dian)(dian)(dian)動(dong)汽車充(換(huan))電(dian)(dian)(dian)(dian)行業高質量發展(zhan)。

本次規劃(hua)期限(xian)為2024-2026年。

(四)規劃范圍

本次規(gui)劃統籌(chou)研究范圍(wei)為晉城市行(xing)政轄(xia)區,總面積約9424.9平(ping)方(fang)公里。

本次規劃建(jian)設布局范圍為晉城市(shi)中心(xin)城區,與晉城市(shi)國土(tu)空間總體規劃確定的中心(xin)城區范圍一(yi)致,包(bao)括城區全域和(he)澤州縣金村鎮(zhen)(zhen)、南村鎮(zhen)(zhen)、大(da)箕鎮(zhen)(zhen)、高都鎮(zhen)(zhen)、巴公鎮(zhen)(zhen)部分空間,面積約375平方公里。

(五)規劃對象

1.電動汽車(che)

電(dian)(dian)(dian)動(dong)(dong)(dong)汽車(che)(che)(che),包(bao)括純電(dian)(dian)(dian)動(dong)(dong)(dong)汽車(che)(che)(che)、插電(dian)(dian)(dian)式混動(dong)(dong)(dong)汽車(che)(che)(che)(含增程式電(dian)(dian)(dian)動(dong)(dong)(dong)汽車(che)(che)(che))。根據使(shi)用功能可分為(wei)電(dian)(dian)(dian)動(dong)(dong)(dong)私(si)家(jia)車(che)(che)(che)、電(dian)(dian)(dian)動(dong)(dong)(dong)出租車(che)(che)(che)、電(dian)(dian)(dian)動(dong)(dong)(dong)公交車(che)(che)(che)、電(dian)(dian)(dian)動(dong)(dong)(dong)市政車(che)(che)(che)、電(dian)(dian)(dian)動(dong)(dong)(dong)重(zhong)型商用車(che)(che)(che)等。

2.充(chong)(換)電基礎(chu)設施

為電(dian)(dian)動汽車提供(gong)充(chong)(換)電(dian)(dian)服務的設(she)施。根據(ju)設(she)備特點,可分為慢充(chong)樁(zhuang)、快充(chong)樁(zhuang)和換電(dian)(dian)設(she)施三種。根據(ju)服務對象,可分為公(gong)共充(chong)電(dian)(dian)設(she)施、專用充(chong)(換)電(dian)(dian)設(she)施、自用充(chong)電(dian)(dian)設(she)施三種。

二、現狀分析

(一(yi))全市域現狀分析

1.全(quan)市域電動汽車發展現狀

截至2023年底,全市域共有(you)電(dian)動(dong)汽(qi)車30546輛,電(dian)動(dong)汽(qi)車占(zhan)比達(da)到5.1%,新(xin)增汽(qi)車電(dian)動(dong)滲(shen)透率達(da)到34.16%,且呈不斷增長趨勢。

2.全市域充(換(huan))電基礎設(she)施發(fa)展現狀

截至2023年底,全(quan)市域共有(you)充(chong)電站(zhan)點(dian)713個(ge)(ge),充(chong)電樁(zhuang)4850個(ge)(ge)。其中,公共充(chong)電站(zhan)點(dian)422個(ge)(ge),公共充(chong)電樁(zhuang)2560個(ge)(ge);專用充(chong)電站(zhan)點(dian)291個(ge)(ge),專用充(chong)電樁(zhuang)2290個(ge)(ge)。

(二)中(zhong)心(xin)城區現狀分析

1.中(zhong)心城區電動汽車發展現狀

截至2023年底,中心城區共有電(dian)動(dong)汽(qi)車約(yue)(yue)17615輛,包括電(dian)動(dong)私家車15432輛、電(dian)動(dong)公交車873輛、電(dian)動(dong)巡(xun)游出租車906輛、電(dian)動(dong)網約(yue)(yue)出租車231輛和電(dian)動(dong)市政車173輛。

2.中心(xin)城區(qu)充(chong)(換)電基礎(chu)設施發展現狀

截至2023年底,晉城市(shi)中(zhong)(zhong)心城區現(xian)有(you)公共(gong)充電站(zhan)和(he)專(zhuan)用(yong)(yong)充電站(zhan)共(gong)381個(ge)(ge)(ge)(ge),總(zong)(zong)樁(zhuang)(zhuang)數(shu)2812個(ge)(ge)(ge)(ge),樁(zhuang)(zhuang)車比1:6.3。其中(zhong)(zhong),公共(gong)充電站(zhan)68個(ge)(ge)(ge)(ge),總(zong)(zong)樁(zhuang)(zhuang)數(shu)904個(ge)(ge)(ge)(ge);專(zhuan)用(yong)(yong)充電站(zhan)302個(ge)(ge)(ge)(ge),總(zong)(zong)樁(zhuang)(zhuang)數(shu)1626個(ge)(ge)(ge)(ge);特(te)種(zhong)專(zhuan)用(yong)(yong)充電站(zhan)11個(ge)(ge)(ge)(ge),總(zong)(zong)樁(zhuang)(zhuang)數(shu)282個(ge)(ge)(ge)(ge)。

三、需求(qiu)分析

(一)全市(shi)域充(換)電基礎設施需(xu)求預測

截至2023年(nian)(nian)底(di),晉城(cheng)全(quan)市(shi)(shi)域汽(qi)(qi)(qi)車(che)(che)保有(you)量60.38萬(wan)輛,電(dian)(dian)動(dong)汽(qi)(qi)(qi)車(che)(che)保有(you)量3.05萬(wan)輛。汽(qi)(qi)(qi)車(che)(che)年(nian)(nian)增(zeng)量穩定在3.3萬(wan)輛,新(xin)(xin)增(zeng)汽(qi)(qi)(qi)車(che)(che)電(dian)(dian)動(dong)滲(shen)(shen)透(tou)率(lv)數(shu)(shu)值與全(quan)國(guo)(guo)數(shu)(shu)值接近,根據中國(guo)(guo)乘用車(che)(che)市(shi)(shi)場信息聯席會預(yu)測(ce),2024年(nian)(nian)新(xin)(xin)增(zeng)汽(qi)(qi)(qi)車(che)(che)電(dian)(dian)動(dong)滲(shen)(shen)透(tou)率(lv)40%,2025年(nian)(nian)新(xin)(xin)增(zeng)汽(qi)(qi)(qi)車(che)(che)電(dian)(dian)動(dong)滲(shen)(shen)透(tou)率(lv)50%,2026年(nian)(nian)新(xin)(xin)增(zeng)汽(qi)(qi)(qi)車(che)(che)電(dian)(dian)動(dong)滲(shen)(shen)透(tou)率(lv)60%。預(yu)測(ce)到(dao)2026年(nian)(nian)底(di),晉城(cheng)市(shi)(shi)全(quan)市(shi)(shi)域汽(qi)(qi)(qi)車(che)(che)保有(you)量將(jiang)達到(dao)70.28萬(wan)輛,電(dian)(dian)動(dong)汽(qi)(qi)(qi)車(che)(che)保有(you)量將(jiang)達到(dao)8萬(wan)輛。

到2026年底,晉(jin)城(cheng)全(quan)市(shi)域城(cheng)鄉(xiang)地(di)區公共+專(zhuan)用充電樁樁車比穩定(ding)在1:6,全(quan)市(shi)域城(cheng)鄉(xiang)地(di)區至少建成1.33萬(wan)個公共+專(zhuan)用充電樁。

(二)中心城區充(換)電基礎設施需求預(yu)測

預(yu)測到2026年底,中心(xin)(xin)城區汽(qi)(qi)車(che)(che)保有(you)量(liang)包括城區汽(qi)(qi)車(che)(che)保有(you)量(liang)和(1/3)澤(ze)州縣汽(qi)(qi)車(che)(che)保有(you)量(liang),為28.12萬輛。按(an)照中心(xin)(xin)城區汽(qi)(qi)車(che)(che)保有(you)量(liang)占比(bi)進(jin)行推算,到2026年底,中心(xin)(xin)城區電動汽(qi)(qi)車(che)(che)保有(you)量(liang)約(yue)46160輛。

到2026年底,中(zhong)心城(cheng)區公(gong)共+專用充(chong)電樁(zhuang)樁(zhuang)車比穩定在1:6,需要布置7693個公(gong)共+專用充(chong)電樁(zhuang)。

四、目(mu)標與(yu)原則

(一)規劃目標

以市(shi)場為主體(ti),以政府為支撐,構建“適度超(chao)前、布局均衡、智能(neng)高效”的電(dian)動(dong)汽車充(chong)(換(huan))電(dian)基礎(chu)(chu)設施(shi)體(ti)系,實現(xian)市(shi)、縣、鄉村(cun)、公路(lu)和景區公共(gong)充(chong)(換(huan))電(dian)基礎(chu)(chu)設施(shi)全覆蓋。基本(ben)形(xing)成(cheng)“城市(shi)面(mian)狀(zhuang)(zhuang)、公路(lu)線狀(zhuang)(zhuang)、鄉村(cun)點狀(zhuang)(zhuang)”布局的充(chong)(換(huan))電(dian)網(wang)絡格局。公共(gong)+專用充(chong)電(dian)樁樁車比動(dong)態(tai)保持在1:6。

(二)規劃(hua)原則

1.統籌推進、布(bu)局均衡

科學布局充(換)電基礎(chu)設(she)施(shi),加(jia)強與(yu)國土空間規(gui)劃、電網規(gui)劃等相關規(gui)劃的統籌(chou)協調(diao)。圍繞城市、鄉(xiang)鎮(zhen)、農(nong)村、高速公(gong)路(lu)、國省干道和太(tai)行一號旅游(you)公(gong)路(lu)等,推動充(換)電基礎(chu)設(she)施(shi)建(jian)設(she)。

2.適度超(chao)前(qian)、突出重點

按照“樁站先行、適度超前(qian)”的(de)建設(she)要求,加快形成(cheng)以快充(chong)為主、慢充(chong)為輔的(de)各級公路和城鄉(xiang)公共(gong)充(chong)(換)電(dian)網絡。積極推(tui)廣智能有序慢充(chong)為主、應(ying)急快充(chong)為輔的(de)居民區充(chong)電(dian)服務模(mo)式。

3.智慧管(guan)理、綜合利用

以(yi)物聯網、大數據(ju)、云計算(suan)、區(qu)塊鏈(lian)和(he)人工智能為技術(shu)依托,實現互聯互通、信息(xi)共享。加強充(chong)(換)電(dian)設備與配電(dian)系(xi)統安(an)全(quan)監(jian)測預警等技術(shu)運用,提高(gao)充(chong)(換)電(dian)基礎(chu)設施安(an)全(quan)性、一致(zhi)性、可(ke)靠性,提升綜合服務保障(zhang)水平。

4.政府引導、市場運作

健全(quan)完善政策支持(chi)體(ti)系,引導優質社(she)會(hui)資本參與充(chong)(chong)(換)電(dian)基(ji)(ji)礎設(she)(she)(she)施體(ti)系建(jian)設(she)(she)(she)運(yun)(yun)營。扶持(chi)充(chong)(chong)(換)電(dian)基(ji)(ji)礎設(she)(she)(she)施生產運(yun)(yun)營企業,培育本地充(chong)(chong)(換)電(dian)產業快(kuai)速(su)發展。由市縣兩級通過(guo)公(gong)平競爭方式遴選(xuan)具備資金、技術、管(guan)理、運(yun)(yun)維(wei)等有實(shi)力的企業按照“統(tong)建(jian)統(tong)服”模式開展充(chong)(chong)電(dian)基(ji)(ji)礎設(she)(she)(she)施建(jian)設(she)(she)(she)。

五、全市域充(換)電基礎設施(shi)布局(ju)

(一)全市(shi)域城鄉地區公(gong)共+專用充電樁布局規劃

到2026年底,全(quan)市(shi)域城鄉地區至少(shao)建(jian)成1.33萬(wan)個公共+專(zhuan)用充電(dian)樁,其中現狀4850個,新增8491個。根據各縣(xian)(市(shi)、區)預測電(dian)動(dong)汽(qi)車數(shu)量(liang)比例,分配各縣(xian)(市(shi)、區)公共充電(dian)樁建(jian)設任務(wu)。(見附(fu)表1)

在縣城客運站(zhan)、商場(chang)、公(gong)園、醫(yi)院、文體(ti)場(chang)館等(deng)公(gong)共場(chang)所(suo)以及交(jiao)通樞紐等(deng)各類社會(hui)公(gong)共停(ting)車場(chang)布(bu)置(zhi)(zhi)公(gong)共充電(dian)(dian)(dian)樁(zhuang)。優(you)先(xian)在普通國省(sheng)干線公(gong)路(lu)、“四好(hao)農村(cun)路(lu)”鄰(lin)近(jin)鄉(xiang)(xiang)鎮(zhen)(zhen)(zhen)和(he)村(cun)布(bu)設(she)充(換(huan))電(dian)(dian)(dian)基礎(chu)設(she)施(shi)。重點在鄉(xiang)(xiang)鎮(zhen)(zhen)(zhen)辦(ban)公(gong)場(chang)所(suo)、公(gong)共停(ting)車場(chang)和(he)村(cun)群眾廣場(chang)、汽車站(zhan)等(deng)開(kai)展充(換(huan))電(dian)(dian)(dian)基礎(chu)設(she)施(shi)布(bu)點建設(she),并向易地搬遷(qian)集中(zhong)安置(zhi)(zhi)區、鄉(xiang)(xiang)村(cun)旅游重點村(cun)等(deng)延伸(shen),結合鄉(xiang)(xiang)村(cun)自駕游發展加快公(gong)路(lu)沿線、具備條件的(de)加油(you)站(zhan)等(deng)場(chang)所(suo)充電(dian)(dian)(dian)樁(zhuang)建設(she)。根(gen)據各鄉(xiang)(xiang)鎮(zhen)(zhen)(zhen)的(de)人口對充電(dian)(dian)(dian)樁(zhuang)數(shu)量進行(xing)規(gui)劃。(見附(fu)表2)

(二)全市(shi)域公路公共充電樁(zhuang)布(bu)局規(gui)劃(hua)

全(quan)市域公(gong)路公(gong)共充(chong)(chong)(chong)(chong)電(dian)(dian)站53個(ge)(ge),最大充(chong)(chong)(chong)(chong)電(dian)(dian)樁建(jian)設容量可達545個(ge)(ge)。其中,高(gao)速(su)公(gong)路充(chong)(chong)(chong)(chong)電(dian)(dian)站18個(ge)(ge),充(chong)(chong)(chong)(chong)電(dian)(dian)樁114個(ge)(ge);國省(sheng)干線充(chong)(chong)(chong)(chong)電(dian)(dian)站12個(ge)(ge),充(chong)(chong)(chong)(chong)電(dian)(dian)樁83個(ge)(ge);太行一號旅游公(gong)路充(chong)(chong)(chong)(chong)電(dian)(dian)站23個(ge)(ge),充(chong)(chong)(chong)(chong)電(dian)(dian)樁348個(ge)(ge)。近(jin)期建(jian)設應結合實際(ji)的車流量和充(chong)(chong)(chong)(chong)電(dian)(dian)需求,有序建(jian)設充(chong)(chong)(chong)(chong)電(dian)(dian)樁,避免過度超前,產生(sheng)浪費。

1.高速公路充電樁布(bu)局

在高(gao)速公路服務區(qu)需按(an)照小客車車位(wei)15%的比(bi)例建設充(chong)電樁(zhuang)(zhuang)。規劃高(gao)速公路充(chong)電站18個,最大(da)充(chong)電樁(zhuang)(zhuang)建設容量可達114個,其(qi)中(zhong)目前已建成(cheng)充(chong)電樁(zhuang)(zhuang)62個,三(san)年(nian)內最多可新(xin)(xin)增(zeng)充(chong)電樁(zhuang)(zhuang)52個。新(xin)(xin)增(zeng)充(chong)電樁(zhuang)(zhuang)應以快充(chong)樁(zhuang)(zhuang)為(wei)主(zhu)。(見附表3)

2.國省干線充電樁(zhuang)布局

依托4條(tiao)國省干線附屬的(de)12個(ge)道(dao)班、停車(che)區建設(she)充(chong)電樁(zhuang),按照小(xiao)客車(che)車(che)位10%的(de)比(bi)例建設(she)充(chong)電樁(zhuang)。最(zui)大充(chong)電樁(zhuang)建設(she)容量(liang)可達(da)83個(ge)。新增(zeng)充(chong)電樁(zhuang)應以快充(chong)樁(zhuang)為主。(見附表4)

3.太行一號旅游公(gong)路(lu)充電樁布局

依托太行一(yi)號旅(lv)游(you)公路附屬的(de)23個驛站建(jian)(jian)設充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang),按照小客車車位20%的(de)比例建(jian)(jian)設充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang)。最大充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang)建(jian)(jian)設容量可達348個,其中(zhong)目前已建(jian)(jian)成充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang)12個,三年(nian)內最多可新增充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang)336個。新增充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)(zhuang)(zhuang)應以快(kuai)慢樁(zhuang)(zhuang)(zhuang)結(jie)合為主(zhu)。(見附表(biao)5)

(三)全(quan)市域景區(qu)公共充(chong)電樁布(bu)局規劃

規劃(hua)A級景(jing)區(qu)充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)全覆蓋。4A級以(yi)上景(jing)區(qu)宜按照小(xiao)客(ke)車(che)車(che)位30%比例建(jian)(jian)設(she)充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang),其(qi)它A級景(jing)區(qu)宜按照小(xiao)客(ke)車(che)車(che)位15%比例建(jian)(jian)設(she)充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)。最(zui)大充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)建(jian)(jian)設(she)容量(liang)可(ke)達1456個(ge)(ge),其(qi)中目前已建(jian)(jian)成充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)29個(ge)(ge),三年(nian)內(nei)最(zui)多可(ke)新增充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)1427個(ge)(ge)。新增充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)應以(yi)快慢樁(zhuang)(zhuang)結(jie)合為主。近期建(jian)(jian)設(she)應結(jie)合實(shi)際的游客(ke)接(jie)待量(liang)和充(chong)(chong)(chong)電(dian)需求,有(you)序建(jian)(jian)設(she)充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang),避免過(guo)度超前,產生浪費。(見附表(biao)6)

(四(si))全市域重型車(che)輛充(換)電(dian)站布局規劃

重型車(che)輛充(chong)(chong)(換)電站主(zhu)(zhu)要服務物(wu)流車(che)輛、短倒車(che)輛、渣(zha)土車(che)輛、混凝(ning)土車(che)輛等。重型車(che)輛充(chong)(chong)(換)電站包括充(chong)(chong)電站、充(chong)(chong)換一(yi)體站。本次規(gui)劃主(zhu)(zhu)要以引(yin)導為主(zhu)(zhu),先(xian)期規(gui)則共設(she)置(zhi)80處(chu),后期依據實際需求進行(xing)建設(she)。

1.城市邊緣區域

城(cheng)市(shi)重型車輛(liang)充(換)電(dian)站(zhan)主要服務(wu)渣土(tu)車輛(liang)、混(hun)凝土(tu)車輛(liang)。規劃在晉城(cheng)市(shi)市(shi)域(yu)設置9座城(cheng)市(shi)充(換)電(dian)站(zhan),以(yi)快充樁為主,兼容換電(dian)功能。(見附表7)

2.工(gong)業園(yuan)區

工業園區重(zhong)(zhong)型車(che)(che)輛(liang)(liang)充(chong)(chong)(換(huan))電站(zhan)主要(yao)服(fu)務物流(liu)車(che)(che)輛(liang)(liang)、短倒車(che)(che)輛(liang)(liang)。規劃(hua)建設至少10個工業園區重(zhong)(zhong)型車(che)(che)輛(liang)(liang)充(chong)(chong)(換(huan))電站(zhan),主要(yao)以充(chong)(chong)電為(wei)主,兼容換(huan)電功(gong)能。(見附(fu)表8)

3.煤礦集聚區(qu)

煤(mei)(mei)(mei)礦(kuang)(kuang)集(ji)聚區(qu)重型(xing)(xing)車(che)輛(liang)(liang)充(換(huan))電站(zhan)(zhan)(zhan)主(zhu)要(yao)服務短(duan)倒車(che)輛(liang)(liang)。規劃建設(she)至少50座煤(mei)(mei)(mei)礦(kuang)(kuang)集(ji)聚區(qu)重型(xing)(xing)車(che)輛(liang)(liang)充(換(huan))電站(zhan)(zhan)(zhan)。煤(mei)(mei)(mei)礦(kuang)(kuang)集(ji)聚區(qu)重型(xing)(xing)車(che)輛(liang)(liang)充(換(huan))電站(zhan)(zhan)(zhan)可依托(tuo)大型(xing)(xing)煤(mei)(mei)(mei)礦(kuang)(kuang)企業,在企業內部或(huo)煤(mei)(mei)(mei)炭外(wai)運通道沿(yan)線建設(she)。有(you)煤(mei)(mei)(mei)礦(kuang)(kuang)的鄉鎮(zhen)集(ji)中區(qu)至少建設(she)1處重型(xing)(xing)車(che)輛(liang)(liang)充(換(huan))電站(zhan)(zhan)(zhan),主(zhu)要(yao)以快充樁為主(zhu),兼容換(huan)電功(gong)能。(見附表9)

4.物流(liu)集(ji)聚區

物流(liu)集聚區重(zhong)型車輛充(換)電(dian)站主(zhu)要服務物流(liu)車輛、短倒(dao)車輛。規劃建設(she)至少5個(ge)物流(liu)集聚區重(zhong)型車輛充(換)電(dian)站,主(zhu)要以快充樁為主(zhu),兼容(rong)換電(dian)功能。(見附表10)

5.大型獨立工業(ye)企業(ye)

大型企(qi)業(ye)重(zhong)型車(che)輛充(換(huan))電(dian)站主(zhu)要服務于獨(du)立(li)大型工業(ye)企(qi)業(ye)的短倒車(che)輛,規劃(hua)建設6個(ge)重(zhong)型車(che)輛充(換(huan))電(dian)站。(見附表(biao)11)

(一(yi))中心城區充(chong)(換)電體系規劃(hua)

中心城(cheng)區(qu)構建(jian)以住宅小區(qu)、辦公(gong)(gong)場所自(zi)(專(zhuan))用(yong)樁為(wei)基礎(chu),以公(gong)(gong)共停車位、獨立充電(dian)站(zhan)等公(gong)(gong)共充電(dian)樁為(wei)保(bao)障的城(cheng)市充(換)電(dian)基礎(chu)設施體系,確保(bao)公(gong)(gong)共充電(dian)站(zhan)點1公(gong)(gong)里服務半徑全覆(fu)蓋(gai)。

(二(er))中(zhong)心城區公(gong)共充電(dian)樁(zhuang)布局(ju)規劃

中心(xin)城區內的(de)公(gong)共充電樁(zhuang)建(jian)設依托對外開(kai)放的(de)停車資源,包括(kuo)公(gong)共停車場(chang)、大型公(gong)共場(chang)館(guan)配建(jian)停車場(chang)、商業綜合體(ti)配建(jian)停車場(chang)、路內停車位、交通樞紐配建(jian)停車場(chang)、改(gai)建(jian)增建(jian)加油加氣站。

1.總體布(bu)局

在中心城區(qu)內,對(dui)核(he)心區(qu)域(yu)進行站點(dian)密度(du)增加(jia),對(dui)邊緣地區(qu)補足充電(dian)服務(wu)缺口。規(gui)劃(hua)(hua)264處(chu)公(gong)共(gong)充電(dian)站點(dian),其中現狀(zhuang)公(gong)共(gong)充電(dian)站點(dian)68處(chu),新增公(gong)共(gong)充電(dian)站點(dian)196處(chu)。規(gui)劃(hua)(hua)樁(zhuang)數(shu)(shu)4663個(ge),其中現狀(zhuang)樁(zhuang)數(shu)(shu)904個(ge),新增樁(zhuang)數(shu)(shu)3759個(ge)。

公共充(chong)電(dian)站點(dian)應面(mian)向(xiang)全社(she)會車輛(liang)全時段提供充(chong)電(dian)服務,應分散均衡布(bu)局(ju),盡可能結合居民(min)生活場景布(bu)局(ju)公共充(chong)電(dian)點(dian)位(wei),打造(zao)“工作停車+充(chong)電(dian)”、“消費停車+充(chong)電(dian)”、“休憩停車+充(chong)電(dian)”等停車充(chong)電(dian)場景。

2.公共停車場充電(dian)樁布局

新建公共停車(che)場應按照不低于總車(che)位20%的比例配建充電樁,并納入(ru)土地(di)規劃條件和項目竣工驗收范圍(wei)。

現狀公共(gong)(gong)停車場(chang)宜(yi)按照(zhao)車位10%的比(bi)例建(jian)設充電樁。通過調研(yan)梳理,現狀及在建(jian)的公共(gong)(gong)停車場(chang)共(gong)(gong)有115處(chu),最大充電樁建(jian)設容(rong)量可(ke)達1238個(ge),其中目前已建(jian)成充電樁432個(ge),三(san)年內(nei)最多可(ke)新增充電樁806個(ge)。

現狀公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang)分為(wei)永久性(xing)(xing)公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang)和臨時性(xing)(xing)公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang)。臨時性(xing)(xing)公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang)內建(jian)(jian)設(she)充(chong)(chong)(chong)(chong)電樁(zhuang)(zhuang),需經過(guo)規劃(hua)和自(zi)然資源部門同意,在(zai)面臨城市(shi)規劃(hua)改造實(shi)施和土地(di)征收時,應(ying)無(wu)償(chang)拆除(chu)停(ting)車(che)場(chang)(chang)(chang)地(di)及附屬(shu)充(chong)(chong)(chong)(chong)電樁(zhuang)(zhuang)。充(chong)(chong)(chong)(chong)電站點建(jian)(jian)設(she)應(ying)優先(xian)選(xuan)擇永久性(xing)(xing)公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang),永久性(xing)(xing)公(gong)(gong)共(gong)停(ting)車(che)場(chang)(chang)(chang)內充(chong)(chong)(chong)(chong)電樁(zhuang)(zhuang)建(jian)(jian)設(she)應(ying)以快充(chong)(chong)(chong)(chong)樁(zhuang)(zhuang)為(wei)主(zhu);臨時性(xing)(xing)停(ting)車(che)場(chang)(chang)(chang)可(ke)結合(he)現狀和國(guo)土空(kong)間(jian)規劃(hua)進行判定,如確實(shi)沒有建(jian)(jian)設(she)改造可(ke)能性(xing)(xing)的場(chang)(chang)(chang)地(di),可(ke)適(shi)當建(jian)(jian)設(she)一(yi)定比例(li)的快充(chong)(chong)(chong)(chong)樁(zhuang)(zhuang);其余臨時性(xing)(xing)停(ting)車(che)場(chang)(chang)(chang)充(chong)(chong)(chong)(chong)電樁(zhuang)(zhuang)建(jian)(jian)設(she)應(ying)以慢(man)充(chong)(chong)(chong)(chong)樁(zhuang)(zhuang)為(wei)主(zhu),減少投資風險,避(bi)免浪費。(見附表(biao)12)

3.大型公共建筑充電樁(zhuang)布局(ju)

新建(jian)大型公共建(jian)筑應按照不(bu)低于總(zong)車位(wei)20%的比例(li)配建(jian)充電樁,并(bing)納(na)入土地規(gui)劃條件和項目竣工驗收范圍。

現狀大型(xing)公共建筑(zhu)宜按照配(pei)套(tao)停(ting)車位10%的比例建設(she)充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)。現狀及(ji)在建的大型(xing)公共建筑(zhu)中有18處停(ting)車規模(mo)較(jiao)大,適合建設(she)公共充(chong)(chong)電(dian)(dian)(dian)站點,最大充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)建設(she)容(rong)量可達630個(ge),其中目前(qian)已建成(cheng)充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)163個(ge),三年內(nei)最多可新增充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)467個(ge)。新增充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)以(yi)快慢樁(zhuang)結合的形式(shi)建設(she)。(見附表13)

4.商業(ye)綜(zong)合體充電(dian)樁布局(ju)

新(xin)建商業(ye)綜(zong)合體應按照(zhao)不低(di)于總車位20%的比例(li)配建充(chong)電樁,并納(na)入土地規劃條件(jian)和項目竣工驗收范圍。

現狀商(shang)業(ye)綜(zong)合(he)(he)體宜按照配套停(ting)車(che)位15%的(de)比例建(jian)(jian)設充(chong)電(dian)(dian)樁(zhuang)。通過調研(yan)梳理,現狀及在建(jian)(jian)的(de)商(shang)業(ye)綜(zong)合(he)(he)體中有24處停(ting)車(che)規(gui)模較大,適合(he)(he)建(jian)(jian)設公(gong)共充(chong)電(dian)(dian)站點,最(zui)大充(chong)電(dian)(dian)樁(zhuang)建(jian)(jian)設容量可(ke)達(da)1619個,其中目前已建(jian)(jian)成(cheng)充(chong)電(dian)(dian)樁(zhuang)67個,三年內最(zui)多可(ke)新增充(chong)電(dian)(dian)樁(zhuang)1552個。新增充(chong)電(dian)(dian)樁(zhuang)應以快慢樁(zhuang)結合(he)(he)的(de)形式建(jian)(jian)設。(見附(fu)表14)

5.路內停車(che)位充電樁布局

澤州路(lu)(lu)(lu)、鳳臺(tai)街(jie)(jie)、書院街(jie)(jie)、太(tai)岳(yue)街(jie)(jie)、文博路(lu)(lu)(lu)、景西路(lu)(lu)(lu)、迎賓街(jie)(jie)、文昌街(jie)(jie)等8條道路(lu)(lu)(lu)的路(lu)(lu)(lu)內停車位(wei),兩(liang)側(ce)空間較大,接(jie)電(dian)條件較好(hao),具備安裝充(chong)電(dian)樁的條件。共設置92個站(zhan)點,560個充(chong)電(dian)樁。

書(shu)院街(jie)、太岳(yue)街(jie)、文博路(lu)(lu)(lu)、景(jing)西路(lu)(lu)(lu)四(si)條(tiao)道路(lu)(lu)(lu)的充電(dian)樁(zhuang)設置在臨(lin)近路(lu)(lu)(lu)內(nei)車位的設施帶內(nei),迎賓街(jie)的充電(dian)樁(zhuang)設置在臨(lin)近路(lu)(lu)(lu)內(nei)車位的綠化隔離帶內(nei),澤州路(lu)(lu)(lu)、鳳臺(tai)街(jie)、文昌街(jie)的充電(dian)樁(zhuang)設置在人行(xing)道停車位上。(見附表15)

6.交通(tong)樞紐充電樁布局

中心城區內(nei)的(de)交通(tong)樞紐為(wei)晉城東站(zhan)和客(ke)運東站(zhan),宜按照其配套的(de)社會(hui)停車(che)位25%的(de)比(bi)例建(jian)(jian)設充(chong)(chong)電樁,以快充(chong)(chong)樁為(wei)主(zhu)。最(zui)大(da)充(chong)(chong)電樁建(jian)(jian)設容量可(ke)(ke)達118個,其中目前(qian)已建(jian)(jian)成(cheng)充(chong)(chong)電樁28個,三年內(nei)最(zui)多可(ke)(ke)新增充(chong)(chong)電樁90個。(見附表16)

7.專職公共(gong)充(chong)電站(zhan)建設指引

專職公共充電(dian)(dian)站(zhan)是不(bu)依(yi)托停車(che)場(chang)地,在獨立用地上(shang)建設(she)的專用公共充電(dian)(dian)站(zhan)。

專職公共(gong)充電站(zhan)(zhan)根據建設(she)特(te)點分為三種形式,分別是加氣站(zhan)(zhan)改建充電站(zhan)(zhan)、加油站(zhan)(zhan)升級綜合補(bu)能(neng)站(zhan)(zhan)、其(qi)他(ta)用地(di)建設(she)的獨立公共(gong)充電站(zhan)(zhan)。

加(jia)(jia)氣站改建(jian)充(chong)(chong)電(dian)站將成(cheng)為(wei)(wei)專(zhuan)職公(gong)共充(chong)(chong)電(dian)站的(de)(de)主(zhu)要組(zu)成(cheng)部分。晉城(cheng)市中心城(cheng)區現狀共有13處加(jia)(jia)氣站,主(zhu)要服務(wu)公(gong)交車(che)、出租車(che)、網約車(che)。至2026年中心城(cheng)區的(de)(de)加(jia)(jia)氣站需加(jia)(jia)裝變電(dian)設(she)備和(he)充(chong)(chong)電(dian)樁(zhuang)(zhuang)(zhuang),成(cheng)為(wei)(wei)專(zhuan)職公(gong)共充(chong)(chong)電(dian)站。13處加(jia)(jia)氣站改造后,最(zui)大(da)充(chong)(chong)電(dian)樁(zhuang)(zhuang)(zhuang)建(jian)設(she)容(rong)量可達498個,其中目前已建(jian)成(cheng)充(chong)(chong)電(dian)樁(zhuang)(zhuang)(zhuang)86個,三年內最(zui)多可新增充(chong)(chong)電(dian)樁(zhuang)(zhuang)(zhuang)412個。新增充(chong)(chong)電(dian)樁(zhuang)(zhuang)(zhuang)以(yi)快充(chong)(chong)樁(zhuang)(zhuang)(zhuang)為(wei)(wei)主(zhu)。(見附表17)

中心城區的現狀(zhuang)及新建(jian)(jian)加(jia)油站宜按(an)照綜合補能站標準改造(zao)和建(jian)(jian)設(she),鼓勵(li)其(qi)在滿足自身建(jian)(jian)設(she)條件(jian)下,配套(tao)安(an)裝一定數量的充電(dian)樁(zhuang)。

鼓(gu)勵其他商(shang)業(ye)用地(di)、物流倉(cang)儲用地(di)、交通(tong)場(chang)站用地(di)等獨立建(jian)設(she)或配套建(jian)設(she)專職公(gong)共充電站。

(三(san))中心城區普(pu)通專用充電(dian)樁布(bu)局規劃

晉城(cheng)(cheng)市中心城(cheng)(cheng)區(qu)內(nei)(nei)(nei)的普通專用充電(dian)樁建設(she)主(zhu)要依托單(dan)(dan)位、園區(qu)、小(xiao)區(qu)的內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang),包(bao)括機(ji)關(guan)事業單(dan)(dan)位內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang)、商務寫字樓(lou)內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang)、企業園區(qu)內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang)、酒店內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang)、小(xiao)區(qu)內(nei)(nei)(nei)部(bu)停車(che)(che)場(chang)的非私人(ren)車(che)(che)位。

1.總體(ti)布(bu)局

普通專(zhuan)用充電樁(zhuang)(zhuang)主要包含機(ji)關事(shi)業(ye)單(dan)位(wei)專(zhuan)用充電樁(zhuang)(zhuang)、商務辦公專(zhuan)用充電樁(zhuang)(zhuang)、酒店(dian)專(zhuan)用充電樁(zhuang)(zhuang)、小區內(nei)部充電樁(zhuang)(zhuang)和企業(ye)園(yuan)區內(nei)部充電樁(zhuang)(zhuang)。

2.機關(guan)事業單位專(zhuan)用充(chong)電樁布局

新建行政機關、事(shi)業單(dan)位辦(ban)公場所,按照不低于總車位20%的(de)比(bi)例(li)配建充電(dian)樁,并納入土(tu)地規劃(hua)條件(jian)和項目竣工驗收范圍。

行政(zheng)機關、事業單位辦公場所中(zhong)有(you)91處具備(bei)充(chong)(chong)電(dian)(dian)樁(zhuang)建設條件,宜(yi)按(an)照20%的(de)比例建設充(chong)(chong)電(dian)(dian)樁(zhuang),最大(da)充(chong)(chong)電(dian)(dian)樁(zhuang)建設容量可達(da)1421個,其中(zhong)目前已(yi)建成充(chong)(chong)電(dian)(dian)樁(zhuang)521個,三(san)年(nian)內最多可新增(zeng)充(chong)(chong)電(dian)(dian)樁(zhuang)900個。新增(zeng)充(chong)(chong)電(dian)(dian)樁(zhuang)應以慢充(chong)(chong)樁(zhuang)為主。規劃結合各(ge)個單位實(shi)際充(chong)(chong)電(dian)(dian)需求,有(you)序建設充(chong)(chong)電(dian)(dian)樁(zhuang)。(見附表18)

3.商務辦公專用充(chong)電樁布局

新建商務(wu)寫字樓,應按照不低(di)于(yu)總車位20%的比例配建充(chong)電樁,并納入土地規劃條件和項目竣工驗收范圍。

現(xian)狀商務寫(xie)字(zi)樓中有(you)13處(chu)充電(dian)(dian)樁(zhuang)(zhuang)建(jian)(jian)(jian)設(she)(she)條(tiao)件良好,宜按照20%的比例建(jian)(jian)(jian)設(she)(she)充電(dian)(dian)樁(zhuang)(zhuang),最大充電(dian)(dian)樁(zhuang)(zhuang)建(jian)(jian)(jian)設(she)(she)容量可達240個,其中目前已建(jian)(jian)(jian)成充電(dian)(dian)樁(zhuang)(zhuang)36個,三(san)年內(nei)最多(duo)可新(xin)增充電(dian)(dian)樁(zhuang)(zhuang)204個。新(xin)增充電(dian)(dian)樁(zhuang)(zhuang)應以慢充樁(zhuang)(zhuang)為主(zhu)。規劃(hua)結合各(ge)商務寫(xie)字(zi)樓實(shi)際充電(dian)(dian)需(xu)求(qiu),有(you)序建(jian)(jian)(jian)設(she)(she)充電(dian)(dian)樁(zhuang)(zhuang)。(見附表(biao)19)

4.酒店專用(yong)充電樁布局

新建酒店應按照不(bu)低于總車位20%的比例配建充電樁(zhuang),并納(na)入土(tu)地規(gui)劃條件和項目竣工驗收(shou)范圍。

現(xian)狀酒店中有11處充(chong)電(dian)樁(zhuang)(zhuang)建設(she)條件(jian)良好,宜按照20%的(de)比例建設(she)充(chong)電(dian)樁(zhuang)(zhuang),最大充(chong)電(dian)樁(zhuang)(zhuang)建設(she)容量可達131個,應(ying)以慢充(chong)樁(zhuang)(zhuang)為主。規劃(hua)結(jie)合各酒店實際充(chong)電(dian)需求,有序建設(she)充(chong)電(dian)樁(zhuang)(zhuang)。(見附表20)

5.企業園(yuan)區專用充電樁布(bu)局

企業專用(yong)充電樁(zhuang)主要是服務于日常工作(zuo)人(ren)員(yuan)通勤以(yi)及服務園(yuan)區(qu)日常生產生活的(de)(de)電動汽車充電,不包括(kuo)重(zhong)型車輛(liang)的(de)(de)充(換)電服務。

新建企(qi)(qi)業(ye)園區內按照不低于總(zong)車位20%的比例配(pei)建充電樁,并(bing)納入(ru)土地(di)規劃條件(jian)(jian)和項目竣工驗收范圍。企(qi)(qi)業(ye)根據實際需(xu)求建設充電樁,引(yin)導具備場(chang)地(di)條件(jian)(jian)的企(qi)(qi)業(ye)建設光儲充一體站。本次規劃不進(jin)行(xing)詳細布點。

6.小區專(zhuan)用充電樁規劃

小區(qu)專用充(chong)電(dian)樁(zhuang)依(yi)托(tuo)小區(qu)的共用車位建設,是(shi)小區(qu)內部居民的共用充(chong)電(dian)樁(zhuang)。

根(gen)據《國(guo)(guo)務院辦(ban)公廳關于(yu)進(jin)一步構建(jian)高質(zhi)量充電(dian)基礎(chu)(chu)設(she)(she)(she)施體(ti)系的指(zhi)(zhi)導意見》(國(guo)(guo)辦(ban)發(fa)〔2023〕19號)文件要求,制定居(ju)住(zhu)區充電(dian)基礎(chu)(chu)設(she)(she)(she)施建(jian)設(she)(she)(she)管(guan)理(li)(li)指(zhi)(zhi)南,優化(hua)設(she)(she)(she)施建(jian)設(she)(she)(she)支持(chi)政策(ce)和(he)管(guan)理(li)(li)程序,落(luo)實(shi)街道辦(ban)事處、居(ju)民委員會等基層(ceng)管(guan)理(li)(li)機構責任,建(jian)立“一站(zhan)式”協(xie)調推動和(he)投(tou)訴處理(li)(li)機制。鼓勵充電(dian)運營(ying)企業等接受業主委托,開展居(ju)住(zhu)區充電(dian)基礎(chu)(chu)設(she)(she)(she)施“統(tong)建(jian)統(tong)服”,統(tong)一提供建(jian)設(she)(she)(she)、運營(ying)、維護等服務。

(1)新建小區

壓實新建居(ju)住區建設單位主體責任,嚴(yan)格(ge)落實充(chong)(chong)電(dian)基礎設施(shi)配建要(yao)求,確保固(gu)定(ding)車位按規(gui)定(ding)100%建設充(chong)(chong)電(dian)基礎設施(shi)或預(yu)留安裝條件(jian)(jian),滿(man)足(zu)直接(jie)裝表接(jie)電(dian)要(yao)求。預(yu)留充(chong)(chong)電(dian)條件(jian)(jian)的新建居(ju)住區建成(cheng)投入使用(yong)的充(chong)(chong)電(dian)基礎設施(shi)比例不低于(yu)15%。

(2)現狀(zhuang)小區(qu)

既有(you)小(xiao)區依托共用(yong)車位建設專(zhuan)用(yong)充電樁,承(cheng)擔輔助充電功能,由業(ye)(ye)委會根據居民實際需求(qiu)申請安裝。鼓勵采用(yong)公平競爭方式遴選有(you)實力的企業(ye)(ye)以“統建統服”開展充電基礎設施(shi)建設、運營。

老舊小區應(ying)結合更(geng)新改(gai)造同步建設(she)專用充(chong)電(dian)樁(zhuang)(zhuang),或(huo)由業委會(hui)根據實(shi)際需求(qiu)自主(zhu)申請安裝。原(yuan)則上業委會(hui)自主(zhu)招標或(huo)委托社區居(ju)委會(hui)確定(ding)充(chong)電(dian)樁(zhuang)(zhuang)建設(she)、運營企業。缺乏(fa)停(ting)車(che)位的(de)老舊小區,規(gui)劃利(li)用周邊公共(gong)停(ting)車(che)場、路內停(ting)車(che)位的(de)配(pei)套公共(gong)充(chong)電(dian)樁(zhuang)(zhuang),解決小區電(dian)動(dong)汽車(che)充(chong)電(dian)需求(qiu)。

(3)具體(ti)要求(qiu)

小(xiao)區專(zhuan)用(yong)充(chong)(chong)電(dian)樁(zhuang)運營(ying)企業(ye)應(ying)具(ju)備智能有序充(chong)(chong)電(dian)技術(shu)、安全預警(jing)處置能力,統(tong)一建(jian)設小(xiao)區居民專(zhuan)用(yong)充(chong)(chong)電(dian)樁(zhuang),統(tong)一提供充(chong)(chong)電(dian)設施建(jian)設、運營(ying)與維護等(deng)服務,形成“統(tong)建(jian)統(tong)服”模式。運營(ying)企業(ye)承擔安全保障、維護檢修的(de)責任。

為合(he)理、高效利用(yong)電網資源,避免(mian)公共資源浪(lang)費,小(xiao)區(qu)專(zhuan)用(yong)充電樁(zhuang)應選擇慢充樁(zhuang)。考慮到傳統(tong)(tong)交流慢充樁(zhuang)不(bu)具備車(che)樁(zhuang)數據通信能(neng)力(li),無法對接“智能(neng)有序(xu)”系(xi)統(tong)(tong)和(he)“安(an)全預警”系(xi)統(tong)(tong),建議小(xiao)區(qu)專(zhuan)用(yong)樁(zhuang)推廣使用(yong)直(zhi)流慢充樁(zhuang)。

(四)中心城(cheng)區特種(zhong)專用(yong)充(換)電(dian)基礎設施布局

1.總體布(bu)局

特種專用(yong)充(換(huan))電(dian)基(ji)礎設施服務(wu)于公交車輛(liang)、市政車輛(liang)、重(zhong)型工程(cheng)車輛(liang)、重(zhong)型物流車輛(liang),規劃依托專用(yong)場站或單(dan)獨選址(zhi)進行建設。

2.公交(jiao)專用充電樁(zhuang)布局

至2026年底,中(zhong)心城區規(gui)劃(hua)(hua)公(gong)(gong)(gong)交專(zhuan)用充電站(zhan)點(dian)11個,最(zui)大公(gong)(gong)(gong)交專(zhuan)用樁(zhuang)建設容量(liang)可達428個。規(gui)劃(hua)(hua)結合公(gong)(gong)(gong)交車運行充電的實際需求,有序新增專(zhuan)用樁(zhuang)數量(liang)。(見附表21)

3.市政專用充電樁(zhuang)布局

規(gui)劃保留現(xian)有的2座市(shi)政(zheng)專用充(chong)電(dian)站,對(dui)七嶺店(dian)市(shi)政(zheng)專用充(chong)電(dian)站進行改擴建,并(bing)配套建設市(shi)政(zheng)車(che)輛(liang)保養(yang)維護設施,建設成(cheng)為(wei)(wei)(wei)市(shi)政(zheng)車(che)輛(liang)充(chong)電(dian)停保綜(zong)合(he)站。現(xian)狀(zhuang)樁(zhuang)數(shu)為(wei)(wei)(wei)34個(ge),可新增樁(zhuang)數(shu)為(wei)(wei)(wei)28個(ge),最大建設容量(liang)為(wei)(wei)(wei)62個(ge)。(見(jian)附(fu)表22)

4.重型車(che)輛專用充(換)電基(ji)礎設施布局

規劃建設5處(chu)重(zhong)(zhong)型車輛專用充(chong)(chong)(換(huan))電(dian)(dian)站(zhan),分別為耿窯(yao)充(chong)(chong)(換(huan))電(dian)(dian)站(zhan)、七嶺店充(chong)(chong)(換(huan))電(dian)(dian)站(zhan)、崔(cui)莊充(chong)(chong)(換(huan))電(dian)(dian)站(zhan)、山(shan)西底村(cun)充(chong)(chong)(換(huan))電(dian)(dian)站(zhan)、晉城東物流(liu)充(chong)(chong)(換(huan))電(dian)(dian)站(zhan)。以重(zhong)(zhong)卡(ka)(ka)換(huan)電(dian)(dian)為主(zhu),兼顧重(zhong)(zhong)卡(ka)(ka)大功率(lv)充(chong)(chong)電(dian)(dian),重(zhong)(zhong)卡(ka)(ka)專用樁規劃達到138個。

(五(wu))中心城(cheng)區自(zi)用充電樁規劃(hua)

自用(yong)充(chong)電樁依托小(xiao)(xiao)區(qu)(qu)的居(ju)民(min)自有車位建(jian)設,是小(xiao)(xiao)區(qu)(qu)內部居(ju)民(min)的私(si)人(ren)充(chong)電樁。晉城(cheng)市中心城(cheng)區(qu)(qu)現(xian)狀小(xiao)(xiao)區(qu)(qu)內部的私(si)人(ren)車位總計70428個。為加強居(ju)民(min)小(xiao)(xiao)區(qu)(qu)公共安全管(guan)理,鼓(gu)勵(li)采用(yong)“統建(jian)統服(fu)”模(mo)式(shi),綜合考慮安全、消防、電網接入等條件進行建(jian)設。

1.安(an)全建(jian)設規范

居民安(an)(an)裝自用充電(dian)(dian)樁(zhuang),以(yi)7千瓦(wa)交流樁(zhuang)或隨(sui)車(che)(che)樁(zhuang)為主,低于(yu)20千瓦(wa)小功率(lv)直流樁(zhuang)為輔。認真落實中華人(ren)(ren)(ren)民共和(he)(he)國住房和(he)(he)城鄉(xiang)(xiang)建(jian)(jian)設(she)(she)(she)(she)部、國家(jia)市場監督管理(li)總局《電(dian)(dian)動汽車(che)(che)分散充電(dian)(dian)基礎設(she)(she)(she)(she)施(shi)(shi)工程技(ji)術標(biao)(biao)準(zhun)》;中華人(ren)(ren)(ren)民共和(he)(he)國住房和(he)(he)城鄉(xiang)(xiang)建(jian)(jian)設(she)(she)(she)(she)部《民用建(jian)(jian)筑(zhu)電(dian)(dian)氣設(she)(she)(she)(she)計標(biao)(biao)準(zhun)》;山西省(sheng)(sheng)住房和(he)(he)城鄉(xiang)(xiang)建(jian)(jian)設(she)(she)(she)(she)廳《電(dian)(dian)動汽車(che)(che)充電(dian)(dian)基礎設(she)(she)(she)(she)施(shi)(shi)技(ji)術標(biao)(biao)準(zhun)》;山西省(sheng)(sheng)工業和(he)(he)信息化(hua)廳《在役充電(dian)(dian)樁(zhuang)安(an)(an)全(quan)管理(li)規(gui)范(fan)》等(deng)國家(jia)、行業及地(di)方(fang)相關(guan)建(jian)(jian)設(she)(she)(she)(she)管理(li)標(biao)(biao)準(zhun),全(quan)面規(gui)范(fan)電(dian)(dian)動汽車(che)(che)充電(dian)(dian)基礎設(she)(she)(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)(she)(she)管理(li)工作。車(che)(che)位(wei)位(wei)于(yu)人(ren)(ren)(ren)防工程的應(ying)符合《山西省(sheng)(sheng)人(ren)(ren)(ren)民防空工程建(jian)(jian)設(she)(she)(she)(she)管理(li)辦(ban)法(fa)》《山西省(sheng)(sheng)人(ren)(ren)(ren)民防空工程維護和(he)(he)使用管理(li)辦(ban)法(fa)》等(deng)法(fa)規(gui)和(he)(he)有關(guan)政(zheng)策要(yao)求。

2.自用充電(dian)樁報(bao)裝流(liu)程

落實(shi)山西(xi)省能源(yuan)局(ju)《關于進一(yi)步優(you)化居住區電(dian)動汽車(che)(che)充(chong)電(dian)基礎設施用電(dian)報裝(zhuang)資料的(de)通(tong)知》等(deng)規定要(yao)(yao)求,居民自(zi)用充(chong)電(dian)樁(zhuang)須在(zai)擁有所(suo)有權(quan)或使用權(quan)的(de)專用固定停(ting)車(che)(che)位上安(an)裝(zhuang),無(wu)法證(zheng)明擁有產權(quan)或使用權(quan)的(de)固定停(ting)車(che)(che)位,不得申(shen)請自(zi)用充(chong)電(dian)樁(zhuang)安(an)裝(zhuang)。各縣(市、區)要(yao)(yao)結合實(shi)際,創新工(gong)作(zuo)(zuo)思路,簡化工(gong)作(zuo)(zuo)程(cheng)(cheng)序(xu),優(you)化工(gong)作(zuo)(zuo)流程(cheng)(cheng)。

3.規(gui)范管理(li)責任(ren)

自(zi)(zi)(zi)(zi)用(yong)(yong)(yong)樁由所(suo)(suo)有(you)權人(ren)自(zi)(zi)(zi)(zi)行(xing)(xing)建設、自(zi)(zi)(zi)(zi)行(xing)(xing)管(guan)(guan)理、自(zi)(zi)(zi)(zi)行(xing)(xing)負責(ze),承(cheng)擔安全管(guan)(guan)理主(zhu)體(ti)責(ze)任,并承(cheng)擔充電(dian)(dian)(dian)基礎設施維(wei)修(xiu)更新(xin)養護及(ji)侵害第三(san)者權益責(ze)任。物業服務企(qi)業在日(ri)常巡檢(jian)巡視發現安全隱患時(shi),應(ying)當(dang)及(ji)時(shi)提醒自(zi)(zi)(zi)(zi)用(yong)(yong)(yong)樁所(suo)(suo)有(you)權人(ren)履(lv)行(xing)(xing)安全管(guan)(guan)理責(ze)任。自(zi)(zi)(zi)(zi)用(yong)(yong)(yong)樁拆除或者遷移時(shi),所(suo)(suo)有(you)權人(ren)應(ying)當(dang)向電(dian)(dian)(dian)力部門申(shen)請(qing)用(yong)(yong)(yong)電(dian)(dian)(dian)銷戶。對6個月以(yi)上不用(yong)(yong)(yong)電(dian)(dian)(dian)的“僵尸樁”供電(dian)(dian)(dian)主(zhu)體(ti)應(ying)采取限電(dian)(dian)(dian)措施,確保充電(dian)(dian)(dian)負荷(he)合理利用(yong)(yong)(yong)。

七、充(換)電站點安全技術保(bao)障要求

(一(yi))杜(du)絕“私裝亂建”

為確保全市(shi)電(dian)動汽車(che)(che)充(換)電(dian)體系安全運行,減少(shao)電(dian)動汽車(che)(che)充(換)電(dian)隱患風險(xian),所有類型充電(dian)樁(zhuang)的建設、安裝、使用(yong)、維護環(huan)節都應符合安全標準、滿(man)足安全要(yao)求,堅(jian)決杜絕(jue)企業、個人“私裝亂建”。

(二(er))消防安全建(jian)設要(yao)求

為盡可(ke)能(neng)確(que)保電動汽車充(換)電停(ting)放安(an)全,充(換)電基礎(chu)設(she)施宜(yi)選擇在(zai)地面開敞空間進行建設(she)。地面充電樁及停(ting)車位應(ying)處于視頻監控設(she)施的監控范圍內,并確(que)保消防救援(yuan)力量便(bian)于到達。

由于場地條件(jian)限制,必須選擇在地下(xia)車庫(ku)或地上(shang)車庫(ku)建設的,需要滿足以下(xia)要求:

車庫(ku)(ku)的(de)耐(nai)火(huo)(huo)(huo)(huo)等級、安全疏散和消防(fang)(fang)(fang)(fang)設(she)施(shi)的(de)設(she)置(zhi)應(ying)(ying)符合現行國家(jia)標(biao)準《建(jian)筑防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)通用規范》和《汽(qi)車庫(ku)(ku)、修(xiu)車庫(ku)(ku)、停車場設(she)計防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)規范》的(de)有關規定。車庫(ku)(ku)內配(pei)建(jian)的(de)充電(dian)設(she)施(shi)應(ying)(ying)集中布置(zhi),并設(she)置(zhi)獨(du)立的(de)防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)單(dan)(dan)元。每(mei)個防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)單(dan)(dan)元應(ying)(ying)采用耐(nai)火(huo)(huo)(huo)(huo)極限不小于(yu)2.0h的(de)防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)隔墻或防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)卷(juan)簾、防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)分(fen)隔水幕、防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)門等與其他(ta)防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)單(dan)(dan)元和車庫(ku)(ku)其他(ta)部位分(fen)隔。每(mei)個防(fang)(fang)(fang)(fang)火(huo)(huo)(huo)(huo)單(dan)(dan)元應(ying)(ying)設(she)置(zhi)火(huo)(huo)(huo)(huo)災自動(dong)報警(jing)系統(tong)、排煙設(she)施(shi)、自動(dong)噴水滅火(huo)(huo)(huo)(huo)系統(tong)、消防(fang)(fang)(fang)(fang)應(ying)(ying)急(ji)照明和疏散指示標(biao)志(zhi),并處(chu)于(yu)視頻監(jian)控設(she)施(shi)的(de)監(jian)控范圍(wei)內。

額(e)定功率大于7千(qian)瓦(wa)的電動汽車充電設(she)施不應(ying)設(she)在(zai)建筑(zhu)物(wu)內。不大于7千(qian)瓦(wa)的充電設(she)施可設(she)置(zhi)在(zai)建筑(zhu)物(wu)內部首層(ceng)(ceng)和地(di)下一層(ceng)(ceng)及外墻(qiang)敞開式多(duo)層(ceng)(ceng)停車庫首層(ceng)(ceng)。

大型公(gong)共建(jian)筑、商(shang)業綜合體配建(jian)充(chong)(chong)電(dian)樁應(ying)優先選擇(ze)地(di)面車位(wei)安裝,不宜(yi)在建(jian)筑地(di)下部(bu)分設置充(chong)(chong)電(dian)樁。

不應(ying)在(zai)文物建(jian)筑保護范(fan)圍內設(she)置充(chong)電樁(zhuang),在(zai)文物建(jian)筑周(zhou)圍設(she)置充(chong)電樁(zhuang),應(ying)當(dang)依據相關(guan)技術標準設(she)置防火(huo)間距。

(三)預警處置機制建設

搭建全(quan)(quan)(quan)市域統(tong)一的(de)電(dian)(dian)(dian)動汽車充(chong)(chong)(換)電(dian)(dian)(dian)基礎(chu)(chu)設施(shi)信(xin)息(xi)監(jian)測平臺(tai),并(bing)要求全(quan)(quan)(quan)市域的(de)公共充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)、專(zhuan)用充(chong)(chong)(換)電(dian)(dian)(dian)基礎(chu)(chu)設施(shi)接入平臺(tai)并(bing)上(shang)傳實時(shi)電(dian)(dian)(dian)池安(an)(an)(an)全(quan)(quan)(quan)信(xin)息(xi)。實時(shi)掌握(wo)安(an)(an)(an)全(quan)(quan)(quan)反饋信(xin)息(xi),對(dui)充(chong)(chong)(換)電(dian)(dian)(dian)設備(bei)、車輛電(dian)(dian)(dian)池進行安(an)(an)(an)全(quan)(quan)(quan)預(yu)警(jing)(jing),并(bing)制定安(an)(an)(an)全(quan)(quan)(quan)預(yu)警(jing)(jing)的(de)處置機制,實現對(dui)設備(bei)火災、電(dian)(dian)(dian)池自燃等風險(xian)隱患的(de)提前干預(yu),提升救援能力。

八、充(換)電(dian)基礎設(she)施技術管控要求

(一)充(換)電設備要求

1.鼓勵建(jian)設光儲(chu)充換(huan)一體(ti)站

鼓勵具備條件的(de)專(zhuan)職(zhi)公共充電(dian)站(zhan)、大(da)型(xing)公共停車場(chang)建設光儲充換(huan)一體站(zhan)。規劃利用現有及新(xin)建車棚頂面,建設分布式光伏,通過模塊(kuai)化儲能裝置,形成光儲充換(huan)一體化系統,接入站(zhan)內專(zhuan)變,提(ti)高清潔能源的(de)開發(fa)消納水平,降低充(換(huan))電(dian)站(zhan)對電(dian)網(wang)的(de)沖擊(ji)和用電(dian)成本。

2.預留快充樁升級能力

公(gong)共(gong)(gong)充(chong)電(dian)站點應盡可能(neng)選用(yong)大功率直流快充(chong)樁(zhuang),減少單車充(chong)電(dian)時長,提高(gao)充(chong)電(dian)周(zhou)轉率,提升公(gong)共(gong)(gong)停(ting)車資源的利(li)用(yong)效率。公(gong)共(gong)(gong)充(chong)電(dian)站點在設(she)計建設(she)中,應預留設(she)備(bei)升級和滿足充(chong)電(dian)功率進(jin)一步提升,預留液冷超充(chong)、大功率群充(chong)等(deng)技術建設(she)改(gai)造(zao)空(kong)間。

3.提升充(換)電(dian)基礎(chu)設(she)施信息交(jiao)互能(neng)力

新建充(換)電(dian)(dian)基礎設(she)施應具備(bei)電(dian)(dian)池(chi)安(an)全監測能力和上傳實(shi)時信息的能力,打通電(dian)(dian)池(chi)安(an)全數據(ju)的上傳瓶頸。鼓(gu)勵(li)淘汰現(xian)有交流(liu)(liu)慢(man)充樁,推廣使用直(zhi)流(liu)(liu)慢(man)充樁。

(二)信息(xi)平臺(tai)建設要求

建設晉城市充(chong)(chong)(chong)(換)電基(ji)礎設施信(xin)息監(jian)測平(ping)臺(tai)(tai),全面接入(ru)所有公共充(chong)(chong)(chong)電樁、專用充(chong)(chong)(chong)(換)電基(ji)礎設施信(xin)息,確(que)保數(shu)據(ju)實(shi)時(shi)上傳。滿足政府(fu)部門對充(chong)(chong)(chong)(換)電基(ji)礎設施信(xin)息管理、在線監(jian)控、狀態查(cha)詢、安全監(jian)測、大數(shu)據(ju)分析、功率管控等(deng)要求(qiu)。將(jiang)信(xin)息平(ping)臺(tai)(tai)納入(ru)國土(tu)空間基(ji)礎信(xin)息平(ping)臺(tai)(tai),疊加到國土(tu)空間規劃“一張圖”。

(三)完(wan)善配套電網

根據(ju)國網供電10kV配(pei)電網規劃,晉城市中心城區共劃定35個充(chong)(換)電管(guan)控單元。要(yao)在綜(zong)合評估電網支撐力的基礎(chu)上,明(ming)確(que)各(ge)單元充(chong)(換)電基設施建設總規模(mo)和管(guan)控要(yao)求。

鑒(jian)于目前(qian)(qian)晉(jin)城市主城區(qu)除西北片區(qu)和東南新(xin)區(qu)的(de)大部分區(qu)域(yu)外,其他(ta)區(qu)域(yu)10kV線(xian)路網不(bu)能有(you)效支撐未來三(san)年的(de)充(換(huan)(huan))電基(ji)礎設(she)(she)施建設(she)(she),需(xu)進行(xing)用(yong)電負荷(he)增容(rong),謀(mou)劃建設(she)(she)10kV線(xian)路網及環網柜(ju)。目前(qian)(qian)可采用(yong)公共(gong)充(換(huan)(huan))電站點通(tong)過快慢(man)樁搭配、建設(she)(she)儲能模塊、引導(dao)錯(cuo)峰充(換(huan)(huan))電等方法(fa)控制總(zong)用(yong)電負荷(he),減少對區(qu)域(yu)電網的(de)沖擊。

(四)風貌管(guan)控要求

規劃統一的充(換)電(dian)設備(bei)標志(zhi),形(xing)成城市品(pin)牌,并在各類(lei)充(換)電(dian)場(chang)地(di)沿道路一側設置(zhi)醒目的充(換)電(dian)基(ji)礎設施指示標志(zhi)。

設(she)(she)置在路(lu)內停車(che)位(wei)的(de)(de)(de)公共充電樁應控制設(she)(she)備體量,減(jian)(jian)少(shao)對步行、非機動(dong)交通的(de)(de)(de)干擾(rao),減(jian)(jian)少(shao)對道(dao)路(lu)景觀的(de)(de)(de)影(ying)響。路(lu)內停車(che)位(wei)上的(de)(de)(de)充電設(she)(she)施應避(bi)開重要建筑的(de)(de)(de)沿街立面,減(jian)(jian)少(shao)對街道(dao)兩(liang)側建筑風貌(mao)的(de)(de)(de)影(ying)響。

九、保障措施

(一(yi))嚴格落實配建要求(qiu)

新(xin)建(jian)(jian)項目(mu)的(de)充(chong)電(dian)(dian)樁(zhuang)配建(jian)(jian)和(he)建(jian)(jian)設能力預留(liu)標準應(ying)納入用地規劃條(tiao)件。加強對新(xin)建(jian)(jian)項目(mu)的(de)充(chong)電(dian)(dian)樁(zhuang)配建(jian)(jian)和(he)建(jian)(jian)設能力預留(liu)的(de)竣工驗收(shou),重點驗收(shou)建(jian)(jian)設項目(mu)的(de)電(dian)(dian)力容量預留(liu)、低壓電(dian)(dian)纜分支箱、管線、橋架(jia)、計量表(biao)箱、表(biao)后橋架(jia)及線纜的(de)安(an)裝敷設情況。

(二)制定(ding)公(gong)共資源利用方案

至(zhi)2026年,在晉城(cheng)市中心城(cheng)區范圍內,依(yi)托(tuo)各類公(gong)共(gong)(gong)停(ting)車(che)資源新(xin)增2605個(ge)(ge)充(chong)電樁(zhuang)(zhuang)。其中,依(yi)托(tuo)公(gong)共(gong)(gong)停(ting)車(che)場新(xin)增806個(ge)(ge)充(chong)電樁(zhuang)(zhuang);依(yi)托(tuo)大型公(gong)共(gong)(gong)建(jian)(jian)筑及交通(tong)樞(shu)紐(niu)新(xin)增467個(ge)(ge)充(chong)電樁(zhuang)(zhuang);依(yi)托(tuo)路內停(ting)車(che)位(wei)新(xin)增432個(ge)(ge)充(chong)電樁(zhuang)(zhuang);依(yi)托(tuo)機關事業(ye)單(dan)位(wei)新(xin)增900個(ge)(ge)充(chong)電樁(zhuang)(zhuang)。通(tong)過與企業(ye)進行合作,加強統籌管理,根據不同商業(ye)價值(zhi)對資源進行切(qie)塊打包,提高利用率。同時建(jian)(jian)議制定專門的統籌推進措施,明確牽頭部(bu)門和各部(bu)門的職責分(fen)工(gong)。

(三)推行充(換)電基礎設(she)施(shi)“統建統服(fu)”模式

為高質量做好充(chong)(換)電基(ji)礎(chu)設(she)施建設(she)管理,防范安全(quan)風險,進(jin)一步優(you)化營商環境(jing),由市(shi)縣兩級(ji)通過公平競(jing)爭方式(shi)遴選具備資金(jin)、技(ji)術(shu)、管理、運維等(deng)有實(shi)力(li)的企業,按照“統建統服”模(mo)式(shi)開(kai)展(zhan)住宅小(xiao)區充(chong)電基(ji)礎(chu)設(she)施建設(she)。

(四)落(luo)實充(換(huan))電基礎設施安全責(ze)任

按(an)照“誰(shui)投(tou)資、誰(shui)受益、誰(shui)負責”原則,充(換(huan))電(dian)基礎設(she)施產(chan)權(運(yun)營)企業履行安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)主體責任,加強安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)管理(li),建立、健全(quan)安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)責任制和(he)安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)規章制度,改(gai)善安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)條件,推(tui)進安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)標準化建設(she),提(ti)高安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)水(shui)平。

能源部門(men)負責(ze)落實行業安全(quan)管(guan)(guan)理責(ze)任,依照(zhao)相關法(fa)律法(fa)規對電動(dong)汽車充(換(huan))電基礎設施(shi)產(chan)權(運營)企(qi)業進行安全(quan)監管(guan)(guan)。

應急、住建(jian)、文(wen)旅、公安、消防等其(qi)他負有安全生(sheng)產監(jian)督管(guan)(guan)理職責(ze)(ze)的部門(men),堅持“三管(guan)(guan)三必須”,以職責(ze)(ze)法定、業務相近(jin),“誰靠近(jin)誰牽(qian)(qian)頭(tou)、誰主管(guan)(guan)誰牽(qian)(qian)頭(tou)、誰為(wei)主誰牽(qian)(qian)頭(tou)”為(wei)基本(ben)原則,履行安全監(jian)管(guan)(guan)(管(guan)(guan)理)責(ze)(ze)任。

(五(wu))嚴格(ge)電(dian)動汽車(che)充(換)電(dian)基礎(chu)設施備案審批流程

電動(dong)汽(qi)車(che)充(換)電基(ji)礎設施建(jian)設運(yun)營企(qi)業應具備相應的建(jian)設、施工、運(yun)營資質,須到市級能(neng)源部門進(jin)行(xing)登(deng)記,依據市級能(neng)源部門意見,相關(guan)部門履行(xing)項目備案和電網接入等手續辦理。

充(chong)(換(huan))電(dian)基礎(chu)設(she)施(shi)建設(she)項目(mu)實(shi)行(xing)屬(shu)地備案(an)(an)管(guan)理(li)制度(du)。建設(she)需獨(du)立占(zhan)地的充(chong)(換(huan))電(dian)基礎(chu)設(she)施(shi)項目(mu),要符合《晉(jin)城(cheng)市電(dian)動汽車充(chong)(換(huan))電(dian)基礎(chu)設(she)施(shi)空間布局(ju)規(gui)劃(2024-2026年)》,在落實(shi)合法用地手續后,由屬(shu)地縣(xian)級(ji)(ji)行(xing)政審批部(bu)門備案(an)(an),跨區域建設(she)或打(da)包建設(she)項目(mu)由上一級(ji)(ji)行(xing)政審批部(bu)門備案(an)(an)。加強審管(guan)聯動,行(xing)政審批部(bu)門受(shou)理(li)備案(an)(an)后,向(xiang)同級(ji)(ji)能源部(bu)門征求意(yi)(yi)見,能源部(bu)門需在規(gui)定時間內作出答(da)復,審批部(bu)門依(yi)據(ju)能源部(bu)門意(yi)(yi)見決定是否備案(an)(an)。

居住區(qu)電(dian)動汽(qi)車充電(dian)基礎(chu)設施項(xiang)目按照省能源局《關于進一步(bu)優化居住區(qu)電(dian)動汽(qi)車充電(dian)基礎(chu)設施用(yong)電(dian)報裝資料的通(tong)知》要(yao)求,履(lv)行報裝流程。

(六)嚴(yan)格電動(dong)汽車充(換(huan))電基礎設(she)(she)施(shi)建設(she)(she)管(guan)理

能(neng)源部門(men)會同(tong)(tong)相關部門(men)共同(tong)(tong)做(zuo)好全市電(dian)動汽(qi)車充(換)電(dian)基(ji)礎設施建設工作,城市管(guan)理、市場監管(guan)、住建、消防等部門(men)按照職責分工做(zuo)好配合(he),共同(tong)(tong)推動行業健康有序發展。

全市電動(dong)(dong)汽車(che)充(chong)(換(huan))電基礎(chu)(chu)設施實行“定(ding)期考核,動(dong)(dong)態(tai)退出”機(ji)制。能源部(bu)門(men)負責制定(ding)相關(guan)工作機(ji)制,不斷(duan)優(you)化空間布局(ju),提(ti)升電動(dong)(dong)汽車(che)充(chong)(換(huan))電基礎(chu)(chu)設施利(li)用率和服務(wu)質量。對于經營困難(nan)、技術落后、使用效率低的(de)充(chong)電基礎(chu)(chu)設施,引導其逐步退出。

(七)強化電(dian)動汽車充(換)電(dian)基礎設施管理技術保障

要加(jia)強(qiang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)充(chong)(chong)(換(huan)(huan))電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)車(che)位管理,提高充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)利(li)用(yong)率,按照規劃(hua)要求(qiu),科學(xue)測算電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)充(chong)(chong)(換(huan)(huan))電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基礎設(she)(she)施(shi)(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)需(xu)求(qiu),加(jia)強(qiang)配套電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網建設(she)(she),保障電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)充(chong)(chong)(換(huan)(huan))電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基礎設(she)(she)施(shi)(shi)能(neng)源需(xu)求(qiu);完善(shan)單位內部充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)消(xiao)防(fang)與(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)等安全(quan)設(she)(she)計(ji)要求(qiu),規范建設(she)(she)施(shi)(shi)工與(yu)運行維(wei)護,全(quan)方位提升充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)安全(quan)水(shui)平;大力推(tui)進互(hu)聯網+電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)充(chong)(chong)(換(huan)(huan))電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基礎設(she)(she)施(shi)(shi),提高充(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)服務(wu)智能(neng)化水(shui)平;積極(ji)探索電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)充(chong)(chong)(換(huan)(huan))電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基礎設(she)(she)施(shi)(shi)與(yu)再生能(neng)源、智能(neng)交(jiao)通融合發展(zhan)的技術方案,推(tui)廣運用(yong)檢測認證(zheng)、安全(quan)防(fang)護、與(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網雙向互(hu)動(dong)(dong)、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池梯次(ci)利(li)用(yong)、無人值守(shou)自助(zhu)式(shi)服務(wu)、樁群協同控制等技術。

(八)建立健全規劃協(xie)作推進(jin)機制

電動汽車(che)充(chong)(換)電基礎(chu)設(she)施的(de)選址建設(she)應(ying)與國(guo)土空間規(gui)劃和(he)配電網(wang)專(zhuan)項規(gui)劃等相關規(gui)劃相銜接。建設(she)電動汽車(che)充(chong)(換)電場站應(ying)優先(xian)利用存(cun)量(liang)停車(che)場等土地(di)資源(yuan),以新增土地(di)供應(ying)方式建設(she)的(de),應(ying)加(jia)強論(lun)證。
