11月25日,濰(wei)坊(fang)市發(fa)展(zhan)和改(gai)革委(wei)員(yuan)會發(fa)布(bu)關于印發(fa)《濰(wei)坊(fang)市電(dian)動汽車充電(dian)基礎設(she)施“十四五”發(fa)展(zhan)規劃(修訂稿)》的通知。其中提出:
一、發展目標(biao):
到2025年,濰坊市全市各類公共充電基礎設施達到13400臺,基本建成樁站先行、覆蓋廣泛、布局合理、智能高效、運行規范、安全共享的高質量充電基礎設施網絡體系,新能源汽車和充電基礎設施產業發展邁出堅實步伐。農村地區公共充電基礎設施達到740臺,實現公共充電站“鄉鄉全覆蓋”。農村公路通達和服務保障能力大幅提升,有效保障居民綠色安全出行。到2025年,在濰坊中心城區、縣級市中心區域平均分布建設大中小型公共直流快充站。其中在中心城區建成2座以上大型公共直流快充站,5座以上中型公共直流快充站;在縣級城市城區建成2座以上中型公共直流快充站,5座以上小型公共直流快充站;鄉鎮至少建成1座小型直流快充站。到2025年,在公共領域,特別是在城市大型公共建筑停車場、社會公共停車場、高速公路服務區、國省干道停車區等關鍵場所,因地制宜、分類實施,配建以直流快充為主的公共充電基礎設施,有效提升新能源汽車的普及率、緩解充電焦慮以及促進綠色出行;在專用領域,重點是在公交、物流、環衛、港口、單位內部等專用車停車場建設充電基礎設施,為相應專用領域提供便捷充電服務;居民充電基礎設施領域,以“智能有序交流充電”為主、小功率直流充電等多元化充電方式為輔,新建小區按照配建要求、老舊小區結合改造提升和城市更新等工作,大力推進充電基礎設施建設,滿足私人電動乘用車充電需求。到2025年,中心城區新增充電樁約占全市域范圍內新增充電樁的25%,創建充電基礎設施建設樣板區。到2025年,新能源汽車下鄉工作取得顯著成效,對新能源汽車消費拉動效應更加凸顯,農村地區實現充電基礎設施“鄉鄉全覆蓋”。積極爭創省級公共充電基礎設施建設試點縣、鄉鎮。到2025年,全市完成重要交通樞紐站、商業綜合體、社會公共停車場、重點鄉鎮等場所的公共充電基礎設施布局,公共充換電站保有量達到300座以上,全市核心區公共充電服務半徑小于1公里。到2025年,實現公共充電基礎設施接入省級平臺比例不低于95%。二、充電基礎設施配置原則在濰坊中心城區、縣級市中心區域平均分布建設大中小型公共直流快充站(其中在中心城區建設1-2座大型公共直流快充站),以滿足出租車、網約車急劇增長的充電需求;在鄉鎮區域,每個鄉鎮應至少建設一個小型直流快充站。公交、物流、環衛、機場租賃通勤、巡邏車等定點或定線運行的公共服務領域電動汽車,以及重型卡車、港口、礦山、出租等特定領域電動汽車,按照運營需求,結合停車場站情況,一般以車樁比3:1配置充電基礎設施。支持車電分離的物流、重型卡車、港口、礦山、出租等專用車領域,按照運營需求,合理配建換電設施。結合黨政機關、企事業單位、園區內部停車場配置專用充電樁,按車樁比2:1配置充電基礎設施。在居住區內按用戶實際需求及安裝條件進行配置。在公共領域,統籌利用公共充電基礎設施進行充電。二(er)、鼓勵應用新(xin)技術(shu)及商業模式創新(xin)加強智能有序充電、大功率充電、自動充電等新型充電技術研發,開展安全防護、樁群協同、V2G等重點技術應用,探索充電基礎設施與智慧交通、智慧電網等智能系統融合。鼓勵商業地產項目與充電(dian)(dian)場站同步(bu)規劃、同步(bu)設(she)計、同步(bu)建設(she),打造停車充電(dian)(dian)一體(ti)化服務設(she)施,提(ti)升公共場所充電(dian)(dian)服務能力。鼓勵在停(ting)車充電資源稀缺(que)區域建(jian)設智能(neng)立體式(shi)充電站(zhan)。三、2024-2025年各縣市區公共充電(dian)基礎設(she)施建設(she)發展目標(biao)表(biao)

濰坊市電(dian)動(dong)汽車充(chong)電(dian)基礎設施“十(shi)四五”發展規劃(修訂稿(gao))近年來(lai),新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)(che)產業持續快(kuai)速(su)發展(zhan),成(cheng)為引領世界汽(qi)(qi)車(che)(che)(che)(che)(che)產業轉型(xing)(xing)的(de)(de)(de)重要力(li)量(liang)。電(dian)動(dong)汽(qi)(qi)車(che)(che)(che)(che)(che)充(chong)電(dian)基(ji)礎設施(shi)是(shi)推動(dong)新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)(che)發展(zhan)的(de)(de)(de)重要保障(zhang),是(shi)黨(dang)中央國務院加快(kuai)新型(xing)(xing)基(ji)礎設施(shi)建(jian)設的(de)(de)(de)重要組成(cheng)部分(fen)。加快(kuai)充(chong)電(dian)基(ji)礎設施(shi)建(jian)設,是(shi)落實國家(jia)新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)(che)產業發展(zhan)戰略的(de)(de)(de)客觀需(xu)要,是(shi)貫徹國家(jia)“新基(ji)建(jian)”戰略的(de)(de)(de)重要實踐,是(shi)推進(jin)能(neng)源消費革命、助力(li)實現“碳達(da)峰”、“碳中和”目標的(de)(de)(de)重要戰略舉措。“十三五(wu)”以(yi)來(lai),濰坊市按照“樁(zhuang)站先行、適度(du)超前(qian)、便捷高效”的(de)(de)(de)原則,加快(kuai)建(jian)設布局合(he)理、科學高效的(de)(de)(de)電(dian)動(dong)汽(qi)(qi)車(che)(che)(che)(che)(che)充(chong)電(dian)基(ji)礎設施(shi),保障(zhang)和促進(jin)電(dian)動(dong)汽(qi)(qi)車(che)(che)(che)(che)(che)產業健(jian)康快(kuai)速(su)發展(zhan),基(ji)本形成(cheng)車(che)(che)(che)(che)(che)樁(zhuang)相隨、布局合(he)理、智能(neng)高效的(de)(de)(de)充(chong)電(dian)基(ji)礎設施(shi)體(ti)系。“十四(si)五”時期是(shi)我國(guo)(guo)發(fa)(fa)力推(tui)動新(xin)(xin)能源汽車產業(ye)快速發(fa)(fa)展的關(guan)(guan)鍵期,也是(shi)充電(dian)基(ji)礎設(she)施(shi)乘勢發(fa)(fa)展的黃金期。2023年以來,國(guo)(guo)家相關(guan)(guan)配(pei)套政策密集出臺,2023年5月14日國(guo)(guo)家發(fa)(fa)改(gai)委出臺《關(guan)(guan)于(yu)加快推(tui)進充電(dian)基(ji)礎設(she)施(shi)建設(she)更好支持(chi)新(xin)(xin)能源汽車下鄉和(he)鄉村(cun)振興(xing)的實(shi)施(shi)意見》(發(fa)(fa)改(gai)綜合〔2023〕545號(hao))、6月8日國(guo)(guo)務院(yuan)辦公廳印發(fa)(fa)《關(guan)(guan)于(yu)進一步構(gou)建高質量充電(dian)基(ji)礎設(she)施(shi)體系的指導意見》(國(guo)(guo)辦發(fa)(fa)〔2023〕19號(hao))、6月12日工信部(bu)等五部(bu)門出臺《關(guan)(guan)于(yu)開(kai)展2023年新(xin)(xin)能源汽車下鄉活動的通知》(工信廳聯通裝函〔2023〕149號(hao))等。為(wei)深入貫徹落實黨中央(yang)、國務院關(guan)于促進(jin)新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)產業發(fa)展(zhan)、構(gou)(gou)建高(gao)質(zhi)(zhi)量(liang)充電(dian)(dian)基礎(chu)設(she)施(shi)(shi)體系(xi)(xi)、推動新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)下鄉的(de)系(xi)(xi)列(lie)決策部署,拓(tuo)展(zhan)農(nong)村新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)消費市場廣(guang)闊空間,結合實際,山東省政府于2023年9月11日(ri)印發(fa)《山東省推動新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)下鄉三(san)年行(xing)動計劃(hua)(2023-2025年)》(魯政字〔2023〕155號(hao)),提出以“擴總(zong)量(liang)、優結構(gou)(gou)、補短板(ban)”的(de)總(zong)體思路構(gou)(gou)建高(gao)質(zhi)(zhi)量(liang)充電(dian)(dian)基礎(chu)設(she)施(shi)(shi)體系(xi)(xi)。為(wei)進(jin)一步加快推動山東省新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)及充電(dian)(dian)基礎(chu)設(she)施(shi)(shi)高(gao)質(zhi)(zhi)量(liang)發(fa)展(zhan),山東省能(neng)源(yuan)(yuan)局對《山東省電(dian)(dian)動汽(qi)車(che)(che)(che)充電(dian)(dian)基礎(chu)設(she)施(shi)(shi)“十四(si)五”發(fa)展(zhan)規(gui)劃(hua)》進(jin)行(xing)了修訂,并聯(lian)合省16部門于12月28日(ri)進(jin)行(xing)印發(fa),對產業發(fa)展(zhan)進(jin)行(xing)了統籌(chou)謀劃(hua)和總(zong)體部署。2024年2月29日,為(wei)促進(jin)濰坊(fang)(fang)(fang)市(shi)新(xin)(xin)能源(yuan)汽車(che)產業發(fa)展、構建高質量充(chong)電基礎設(she)施體系、推動新(xin)(xin)能源(yuan)汽車(che)下鄉,濰坊(fang)(fang)(fang)市(shi)發(fa)展和改(gai)革委(wei)員會等十四部(bu)門印發(fa)了《濰坊(fang)(fang)(fang)市(shi)推動新(xin)(xin)能源(yuan)汽車(che)下鄉實施方案》(濰發(fa)改(gai)能源(yuan)〔2024〕64號),更好滿足人民群眾購置和使(shi)用新(xin)(xin)能源(yuan)汽車(che)的需要,持(chi)續拓展農(nong)村(cun)新(xin)(xin)能源(yuan)汽車(che)消費市(shi)場空間。為全面(mian)貫徹落(luo)實國家(jia)新(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)產(chan)業發(fa)(fa)展戰略(lve)、提速(su)全市(shi)(shi)充(chong)電(dian)(dian)基礎(chu)設施建設、助力農村地(di)區新(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)市(shi)(shi)場消費,按(an)照《山東省電(dian)(dian)動(dong)汽(qi)(qi)車(che)(che)充(chong)電(dian)(dian)基礎(chu)設施“十(shi)四五”發(fa)(fa)展規劃(修(xiu)(xiu)訂稿)》有關要求,我(wo)們在全面(mian)總(zong)結(jie)“十(shi)三五”及“十(shi)四五”前三年發(fa)(fa)展經驗的基礎(chu)上(shang),深入(ru)調研、科學(xue)論證,結(jie)合當前工作實際和未來發(fa)(fa)展趨勢,組織對(dui)《濰坊市(shi)(shi)電(dian)(dian)動(dong)汽(qi)(qi)車(che)(che)充(chong)電(dian)(dian)基礎(chu)設施“十(shi)四五”發(fa)(fa)展規劃》進行了修(xiu)(xiu)訂。(一)電動汽(qi)車保(bao)有量快(kuai)速增長截至(zhi)2023年(nian)底,濰(wei)坊(fang)市(shi)新能(neng)源(yuan)汽(qi)車(che)保有(you)量(liang)約(yue)11.16萬(wan)輛(liang)(liang)(liang),占機動(dong)車(che)保有(you)量(liang)的(de)3.34%,新能(neng)源(yuan)汽(qi)車(che)滲透(tou)率(當年(nian)新能(neng)源(yuan)汽(qi)車(che)銷(xiao)(xiao)量(liang)/全部汽(qi)車(che)銷(xiao)(xiao)量(liang))32.6%。分類(lei)型看,我市(shi)電(dian)(dian)動(dong)公交車(che)約(yue)1200輛(liang)(liang)(liang),電(dian)(dian)動(dong)出(chu)租車(che)(含網約(yue)車(che))約(yue)3800輛(liang)(liang)(liang),物流、中(zhong)重(zhong)型貨運(yun)等(deng)電(dian)(dian)動(dong)專用車(che)約(yue)3700輛(liang)(liang)(liang),單位(wei)電(dian)(dian)動(dong)乘用車(che)約(yue)1.2萬(wan)輛(liang)(liang)(liang),私(si)人電(dian)(dian)動(dong)汽(qi)車(che)約(yue)9.1萬(wan)輛(liang)(liang)(liang)。(二)充電(dian)網(wang)絡體系初步形成(cheng)根據(ju)山東省(sheng)(sheng)充(chong)(chong)電(dian)(dian)(dian)(dian)基礎設施信息公(gong)(gong)(gong)共服務(wu)平臺(tai)(tai)(以下簡稱(cheng)“省(sheng)(sheng)平臺(tai)(tai)”)數(shu)據(ju),截(jie)至2023年底,濰坊市全市公(gong)(gong)(gong)共、專(zhuan)用(yong)(yong)充(chong)(chong)電(dian)(dian)(dian)(dian)站(zhan)(zhan)已達1023座,充(chong)(chong)電(dian)(dian)(dian)(dian)樁11100臺(tai)(tai),接入(ru)省(sheng)(sheng)平臺(tai)(tai)充(chong)(chong)電(dian)(dian)(dian)(dian)樁數(shu)量9524臺(tai)(tai)。其中,公(gong)(gong)(gong)共充(chong)(chong)電(dian)(dian)(dian)(dian)站(zhan)(zhan)920座、公(gong)(gong)(gong)共充(chong)(chong)電(dian)(dian)(dian)(dian)樁9943臺(tai)(tai),已實現“縣(xian)縣(xian)全覆(fu)蓋”,從(cong)鎮街分布看,全市122個(ge)鄉(xiang)鎮街道中已有100個(ge)建有公(gong)(gong)(gong)共直(zhi)流(liu)充(chong)(chong)電(dian)(dian)(dian)(dian)站(zhan)(zhan),覆(fu)蓋率82%;專(zhuan)用(yong)(yong)充(chong)(chong)電(dian)(dian)(dian)(dian)站(zhan)(zhan)103座、專(zhuan)用(yong)(yong)充(chong)(chong)電(dian)(dian)(dian)(dian)樁1157臺(tai)(tai),主(zhu)(zhu)要以公(gong)(gong)(gong)交(jiao)專(zhuan)用(yong)(yong)及(ji)單位內(nei)部專(zhuan)用(yong)(yong)為(wei)主(zhu)(zhu)。居民個(ge)人(ren)充(chong)(chong)電(dian)(dian)(dian)(dian)樁從(cong)2022年開始(shi)出(chu)現“爆發式(shi)”增長(chang),至2023年底個(ge)人(ren)充(chong)(chong)電(dian)(dian)(dian)(dian)樁保有量為(wei)24130臺(tai)(tai)。濰坊市充電(dian)基礎設施整體建設布局處于全省前列,適度超(chao)前、智能高效、開(kai)放共享的電(dian)動汽車充電(dian)服(fu)務網絡體系(xi)初步形成(cheng)。濰(wei)坊市(shi)不(bu)斷優(you)(you)化(hua)充(chong)電(dian)(dian)基(ji)礎(chu)設(she)(she)(she)(she)施發展(zhan)(zhan)頂層設(she)(she)(she)(she)計,加(jia)大政(zheng)(zheng)策支(zhi)持力度,相繼出(chu)臺了(le)(le)一(yi)系列政(zheng)(zheng)策措施,覆(fu)蓋規(gui)劃建(jian)設(she)(she)(she)(she)、運營(ying)管(guan)理(li)、財政(zheng)(zheng)獎補(bu)、充(chong)電(dian)(dian)優(you)(you)惠、建(jian)筑物配(pei)建(jian)充(chong)電(dian)(dian)樁要求等內容的充(chong)電(dian)(dian)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)和(he)發展(zhan)(zhan)的政(zheng)(zheng)策支(zhi)撐體系逐步完善。2016年以來,我市(shi)先后印發《關于加(jia)快全(quan)市(shi)電(dian)(dian)動(dong)汽車(che)充(chong)電(dian)(dian)基(ji)礎(chu)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)的實(shi)施意(yi)見》(濰(wei)政(zheng)(zheng)辦發〔2016〕12號(hao))、《進(jin)一(yi)步加(jia)強(qiang)和(he)規(gui)范我市(shi)電(dian)(dian)動(dong)汽車(che)充(chong)電(dian)(dian)基(ji)礎(chu)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)運營(ying)管(guan)理(li)實(shi)施方案》(濰(wei)發改能(neng)源(yuan)〔2020〕194號(hao))等文件,為全(quan)市(shi)充(chong)電(dian)(dian)基(ji)礎(chu)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)發展(zhan)(zhan)提供了(le)(le)政(zheng)(zheng)策保障(zhang)。2023年,國務(wu)院辦(ban)(ban)公廳出(chu)臺(tai)《關于進一步構建高質(zhi)量充電(dian)基(ji)礎設(she)施(shi)體系的(de)指導意見》(國辦(ban)(ban)發(fa)(fa)〔2023〕19號(hao)),國家發(fa)(fa)展(zhan)改(gai)革委(wei)、國家能(neng)源(yuan)(yuan)局出(chu)臺(tai)《關于加快推(tui)(tui)進充電(dian)基(ji)礎設(she)施(shi)建設(she)更(geng)好支持新能(neng)源(yuan)(yuan)汽車下(xia)鄉(xiang)(xiang)和鄉(xiang)(xiang)村振興(xing)的(de)實(shi)施(shi)意見》(發(fa)(fa)改(gai)綜合〔2023〕545號(hao)),山東省(sheng)發(fa)(fa)展(zhan)和改(gai)革委(wei)員會(hui)出(chu)臺(tai)《山東省(sheng)推(tui)(tui)動(dong)(dong)新能(neng)源(yuan)(yuan)汽車下(xia)鄉(xiang)(xiang)三年行動(dong)(dong)計劃(2023-2025年)》(魯政字〔2023〕155號(hao))、山東省(sheng)能(neng)源(yuan)(yuan)局印發(fa)(fa)《山東省(sheng)電(dian)動(dong)(dong)汽車充電(dian)基(ji)礎設(she)施(shi)“十四五”發(fa)(fa)展(zhan)規劃(修(xiu)訂稿)》(魯發(fa)(fa)改(gai)能(neng)源(yuan)(yuan)〔2023〕1037號(hao)),加快推(tui)(tui)進充電(dian)基(ji)礎設(she)施(shi)建設(she),推(tui)(tui)動(dong)(dong)充電(dian)服務(wu)網絡向鄉(xiang)(xiang)鎮地(di)區延伸,全力服務(wu)新能(neng)源(yuan)(yuan)汽車下(xia)鄉(xiang)(xiang)和鄉(xiang)(xiang)村振興(xing)。2024年2月,為全面(mian)貫徹落實(shi)國家(jia)、山東省的部署要求,濰坊市(shi)發展(zhan)和(he)改革委員會印發《濰坊市(shi)推動新(xin)能源汽車下鄉實(shi)施方案》,對行業健康有(you)序發展(zhan)起到(dao)了極大的促進(jin)作用(yong)。當前,我國新(xin)能(neng)源汽(qi)車(che)進(jin)入加速發展(zhan)新(xin)階段,產業疊加交匯、融合發展(zhan)勢頭明顯。2023年(nian)4月以(yi)來(lai),中央(yang)政(zheng)治(zhi)局會議、國務院常務會議相(xiang)繼(ji)研究部署充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建設(she)(she)(she)(she)(she)、新(xin)能(neng)源汽(qi)車(che)下鄉(xiang)等工作。《關(guan)于(yu)進(jin)一(yi)步構建高(gao)質(zhi)量充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)體(ti)系的指(zhi)導意見》提(ti)(ti)出(chu),充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)體(ti)系構建的總體(ti)要求和2030年(nian)發展(zhan)目標,設(she)(she)(she)(she)(she)計優化(hua)完善的充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)網(wang)絡布局,規劃充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)重點區(qu)(qu)(qu)域建設(she)(she)(she)(she)(she)方案,特別是指(zhi)出(chu)建設(she)(she)(she)(she)(she)有效覆蓋的農(nong)(nong)村(cun)(cun)地(di)區(qu)(qu)(qu)充(chong)電(dian)(dian)(dian)網(wang)絡。《關(guan)于(yu)加快推進(jin)充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建設(she)(she)(she)(she)(she)更好(hao)支持新(xin)能(neng)源汽(qi)車(che)下鄉(xiang)和鄉(xiang)村(cun)(cun)振興的實施(shi)(shi)(shi)意見》明確提(ti)(ti)出(chu)創(chuang)新(xin)農(nong)(nong)村(cun)(cun)地(di)區(qu)(qu)(qu)充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施(shi)(shi)(shi)建設(she)(she)(she)(she)(she)運營維護模式以(yi)及(ji)支持農(nong)(nong)村(cun)(cun)地(di)區(qu)(qu)(qu)購(gou)買使用新(xin)能(neng)源汽(qi)車(che)的一(yi)系列措施(shi)(shi)(shi)。《關(guan)于(yu)開展(zhan)2023年(nian)新(xin)能(neng)源汽(qi)車(che)下鄉(xiang)活動的通知》提(ti)(ti)出(chu)促(cu)進(jin)農(nong)(nong)村(cun)(cun)地(di)區(qu)(qu)(qu)新(xin)能(neng)源汽(qi)車(che)推廣應(ying)用,引導農(nong)(nong)村(cun)(cun)居民綠色出(chu)行。《山(shan)東省(sheng)推(tui)動新能源(yuan)汽(qi)車下鄉(xiang)(xiang)三(san)年(nian)(nian)(nian)(nian)行(xing)動計劃(2023-2025年(nian)(nian)(nian)(nian))》提出,到(dao)2023年(nian)(nian)(nian)(nian)底(di),全(quan)省(sheng)新能源(yuan)汽(qi)車保有量增(zeng)長35%、達(da)到(dao)140萬(wan)(wan)輛,公(gong)共(gong)(gong)(gong)(gong)、居(ju)(ju)民(min)(min)(min)充(chong)電(dian)基礎(chu)(chu)設(she)(she)施分(fen)別達(da)到(dao)11萬(wan)(wan)臺、35萬(wan)(wan)臺;到(dao)2025年(nian)(nian)(nian)(nian)底(di),全(quan)省(sheng)新能源(yuan)汽(qi)車保有量達(da)到(dao)240萬(wan)(wan)輛,公(gong)共(gong)(gong)(gong)(gong)、居(ju)(ju)民(min)(min)(min)充(chong)電(dian)基礎(chu)(chu)設(she)(she)施分(fen)別達(da)到(dao)18萬(wan)(wan)臺和(he)90萬(wan)(wan)臺以上(shang),實(shi)現(xian)公(gong)共(gong)(gong)(gong)(gong)充(chong)電(dian)站“鄉(xiang)(xiang)鄉(xiang)(xiang)全(quan)覆(fu)(fu)蓋”。《山(shan)東省(sheng)電(dian)動汽(qi)車充(chong)電(dian)基礎(chu)(chu)設(she)(she)施“十四五(wu)”發展規劃(修(xiu)訂稿)》提出加大充(chong)電(dian)基礎(chu)(chu)設(she)(she)施建設(she)(she)力度(du)和(he)配套電(dian)網改造投入,到(dao)2025年(nian)(nian)(nian)(nian)底(di),全(quan)省(sheng)公(gong)共(gong)(gong)(gong)(gong)、居(ju)(ju)民(min)(min)(min)充(chong)電(dian)基礎(chu)(chu)設(she)(she)施分(fen)別達(da)到(dao)18萬(wan)(wan)臺和(he)90萬(wan)(wan)臺以上(shang);農村地(di)區(qu)公(gong)共(gong)(gong)(gong)(gong)、居(ju)(ju)民(min)(min)(min)充(chong)電(dian)基礎(chu)(chu)設(she)(she)施分(fen)別達(da)到(dao)1萬(wan)(wan)臺和(he)15萬(wan)(wan)臺以上(shang),實(shi)現(xian)公(gong)共(gong)(gong)(gong)(gong)充(chong)電(dian)站“鄉(xiang)(xiang)鄉(xiang)(xiang)全(quan)覆(fu)(fu)蓋”,基本建成覆(fu)(fu)蓋廣泛(fan)、布局合理、智能高(gao)效、安(an)全(quan)共(gong)(gong)(gong)(gong)享的高(gao)質量充(chong)電(dian)基礎(chu)(chu)設(she)(she)施體系。這些政策(ce)文(wen)件的出(chu)臺,有力支撐新能源汽車產業發(fa)展,有效滿足人(ren)民群眾出(chu)行(xing)充電需(xu)求(qiu),并對(dui)加快(kuai)推進(jin)農村地區充電基礎設(she)施建設(she)作出(chu)了系統部署。充電基礎設(she)施在能源和交通運輸(shu)體系轉型升級的雙重(zhong)推動下,必將(jiang)迎來高速(su)發(fa)展階(jie)段。“十三(san)五”及“十四五”前三(san)年期間,濰坊市電(dian)(dian)動汽車(che)推(tui)(tui)廣應用與充電(dian)(dian)基(ji)礎設(she)施(shi)建(jian)設(she)取得了(le)較好的(de)(de)成績,充電(dian)(dian)基(ji)礎設(she)施(shi)基(ji)本支撐(cheng)了(le)新(xin)能源汽車(che)的(de)(de)起(qi)步發(fa)(fa)展(zhan)。但(dan)由于充電(dian)(dian)基(ji)礎設(she)施(shi)的(de)(de)發(fa)(fa)展(zhan)建(jian)設(she)受到城市規劃、建(jian)設(she)用地(di)、建(jian)筑物及配電(dian)(dian)網改(gai)造、居住地(di)安裝條件、建(jian)設(she)推(tui)(tui)廣模(mo)式、民眾接受程度等各方面因素(su)的(de)(de)影響與制約,發(fa)(fa)展(zhan)矛盾與競爭(zheng)并(bing)存,未來充電(dian)(dian)基(ji)礎設(she)施(shi)發(fa)(fa)展(zhan)還面臨一些問(wen)題(ti)和(he)挑戰。(一)充電基(ji)礎(chu)設施分(fen)布不均衡濰(wei)坊市(shi)(shi)充(chong)電(dian)(dian)基(ji)礎設施增長迅速,基(ji)本(ben)滿足電(dian)(dian)動汽車出(chu)行需(xu)求(qiu),但仍存(cun)在(zai)地(di)域(yu)不均衡、城(cheng)鄉差距大、供需(xu)不能(neng)完全匹配等(deng)問題。在(zai)地(di)域(yu)分(fen)布上(shang),諸城(cheng)、壽光、臨朐等(deng)縣(市(shi)(shi))整體(ti)保有量(liang)相(xiang)對較高,安丘、昌樂、奎(kui)文等(deng)地(di)充(chong)電(dian)(dian)樁(zhuang)布局少,充(chong)電(dian)(dian)難問題較突出(chu)。現(xian)狀90%以(yi)上(shang)充(chong)電(dian)(dian)基(ji)礎設施主要集中在(zai)市(shi)(shi)區(qu)及縣(市(shi)(shi)區(qu))城(cheng)區(qu),鄉鎮(zhen)、農村(cun)分(fen)布數量(liang)不足10%,且建(jian)設相(xiang)對分(fen)散,公(gong)用(yong)充(chong)電(dian)(dian)基(ji)礎設施數量(liang)不足,充(chong)電(dian)(dian)服務(wu)能(neng)力(li)相(xiang)對薄弱,制約(yue)了農村(cun)地(di)區(qu)新能(neng)源汽車消(xiao)費潛力(li)的釋放(fang)。部分(fen)區(qu)域(yu)存(cun)在(zai)充(chong)電(dian)(dian)樁(zhuang)供過于求(qiu)、充(chong)電(dian)(dian)樁(zhuang)閑置率(lv)高的情(qing)況,但多數區(qu)域(yu)普遍存(cun)在(zai)谷電(dian)(dian)時間(jian)段排隊充(chong)電(dian)(dian)的現(xian)象。(二)公(gong)用充(chong)電(dian)基礎設施建設條件(jian)受(shou)限(xian)在省、市(shi)兩級(ji)支持(chi)充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)政策的(de)(de)鼓(gu)勵下,運(yun)(yun)營(ying)企業(ye)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)積極性不(bu)斷提高,但(dan)集中式(shi)充(chong)(chong)(chong)(chong)電(dian)(dian)站建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)需(xu)一定規模的(de)(de)土地,中心城區(qu)土地資源緊張(zhang),權(quan)屬復雜,部分(fen)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)需(xu)要電(dian)(dian)力配套改(gai)造,導(dao)致充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)受到(dao)(dao)一定制約。充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)運(yun)(yun)營(ying)主(zhu)體(ti)存在“重建(jian)(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)、輕(qing)運(yun)(yun)營(ying)”的(de)(de)現象(xiang),設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)的(de)(de)運(yun)(yun)營(ying)管(guan)理和服(fu)務不(bu)夠規范,導(dao)致部分(fen)充(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)不(bu)能得(de)到(dao)(dao)及(ji)時維護(hu),導(dao)致充(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)不(bu)能得(de)到(dao)(dao)及(ji)時維護(hu),同時油車占位、充(chong)(chong)(chong)(chong)電(dian)(dian)樁位置(zhi)隱蔽(bi)、支付結算環節(jie)繁瑣(suo)等(deng)現象(xiang)也影(ying)響(xiang)到(dao)(dao)設(she)(she)(she)(she)(she)(she)(she)施(shi)(shi)使(shi)用(yong)效率(lv),在視頻監控(kong)、智能地鎖應用(yong)和企業(ye)充(chong)(chong)(chong)(chong)電(dian)(dian)平(ping)臺智能化水平(ping)上仍需(xu)加強(qiang)。(三)老舊(jiu)居住區充電基礎(chu)設施安裝情況復(fu)雜(za)部(bu)分(fen)老舊居住區(qu)充(chong)電(dian)基礎設(she)(she)施(shi)建設(she)(she)受到電(dian)源容(rong)量不(bu)(bu)足、改(gai)造空間受限、停車泊位不(bu)(bu)足、缺乏(fa)規(gui)劃等制約因素影響,不(bu)(bu)具備(bei)設(she)(she)施(shi)安(an)裝(zhuang)條件,存在“安(an)裝(zhuang)難(nan)”、“用電(dian)難(nan)”等問題,設(she)(she)施(shi)建設(she)(she)不(bu)(bu)足,不(bu)(bu)能滿足車主(zhu)便捷充(chong)電(dian)訴求。同時,小(xiao)區(qu)新(xin)建充(chong)電(dian)基礎設(she)(she)施(shi)需通過社(she)區(qu)、物(wu)業、電(dian)力、居民(min)等多方協商,各方對安(an)裝(zhuang)設(she)(she)施(shi)及(ji)充(chong)電(dian)過程(cheng)中安(an)全(quan)責(ze)任劃分(fen)不(bu)(bu)清(qing)存在擔憂,通常難(nan)以兼顧(gu)各方利益(yi),導(dao)致充(chong)電(dian)基礎設(she)(she)施(shi)建設(she)(she)困難(nan)。第二(er)章 總體要(yao)求(qiu)和目標本次規(gui)劃充(chong)分與濰(wei)坊市國土空間總(zong)體規(gui)劃確定(ding)的規(gui)劃范圍進行銜接,其中:規劃總(zong)范(fan)圍:濰坊(fang)市(shi)全市(shi)域。包括奎文區(qu)(qu)、濰城區(qu)(qu)、坊(fang)子區(qu)(qu)、寒亭區(qu)(qu)(含(han)經濟區(qu)(qu))、青(qing)州市(shi)、諸城市(shi)、壽光市(shi)、安丘市(shi)、高密(mi)市(shi)、昌(chang)邑市(shi)、臨朐縣、昌(chang)樂縣、高新(xin)區(qu)(qu)(含(han)保(bao)稅(shui)區(qu)(qu))、濱海區(qu)(qu)、峽山(shan)區(qu)(qu)等全部縣市(shi)區(qu)(qu)范(fan)圍。重點規劃范圍:濰(wei)坊市中心(xin)城區(qu)。與濰(wei)坊市國土(tu)空間總體(ti)規劃確定的中心(xin)城區(qu)范圍邊界保持一致。堅持以習近平(ping)新時代中(zhong)國特色社會(hui)主義思想為指(zhi)導,全(quan)(quan)面貫徹黨的(de)二(er)十大精神,聚(ju)焦(jiao)“雙碳(tan)(tan)”戰略目標,錨定“走在前、開新局(ju)”,把(ba)實施擴(kuo)大內需戰略同供(gong)(gong)給(gei)側結構性(xing)改革有機結合(he)起來(lai),挖(wa)掘釋放農(nong)村(cun)地(di)區新能(neng)源汽車(che)消(xiao)費需求(qiu),完(wan)善充電(dian)基(ji)礎設(she)施網絡,優(you)化(hua)新能(neng)源汽車(che)市(shi)場供(gong)(gong)給(gei),構建(jian)與(yu)(yu)濰坊(fang)市(shi)電(dian)動汽車(che)發展相(xiang)適應的(de)高質量充電(dian)基(ji)礎設(she)施體(ti)(ti)系(xi)(xi),建(jian)立(li)全(quan)(quan)鏈條(tiao)全(quan)(quan)覆蓋的(de)配套(tao)保障、消(xiao)費服務、政策(ce)支持和安(an)全(quan)(quan)監管體(ti)(ti)系(xi)(xi),更(geng)好滿足人(ren)民群眾(zhong)購置(zhi)和使(shi)用新能(neng)源汽車(che)需要,助力推(tui)進交通運輸(shu)綠色低碳(tan)(tan)轉型與(yu)(yu)現代化(hua)基(ji)礎設(she)施體(ti)(ti)系(xi)(xi)建(jian)設(she)。踐行綠色(se)交通、低碳(tan)發展、智能(neng)管理(li)(li)理(li)(li)念,從交通領域推動并(bing)實(shi)現(xian)區域資源(yuan)節約、環境(jing)友(you)好,綠色(se)、低碳(tan)、安全、智慧的可持(chi)續(xu)發展。根據濰坊市實(shi)際(ji)情況,本(ben)規劃統籌(chou)考慮新能(neng)源(yuan)汽車推廣(guang)、充電(dian)基礎設施網絡建(jian)設、國(guo)土空間布局、電(dian)網發展規劃等方面內容,主要遵循(xun)以下原則(ze):(一(yi))統(tong)籌規劃、適度(du)超前(qian)加強充(chong)電基礎設(she)(she)施(shi)發展(zhan)頂層設(she)(she)計(ji),堅(jian)持從(cong)發展(zhan)全(quan)局的高度統籌充(chong)電基礎設(she)(she)施(shi)規(gui)(gui)劃(hua),做好(hao)與配套電網、國土空間總體(ti)規(gui)(gui)劃(hua)的銜接,科(ke)學(xue)確定建設(she)(she)規(gui)(gui)劃(hua)、空間布局和(he)推進(jin)時序(xu),合理預測、適度超前(qian)規(gui)(gui)劃(hua)充(chong)電基礎設(she)(she)施(shi),形成(cheng)完(wan)善的充(chong)電網絡服務(wu)體(ti)系,滿足城鄉電動汽車充(chong)電需(xu)求(qiu)和(he)新能源汽車產業發展(zhan)需(xu)要。根據不(bu)同場(chang)所、不(bu)同類型(xing)的電(dian)動(dong)汽車充(chong)電(dian)需求,堅持(chi)集約發(fa)展理念,因地(di)制(zhi)宜、公(gong)私結合(he)、分類有序推進公(gong)用(yong)、專用(yong)、自用(yong)充(chong)電(dian)基礎設(she)施發(fa)展,促(cu)進分類高效互補(bu)。(三(san))近(jin)遠結合、建(jian)管并舉促進(jin)充電(dian)基礎設施(shi)布局建設跟(gen)隨城市(shi)空間(jian)(jian)推進(jin),逐步實現服(fu)務(wu)全覆蓋。采用多(duo)種模式(shi)參與充電(dian)基礎設施(shi)建設運(yun)營,充分(fen)發揮政(zheng)(zheng)府相關部門之(zhi)間(jian)(jian)、政(zheng)(zheng)府與企(qi)業、市(shi)場之(zhi)間(jian)(jian)的協作,完善(shan)充電(dian)基礎設施(shi)建設配套政(zheng)(zheng)策環境(jing)。堅持市場(chang)化發(fa)展(zhan)(zhan)方(fang)向,強(qiang)化企(qi)業主體地位,加強(qiang)政策引導,充(chong)(chong)分(fen)發(fa)揮市場(chang)主導作用,創新充(chong)(chong)電基礎設施建設運營模式,提升創新應(ying)用示范效(xiao)應(ying),實現充(chong)(chong)電運營健康可持續發(fa)展(zhan)(zhan)。以構建(jian)覆蓋濰坊市全域的(de)(de)充(chong)電(dian)基(ji)礎(chu)設(she)施服(fu)務(wu)網絡、促進各類型新能(neng)源(yuan)汽(qi)車(che)發展(zhan)應用為(wei)(wei)(wei)出(chu)發點,以提(ti)升電(dian)動汽(qi)車(che)充(chong)電(dian)保障能(neng)力為(wei)(wei)(wei)工作指導(dao)綱領,建(jian)成以用戶居(ju)住(zhu)地停車(che)位(wei)、公交等專(zhuan)用停車(che)場配建(jian)的(de)(de)專(zhuan)(自)用充(chong)電(dian)基(ji)礎(chu)設(she)施為(wei)(wei)(wei)主,以城(cheng)鄉(xiang)公共充(chong)換電(dian)站(zhan)和單位(wei)內部充(chong)電(dian)基(ji)礎(chu)設(she)施為(wei)(wei)(wei)輔,以城(cheng)際快充(chong)為(wei)(wei)(wei)補(bu)充(chong)的(de)(de)智能(neng)、高效、互(hu)補(bu)的(de)(de)充(chong)換電(dian)服(fu)務(wu)網絡。到2025年(nian),濰坊市(shi)全(quan)市(shi)各類公(gong)共(gong)(gong)充電(dian)(dian)(dian)基(ji)礎設(she)施達到13400臺(tai),基(ji)本(ben)建成樁站(zhan)先(xian)行(xing)、覆蓋廣泛(fan)、布局合理、智能高效、運行(xing)規范、安全(quan)共(gong)(gong)享(xiang)的高質量充電(dian)(dian)(dian)基(ji)礎設(she)施網絡(luo)體系,新能源汽車(che)和充電(dian)(dian)(dian)基(ji)礎設(she)施產業發展(zhan)邁出堅(jian)實步(bu)伐。農村地(di)區公(gong)共(gong)(gong)充電(dian)(dian)(dian)基(ji)礎設(she)施達到740臺(tai),實現公(gong)共(gong)(gong)充電(dian)(dian)(dian)站(zhan)“鄉鄉全(quan)覆蓋”。農村公(gong)路通(tong)達和服(fu)務保(bao)障(zhang)能力大幅(fu)提(ti)升,有(you)效保(bao)障(zhang)居民綠色安全(quan)出行(xing)。到2025年,在濰坊中(zhong)心城區(qu)、縣(xian)(xian)級(ji)市中(zhong)心區(qu)域平均分布建(jian)設大中(zhong)小型(xing)公共(gong)(gong)直(zhi)流快(kuai)(kuai)充站。其中(zhong)在中(zhong)心城區(qu)建(jian)成(cheng)2座(zuo)(zuo)以上(shang)大型(xing)公共(gong)(gong)直(zhi)流快(kuai)(kuai)充站,5座(zuo)(zuo)以上(shang)中(zhong)型(xing)公共(gong)(gong)直(zhi)流快(kuai)(kuai)充站;在縣(xian)(xian)級(ji)城市城區(qu)建(jian)成(cheng)2座(zuo)(zuo)以上(shang)中(zhong)型(xing)公共(gong)(gong)直(zhi)流快(kuai)(kuai)充站,5座(zuo)(zuo)以上(shang)小型(xing)公共(gong)(gong)直(zhi)流快(kuai)(kuai)充站;鄉鎮(zhen)至少(shao)建(jian)成(cheng)1座(zuo)(zuo)小型(xing)直(zhi)流快(kuai)(kuai)充站。表2.1 到(dao)2025年,在公(gong)(gong)(gong)(gong)共(gong)(gong)領(ling)(ling)域,特(te)別(bie)是在城市(shi)大型公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)停(ting)(ting)車(che)場(chang)、社會公(gong)(gong)(gong)(gong)共(gong)(gong)停(ting)(ting)車(che)場(chang)、高速公(gong)(gong)(gong)(gong)路服務區、國省干道停(ting)(ting)車(che)區等(deng)關鍵場(chang)所,因地(di)制宜、分類實施(shi)(shi),配建(jian)(jian)(jian)(jian)(jian)以直流快充為(wei)主的公(gong)(gong)(gong)(gong)共(gong)(gong)充電(dian)基礎(chu)設(she)施(shi)(shi),有(you)效提(ti)升新(xin)(xin)能(neng)源汽車(che)的普(pu)及率、緩解充電(dian)焦慮以及促進綠色出行;在專(zhuan)用(yong)(yong)領(ling)(ling)域,重點是在公(gong)(gong)(gong)(gong)交(jiao)、物流、環衛、港(gang)口、單(dan)位內(nei)部等(deng)專(zhuan)用(yong)(yong)車(che)停(ting)(ting)車(che)場(chang)建(jian)(jian)(jian)(jian)(jian)設(she)充電(dian)基礎(chu)設(she)施(shi)(shi),為(wei)相應專(zhuan)用(yong)(yong)領(ling)(ling)域提(ti)供便捷充電(dian)服務;居民(min)充電(dian)基礎(chu)設(she)施(shi)(shi)領(ling)(ling)域,以“智能(neng)有(you)序交(jiao)流充電(dian)”為(wei)主、小(xiao)功率直流充電(dian)等(deng)多(duo)元化充電(dian)方式為(wei)輔,新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)小(xiao)區按照配建(jian)(jian)(jian)(jian)(jian)要求(qiu)、老舊小(xiao)區結合改造提(ti)升和城市(shi)更新(xin)(xin)等(deng)工作(zuo),大力推進充電(dian)基礎(chu)設(she)施(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she),滿足(zu)私人電(dian)動乘用(yong)(yong)車(che)充電(dian)需(xu)求(qiu)。(四(si))中心城區發(fa)展(zhan)目標到2025年,中(zhong)心(xin)城(cheng)區新(xin)增充(chong)(chong)電樁約占(zhan)全(quan)市域范圍內新(xin)增充(chong)(chong)電樁的25%,創建充(chong)(chong)電基礎設施建設樣板(ban)區。(五)農(nong)村地區(qu)發展目(mu)標到2025年,新能源汽(qi)車(che)下鄉工(gong)作取得顯著成效,對(dui)新能源汽(qi)車(che)消費(fei)拉動(dong)效應更(geng)加(jia)凸顯,農村地區實現充電基礎設(she)施“鄉鄉全(quan)覆蓋”。積(ji)極(ji)爭(zheng)創省級公共充電基礎設(she)施建設(she)試點縣、鄉鎮。第三章(zhang) 需(xu)求(qiu)預測(ce)一、電動汽車推(tui)廣應(ying)用情況(kuang)預測(一(yi))汽車(che)保有量(liang)預測根據(ju)濰坊市汽車保(bao)有(you)量和增長趨(qu)勢,預計到2025年濰坊市汽車保(bao)有(you)總量約(yue)為347萬輛(liang)。隨著(zhu)社會經濟發(fa)展,新能源汽(qi)(qi)車示范效應(ying)的顯現,保(bao)有量會進一(yi)步增長(chang),預(yu)計(ji)到(dao)2025年底(di),濰(wei)坊市新能源汽(qi)(qi)車保(bao)有量將達到(dao)20萬輛(liang),其中濰(wei)坊市中心城區電動(dong)汽(qi)(qi)車保(bao)有量超過5萬輛(liang)。(三(san))電動(dong)汽車分類(lei)發(fa)展(zhan)規(gui)模(mo)預測(ce)1.各類電動汽車更(geng)新(xin)替代比(bi)例根據濰坊市推(tui)動(dong)公共領域(yu)車(che)輛電動(dong)化行動(dong)計(ji)劃,確定(ding)2025年(nian)各車(che)型的更(geng)新替代目標比例參(can)考值。電動(dong)公(gong)交車占新增(zeng)及更(geng)新的新能(neng)源車輛的80%。電動(dong)出租(zu)車(che)新增及更新比例達到40%。鼓勵引導黨政(zheng)機關和事業單位在(zai)更新(xin)(xin)公務車時積極采購(gou)新(xin)(xin)能源汽車、引導個(ge)人購(gou)買(mai)插電式混合動力或純電動乘用車,新(xin)(xin)增及更新(xin)(xin)比例(li)在(zai)規劃期內逐年(nian)增加(jia)。通過電(dian)動(dong)(dong)汽(qi)車保有(you)量(liang)測算(suan)方法(fa)以及(ji)確定(ding)的各(ge)類(lei)型車輛更新替(ti)代比例,分別(bie)計算(suan)濰坊市及(ji)中心城(cheng)區各(ge)類(lei)電(dian)動(dong)(dong)汽(qi)車的具體(ti)數量(liang)。預測2025年濰坊市各(ge)類(lei)型電(dian)動(dong)(dong)公交車、電(dian)動(dong)(dong)出租車、電(dian)動(dong)(dong)市政(zheng)車、電(dian)動(dong)(dong)公務車等(deng)車輛規模約2.5萬(wan)(wan)輛,電(dian)動(dong)(dong)私(si)家(jia)車數量(liang)將(jiang)超15萬(wan)(wan)輛;中心城(cheng)區電(dian)動(dong)(dong)私(si)家(jia)車規模將(jiang)超4萬(wan)(wan)輛。二(er)、充電(dian)基礎(chu)設施配置原(yuan)則依據《山東省電動汽車充電基(ji)(ji)(ji)礎(chu)設施(shi)“十四五”發展(zhan)規(gui)(gui)劃》以及濰坊市《關于印發進一步加強和規(gui)(gui)范(fan)我市電動汽車充電基(ji)(ji)(ji)礎(chu)設施(shi)建(jian)設運(yun)營管(guan)理(li)實施(shi)方(fang)案的(de)通知》、《濰坊市城鄉規(gui)(gui)劃管(guan)理(li)技(ji)術導則(ze)(2022版)》等文件要(yao)求,同時參考其他地(di)市設施(shi)建(jian)設標準,分區域、分車型(xing)、分場所(suo)明(ming)確充電基(ji)(ji)(ji)礎(chu)設施(shi)的(de)配置(zhi)原則(ze)。以滿足(zu)電動(dong)汽(qi)車充(chong)(chong)換(huan)電需求(qiu)為中心,充(chong)(chong)分考慮不同地區(qu)(qu)、不同領域(yu)電動(dong)汽(qi)車推(tui)廣應(ying)用(yong)情況,分車型(xing)、分場所配(pei)置充(chong)(chong)電基礎設施(shi)。優化出(chu)租、物(wu)流、環衛等(deng)專用(yong)車充(chong)(chong)電環境,大(da)力發(fa)展居民區(qu)(qu)充(chong)(chong)電基礎設施(shi),合理布局公共(gong)領域(yu)充(chong)(chong)換(huan)電站,提升高速公路服務區(qu)(qu)快(kuai)(kuai)充(chong)(chong)換(huan)電站覆蓋度,構建專(自)用(yong)為主、公用(yong)為輔、城(cheng)際快(kuai)(kuai)充(chong)(chong)為補(bu)充(chong)(chong)的充(chong)(chong)電基礎設施(shi)體系。(一(yi))分(fen)區(qu)域配置原(yuan)則根據《山東省電動汽車充電基(ji)礎(chu)設(she)施“十(shi)四五”發(fa)展規劃》要求(qiu)(qiu),在(zai)濰坊中(zhong)心(xin)城(cheng)區(qu)、縣級市中(zhong)心(xin)區(qu)域平均分布建設(she)大(da)中(zhong)小型公共(gong)直(zhi)流快(kuai)充站(其中(zhong)在(zai)中(zhong)心(xin)城(cheng)區(qu)建設(she)1-2座大(da)型公共(gong)直(zhi)流快(kuai)充站),以滿足出(chu)租車、網約車急劇增(zeng)長(chang)的充電需求(qiu)(qiu);在(zai)鄉鎮(zhen)區(qu)域,每個鄉鎮(zhen)應至少(shao)建設(she)一個小型直(zhi)流快(kuai)充站。表3.1公共領(ling)域不同地區充電站類型推薦(jian)配(pei)置(二)各類(lei)型車輛(liang)充電基(ji)礎設施配置原則公交、物流、環衛、機場(chang)租(zu)賃通勤、巡邏車(che)等定(ding)點或定(ding)線運行的公共服(fu)務(wu)領域電(dian)動(dong)(dong)汽(qi)車(che),以(yi)(yi)及(ji)重型卡(ka)車(che)、港口、礦山、出(chu)租(zu)等特定(ding)領域電(dian)動(dong)(dong)汽(qi)車(che),按(an)照運營需求,結(jie)合停車(che)場(chang)站情況,一般以(yi)(yi)車(che)樁比(bi)3:1配置(zhi)充電(dian)基(ji)礎設施。支持車(che)(che)電分離的物(wu)流、重型卡車(che)(che)、港口、礦山、出(chu)租等專用車(che)(che)領域,按(an)照運營(ying)需(xu)求,合(he)理配建換電設施。結合黨政(zheng)機關(guan)、企事業(ye)單位、園區內部停車(che)場配置專用(yong)充電(dian)樁,按車(che)樁比2:1配置充電(dian)基礎設(she)施。在居住(zhu)區內按用戶實(shi)際需求及安裝條(tiao)件進行配置。在公共領(ling)域,統籌利用公共充(chong)電基礎設施(shi)進行充(chong)電。(三)各類型場所充電(dian)基礎設(she)施配置原則落(luo)實新(xin)建(jian)居民小(xiao)(xiao)區停(ting)車(che)(che)位(wei)100%配建(jian)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設施(shi)或預留充(chong)(chong)(chong)電(dian)設施(shi)安裝條件,與(yu)主體(ti)建(jian)筑(zhu)同步設計、施(shi)工、驗收,滿足直(zhi)接裝表接電(dian)要求。個人(ren)停(ting)車(che)(che)位(wei)推薦(jian)以智能有(you)序充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)為(wei)(wei)主、小(xiao)(xiao)功率直(zhi)流充(chong)(chong)(chong)放電(dian)等多元化(hua)模(mo)式為(wei)(wei)輔,鼓勵(li)“多車(che)(che)一樁(zhuang)(zhuang)”或臨(lin)近車(che)(che)位(wei)共(gong)享(xiang)。鼓勵(li)車(che)(che)位(wei)不足、基(ji)(ji)礎(chu)設施(shi)較差的老舊小(xiao)(xiao)區,結合小(xiao)(xiao)區改造提(ti)升、城市更新(xin)等,在(zai)小(xiao)(xiao)區公(gong)共(gong)停(ting)車(che)(che)區域合理配置公(gong)共(gong)充(chong)(chong)(chong)電(dian)設施(shi),引入充(chong)(chong)(chong)電(dian)運(yun)營(ying)企業開(kai)展統(tong)建(jian)統(tong)管。大(da)型(xing)公共(gong)(gong)建(jian)筑(zhu)物停車場(chang)(chang)、社(she)會公共(gong)(gong)停車場(chang)(chang)、公共(gong)(gong)文(wen)化(hua)娛樂場(chang)(chang)所(suo)停車場(chang)(chang)、旅(lv)游景區停車場(chang)(chang),按(an)照“快慢互濟”的(de)原(yuan)則,以不低于停車位(wei)數量15%的(de)比(bi)例配建(jian)充電基礎(chu)設施(shi)。停車位(wei)選址應滿足充電基礎(chu)設施(shi)安(an)裝的(de)空間要求,并(bing)盡可能減少其他工程的(de)施(shi)工難度。公交、環(huan)衛(wei)、郵政、機場通勤(qin)等定(ding)點(dian)定(ding)線(xian)運行的(de)(de)公共(gong)(gong)服務領(ling)域電(dian)動(dong)汽車,優先在停車場站(zhan)配建充電(dian)基礎設施(shi)(shi),在道路(lu)沿(yan)途因地制宜建設快充站(zhan)。出租、物流(liu)、租賃、公安巡邏、電(dian)力(li)檢修等非定(ding)點(dian)定(ding)線(xian)運行的(de)(de)公共(gong)(gong)服務領(ling)域電(dian)動(dong)汽車,挖掘內部停車場站(zhan)資源,與(yu)城市公共(gong)(gong)充電(dian)基礎設施(shi)(shi)高效互補。鼓勵結(jie)合公共場所限時(shi)免費停(ting)車政策(ce),充(chong)分利(li)用黨政機關、事業(ye)單位、國有企(qi)業(ye)內部(bu)停(ting)車場資(zi)源(yuan),規劃建設(she)電(dian)動汽車專用停(ting)車位和充(chong)電(dian)基礎設(she)施,滿足(zu)群眾停(ting)車充(chong)電(dian)需求。新建(jian)(jian)(jian)高速公路(lu)服(fu)務(wu)區同步建(jian)(jian)(jian)設(she)(she)(she)電動汽車快(kuai)充(chong)(chong)設(she)(she)(she)施,已建(jian)(jian)(jian)高速公路(lu)服(fu)務(wu)區和(he)國省道停車區要按照(zhao)布局(ju)合(he)理(li)、互聯(lian)互通的要求(qiu)(qiu),加(jia)快(kuai)推(tui)進市域內快(kuai)充(chong)(chong)網(wang)絡布局(ju)和(he)建(jian)(jian)(jian)設(she)(she)(she),因地適宜布局(ju),合(he)理(li)建(jian)(jian)(jian)設(she)(she)(she)中小型(xing)公共(gong)直流(liu)快(kuai)充(chong)(chong)站,未(wei)來結合(he)場地條件(jian)和(he)充(chong)(chong)電需求(qiu)(qiu)逐步增加(jia)配建(jian)(jian)(jian)數量。全市2A級以(yi)上旅游景(jing)區(qu)實現充(chong)電(dian)站全覆蓋,滿足電(dian)動汽車用(yong)戶旅行補電(dian)需求。其中4A級及以(yi)上旅游景(jing)區(qu)按照配(pei)建充(chong)電(dian)基礎(chu)設(she)施(shi)車位比(bi)例不低于10%進(jin)行建設(she)。“十四五(wu)”期間(jian),濰(wei)坊(fang)將大力推進(jin)市(shi)(shi)域(yu)充(chong)電(dian)(dian)基(ji)(ji)礎設施(shi)建設,力爭2025年底,基(ji)(ji)本形成濰(wei)坊(fang)市(shi)(shi)全域(yu)充(chong)電(dian)(dian)基(ji)(ji)礎設施(shi)建設網絡體系。各類型充(chong)電(dian)(dian)基(ji)(ji)礎設施(shi)建設項目應做好(hao)與濰(wei)坊(fang)市(shi)(shi)國土空(kong)間(jian)總體規劃(hua)的銜接,并在下一步各縣市(shi)(shi)區充(chong)電(dian)(dian)基(ji)(ji)礎設施(shi)布(bu)局專(zhuan)項規劃(hua)中(zhong)進(jin)行(xing)落實(shi)(shi)。私家車(che)個(ge)人充(chong)電(dian)(dian)樁部(bu)分,根據電(dian)(dian)動汽車(che)的增長情(qing)況,結(jie)合實(shi)(shi)際需(xu)求按標(biao)準加以有序建設。(一)市域城際快充(chong)網絡規(gui)劃(hua)加快(kuai)(kuai)(kuai)市域城(cheng)(cheng)(cheng)際(ji)(ji)(ji)快(kuai)(kuai)(kuai)充(chong)網(wang)(wang)絡規(gui)(gui)劃,加強與國土空間總體(ti)規(gui)(gui)劃、控制性詳細規(gui)(gui)劃、各專(zhuan)項規(gui)(gui)劃的動態銜接,通過改建(jian)、擴建(jian)、新建(jian)等方(fang)式建(jian)設城(cheng)(cheng)(cheng)際(ji)(ji)(ji)快(kuai)(kuai)(kuai)充(chong)站(zhan)多座,基本形成高速城(cheng)(cheng)(cheng)際(ji)(ji)(ji)快(kuai)(kuai)(kuai)充(chong)站(zhan)——國省道(dao)快(kuai)(kuai)(kuai)充(chong)站(zhan)——客運(yun)專(zhuan)用(yong)站(zhan)快(kuai)(kuai)(kuai)充(chong)站(zhan)三(san)位一(yi)體(ti)的市域城(cheng)(cheng)(cheng)際(ji)(ji)(ji)快(kuai)(kuai)(kuai)充(chong)網(wang)(wang)絡。(二)市域(yu)旅(lv)游景區(qu)充(chong)電(dian)基礎(chu)設施規劃旅游景(jing)區充電(dian)(dian)(dian)設(she)施應參考電(dian)(dian)(dian)網負載能力及電(dian)(dian)(dian)網建(jian)(jian)設(she)規劃,合(he)理確(que)定實際建(jian)(jian)設(she)規模(mo),形成濰坊市域旅游景(jing)區充電(dian)(dian)(dian)基礎設(she)施布局建(jian)(jian)設(she)體系。推動充電服務網絡向鄉鎮(zhen)、農(nong)(nong)村地區有(you)序延伸。在鄉鎮(zhen)機關、供電所、商業建(jian)筑、交通(tong)樞紐(niu)場(chang)(chang)站(zhan)、公(gong)共(gong)停車(che)場(chang)(chang)、物(wu)流基地等場(chang)(chang)所建(jian)設(she)公(gong)共(gong)充電站(zhan),綜合考慮人口集(ji)聚度、新能(neng)(neng)源汽車(che)流量(liang)、電網路網配套保(bao)障能(neng)(neng)力等,加快(kuai)實現(xian)充電基礎設(she)施在適宜使用新能(neng)(neng)源汽車(che)的農(nong)(nong)村地區有(you)效覆蓋。(四)市域(yu)公共充(chong)電基礎設施規劃(hua)根據各(ge)縣(xian)市(shi)區每(mei)年電(dian)動汽車(che)的增長數(shu)量(liang),有(you)序(xu)進行(xing)公(gong)(gong)共充(chong)電(dian)基礎設(she)(she)施建(jian)設(she)(she),制定“十四五”期間(jian)后(hou)兩(liang)年公(gong)(gong)共充(chong)電(dian)基礎設(she)(she)施年度建(jian)設(she)(she)發展(zhan)目(mu)標。其中2024年底全(quan)市(shi)公(gong)(gong)共充(chong)電(dian)基礎設(she)(she)施保有(you)量(liang)達到11500臺,2025年底保有(you)量(liang)達到13400臺。(各(ge)縣(xian)市(shi)區公(gong)(gong)共充(chong)電(dian)基礎設(she)(she)施建(jian)設(she)(she)發展(zhan)目(mu)標見附件)二、中心(xin)城區(qu)充(chong)電基(ji)礎設施規劃至(zhi)2025年,結合(he)現(xian)狀公交(jiao)場站(zhan)及《濰坊市(shi)城市(shi)公共交(jiao)通發展規(gui)劃(hua)(2018-2035)》中的(de)規(gui)劃(hua)的(de)各類場站(zhan)配建公交(jiao)車充(chong)(chong)電(dian)站(zhan)。在具體建設時應做好與國土(tu)空(kong)間總體規(gui)劃(hua)、控制性詳細規(gui)劃(hua)、公交(jiao)專項規(gui)劃(hua)的(de)動(dong)態銜接(jie),根(gen)據實際需求及場地條件,對充(chong)(chong)電(dian)樁數量、功(gong)率及站(zhan)點數進(jin)行調整。2.出(chu)租車專(zhuan)用充換(huan)電(dian)設施規(gui)劃(hua)規劃期內電(dian)動出租(zu)車主要以使用公共充(chong)電(dian)基礎設施來滿(man)足充(chong)電(dian)需(xu)求。在有條件(jian)的情況下,預留一定的換電(dian)站(zhan)發(fa)展空間。至2025年(nian),結(jie)合《濰坊市(shi)(shi)中心城(cheng)區環境衛(wei)生專項(xiang)規(gui)劃》、《濰坊市(shi)(shi)中心城(cheng)市(shi)(shi)郵政設(she)(she)施(shi)布局規(gui)劃》中市(shi)(shi)政單位停車(che)場設(she)(she)置情(qing)況以及現(xian)狀濰坊市(shi)(shi)現(xian)有大型物流園區的(de)(de)位置情(qing)況,在50余(yu)處場站(zhan)設(she)(she)置市(shi)(shi)政專用車(che)充電站(zhan)。在具體建(jian)(jian)設(she)(she)時應做好(hao)與國土空(kong)間總體規(gui)劃、控(kong)制(zhi)性詳(xiang)細規(gui)劃、各(ge)專項(xiang)規(gui)劃的(de)(de)動(dong)態銜(xian)接,根據實際需求及場地條件進(jin)行合理調整,并同時統籌換電站(zhan)的(de)(de)推廣建(jian)(jian)設(she)(she)進(jin)行補電。4.公(gong)務車專用充(chong)電樁規劃(hua)結合現狀機關事業單位停車場,根(gen)據實際需求建設電動公務車專用充(chong)電樁。居住區以自用充電樁為(wei)主(zhu),公共車(che)位的專(zhuan)用充電樁為(wei)輔,一般為(wei)交流慢充樁。結合《濰坊市中心城區停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)專項規(gui)(gui)劃(hua)(hua)(2022-2035)》,選取獨立設置的(de)(de)社會公共(gong)停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)、大(da)(da)型公建設施停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)、旅游景點和城市公園停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)等設置公共(gong)充電(dian)站(zhan),按(an)照停(ting)(ting)(ting)(ting)車(che)位不低于15%的(de)(de)比例(li)配(pei)(pei)置充電(dian)基礎設施。同時(shi),結合對外開放(fang)停(ting)(ting)(ting)(ting)車(che)位大(da)(da)于30個(ge)的(de)(de)醫院、商(shang)場(chang)(chang)(chang)、酒店等配(pei)(pei)建停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)和占地面積較大(da)(da)的(de)(de)加(jia)油加(jia)氣站(zhan)等分散建設公共(gong)充電(dian)樁。在具體建設時(shi)應做好(hao)與國(guo)土空間(jian)總體規(gui)(gui)劃(hua)(hua)、控制(zhi)性詳細規(gui)(gui)劃(hua)(hua)以及停(ting)(ting)(ting)(ting)車(che)場(chang)(chang)(chang)專項規(gui)(gui)劃(hua)(hua)的(de)(de)動態(tai)銜接,根據實際需求(qiu)及場(chang)(chang)(chang)地條件,對充電(dian)樁數(shu)量、功率及站(zhan)點數(shu)進行(xing)調整。依托全(quan)市(shi)骨干(gan)交通網(wang)絡(luo),拓展(zhan)高速(su)公路(lu)(lu)充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)覆蓋廣度,補齊城際(ji)路(lu)(lu)網(wang)充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)短板(ban),打(da)造(zao)滿足電(dian)(dian)(dian)動汽車(che)中長途(tu)出行需(xu)求的城際(ji)充(chong)電(dian)(dian)(dian)網(wang)絡(luo)。聚(ju)焦(jiao)公共(gong)場(chang)所和居(ju)民區等區域,加(jia)(jia)密充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)布(bu)局(ju),加(jia)(jia)快(kuai)建設城市(shi)面狀(zhuang)、公路(lu)(lu)線(xian)狀(zhuang)、鄉村點狀(zhuang)的充(chong)電(dian)(dian)(dian)網(wang)絡(luo),全(quan)市(shi)公共(gong)充(chong)電(dian)(dian)(dian)基礎(chu)設施(shi)規模(mo)持續擴大,布(bu)局(ju)更(geng)加(jia)(jia)完善。以“兩區(qu)”(居(ju)住區(qu)、辦公(gong)區(qu))、“三中心(xin)(xin)”(商業中心(xin)(xin)、工(gong)業中心(xin)(xin)、休閑中心(xin)(xin))為重點,推(tui)動各(ge)縣市(shi)區(qu)充(chong)電(dian)網絡從中心(xin)(xin)城(cheng)區(qu)向城(cheng)區(qu)邊緣(yuan)、從優(you)先(xian)發展區(qu)域向其他區(qu)域有(you)序延伸。大力推(tui)進城(cheng)市(shi)充(chong)電(dian)基礎設(she)施與(yu)停(ting)車(che)設(she)施一體規劃、建(jian)設(she)和管理,實現(xian)城(cheng)市(shi)各(ge)類停(ting)車(che)場(chang)景全(quan)面覆蓋。到2025年,全(quan)市(shi)完成重要交通樞紐站、商業綜合體、社(she)會公(gong)共停(ting)車(che)場(chang)、重點鄉鎮等場(chang)所(suo)的(de)公(gong)共充(chong)電(dian)基礎設(she)施布(bu)局(ju),公(gong)共充(chong)換電(dian)站保(bao)有(you)量(liang)達到300座以上,全(quan)市(shi)核(he)心(xin)(xin)區(qu)公(gong)共充(chong)電(dian)服(fu)務(wu)半徑(jing)小(xiao)于1公(gong)里。推動(dong)充(chong)電(dian)(dian)(dian)(dian)服務網絡向鄉(xiang)(xiang)(xiang)(xiang)鎮、農村(cun)(cun)(cun)地(di)區有(you)(you)序延伸,在鄉(xiang)(xiang)(xiang)(xiang)鎮機關(guan)(guan)、供(gong)電(dian)(dian)(dian)(dian)所、商(shang)業建(jian)(jian)(jian)筑(zhu)、交通樞(shu)紐場站、公(gong)(gong)共(gong)停(ting)車(che)場、物流基地(di)等(deng)場所建(jian)(jian)(jian)設(she)(she)公(gong)(gong)共(gong)充(chong)電(dian)(dian)(dian)(dian)站。綜合考(kao)慮(lv)人口集(ji)聚度、新(xin)能源汽車(che)流量、電(dian)(dian)(dian)(dian)網路網配套(tao)保障能力等(deng),優先在城(cheng)鄉(xiang)(xiang)(xiang)(xiang)結合部、鄉(xiang)(xiang)(xiang)(xiang)鎮駐地(di)、異地(di)搬(ban)遷集(ji)中安(an)置區、鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)振興齊魯樣板(ban)示范區、鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)旅(lv)游重點(dian)村(cun)(cun)(cun)、和(he)美鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)等(deng)區域(yu)開展公(gong)(gong)共(gong)充(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)試點(dian),按(an)照“快(kuai)慢互(hu)補、因(yin)地(di)制(zhi)宜”的(de)原(yuan)則(ze),合理(li)(li)配建(jian)(jian)(jian)公(gong)(gong)共(gong)充(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)施(shi)。其中,對(dui)納入公(gong)(gong)共(gong)充(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)試點(dian)的(de)重點(dian)村(cun)(cun)(cun)和(he)以鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)旅(lv)游為主的(de)重點(dian)村(cun)(cun)(cun),適(shi)度提高(gao)快(kuai)充(chong)樁建(jian)(jian)(jian)設(she)(she)比例。對(dui)參與(yu)試點(dian)建(jian)(jian)(jian)設(she)(she)的(de)運(yun)營商(shang),按(an)規(gui)定在資金安(an)排、場地(di)保障、手續辦理(li)(li)等(deng)方面(mian)予以重點(dian)支持。加強鄉(xiang)(xiang)(xiang)(xiang)鎮、街道充(chong)換電(dian)(dian)(dian)(dian)設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she),按(an)照鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)振興有(you)(you)關(guan)(guan)要求,加快(kuai)補齊鄉(xiang)(xiang)(xiang)(xiang)鎮充(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)短(duan)板(ban),原(yuan)則(ze)上每個鎮街不少于1座公(gong)(gong)共(gong)直(zhi)流快(kuai)充(chong)站,到2025年,實現(xian)公(gong)(gong)共(gong)充(chong)電(dian)(dian)(dian)(dian)站“鄉(xiang)(xiang)(xiang)(xiang)鄉(xiang)(xiang)(xiang)(xiang)全覆蓋”。二、提速城鄉公共領(ling)域充電基礎設施建(jian)設(一)推進公路沿(yan)線(xian)充(chong)電基礎設施建設加快推動在國(guo)(guo)省道沿線城鄉客(ke)運(yun)站(zhan)(zhan)(zhan)點(dian)、服務站(zhan)(zhan)(zhan)、驛站(zhan)(zhan)(zhan)、停(ting)車(che)(che)點(dian)等區(qu)域建(jian)設(she)充(chong)電基礎(chu)設(she)施(shi)。將充(chong)電站(zhan)(zhan)(zhan)建(jian)設(she)納入(ru)普通國(guo)(guo)省干道服務區(qu)(停(ting)車(che)(che)區(qu))新建(jian)或(huo)改建(jian)建(jian)設(she)規劃(hua),在進行規劃(hua)設(she)計時同(tong)步考慮充(chong)電站(zhan)(zhan)(zhan)的布設(she),高速公路服務區(qu)建(jian)設(she)快充(chong)樁(zhuang)或(huo)預留建(jian)設(she)安裝(zhuang)條件的停(ting)車(che)(che)位(wei)不低于小型(xing)客(ke)車(che)(che)停(ting)車(che)(che)位(wei)的10%,新建(jian)充(chong)電基礎(chu)設(she)施(shi)全(quan)部為(wei)快充(chong)樁(zhuang)。(二)推進公(gong)共建(jian)筑(zhu)充電基礎設施建(jian)設加快公共(gong)(gong)充(chong)(chong)電基(ji)礎(chu)設施(shi)建(jian)設力(li)度,進(jin)一(yi)步(bu)優化中心城區公共(gong)(gong)充(chong)(chong)電網絡布局,優先在商業建(jian)筑、交(jiao)通(tong)樞紐、公共(gong)(gong)停車場等場所配置公共(gong)(gong)充(chong)(chong)電基(ji)礎(chu)設施(shi),因地(di)制宜布局充(chong)(chong)換電站,提升公共(gong)(gong)充(chong)(chong)電服務保障能力(li)。鼓勵充(chong)(chong)電運營企業通(tong)過新(xin)建(jian)、改建(jian)、擴容、遷移(yi)等方式(shi),逐(zhu)步(bu)提高快充(chong)(chong)樁占(zhan)比(bi)。大型公(gong)(gong)(gong)(gong)共建(jian)(jian)筑(zhu)物停車(che)(che)(che)(che)場、社(she)會公(gong)(gong)(gong)(gong)共停車(che)(che)(che)(che)場、公(gong)(gong)(gong)(gong)共文(wen)化場所停車(che)(che)(che)(che)場、物流(liu)(liu)園(yuan)區,按不低于(yu)15%的(de)車(che)(che)(che)(che)位(wei)比例建(jian)(jian)設(she)(she)充(chong)電基礎(chu)設(she)(she)施,建(jian)(jian)有快(kuai)充(chong)樁的(de)停車(che)(che)(che)(che)位(wei)不低于(yu)停車(che)(che)(che)(che)位(wei)總數的(de)10%,配建(jian)(jian)比例納入物流(liu)(liu)園(yuan)區綜合驗(yan)收。適當提(ti)高老舊小區1.5公(gong)(gong)(gong)(gong)里范圍內(nei)各類建(jian)(jian)筑(zhu)物停車(che)(che)(che)(che)場配建(jian)(jian)充(chong)電基礎(chu)設(she)(she)施比例。鼓勵具備條件(jian)的(de)加(jia)油加(jia)氣站配建(jian)(jian)公(gong)(gong)(gong)(gong)共充(chong)換(huan)電設(she)(she)施。鼓勵政府機關(guan)、企事業單(dan)位(wei)、工業園(yuan)區、物流(liu)(liu)園(yuan)區等內(nei)部停車(che)(che)(che)(che)場統籌(chou)配建(jian)(jian)公(gong)(gong)(gong)(gong)共充(chong)電基礎(chu)設(she)(she)施,積極推進(jin)錯時開放共享。(三)推動(dong)旅游景區充(chong)電基(ji)礎設(she)施建設(she)支持國家A級(ji)(ji)旅(lv)游(you)(you)景(jing)(jing)區應結合游(you)(you)客接待量和充(chong)電(dian)需(xu)求配建充(chong)電(dian)基礎設(she)施,4A級(ji)(ji)及以(yi)(yi)上(shang)旅(lv)游(you)(you)景(jing)(jing)區應設(she)立電(dian)動汽(qi)車(che)專用充(chong)電(dian)區域。到規(gui)劃期末,全(quan)市2A級(ji)(ji)以(yi)(yi)上(shang)旅(lv)游(you)(you)景(jing)(jing)區實(shi)現充(chong)電(dian)站全(quan)覆蓋,其中(zhong)4A級(ji)(ji)及以(yi)(yi)上(shang)旅(lv)游(you)(you)景(jing)(jing)區按照配建充(chong)電(dian)基礎設(she)施車(che)位比(bi)例不低于10%進(jin)行建設(she),有條(tiao)件的(de)4A級(ji)(ji)以(yi)(yi)上(shang)景(jing)(jing)區需(xu)設(she)立公共充(chong)電(dian)站。三、加快推(tui)進居(ju)住區充電基礎設(she)施建(jian)設(she)全(quan)面落實新建(jian)(jian)(jian)居(ju)(ju)民(min)區(qu)配(pei)建(jian)(jian)(jian)要(yao)求,嚴格執行新建(jian)(jian)(jian)建(jian)(jian)(jian)筑配(pei)建(jian)(jian)(jian)充(chong)(chong)電(dian)(dian)(dian)基礎設(she)(she)(she)施(shi)的工程驗(yan)收管(guan)理規定,新建(jian)(jian)(jian)居(ju)(ju)民(min)小(xiao)區(qu)停(ting)車(che)(che)(che)位(wei)應100%建(jian)(jian)(jian)設(she)(she)(she)充(chong)(chong)電(dian)(dian)(dian)基礎設(she)(she)(she)施(shi)或預留建(jian)(jian)(jian)設(she)(she)(she)條件(jian),與主體建(jian)(jian)(jian)筑同步設(she)(she)(she)計、施(shi)工、驗(yan)收,滿足(zu)直接裝(zhuang)表接電(dian)(dian)(dian)要(yao)求。具備安裝(zhuang)條件(jian)的居(ju)(ju)住區(qu),要(yao)配(pei)建(jian)(jian)(jian)一定比例的公共充(chong)(chong)電(dian)(dian)(dian)車(che)(che)(che)位(wei),探(tan)索分時共享、多車(che)(che)(che)一樁(zhuang)(zhuang)、臨近車(che)(che)(che)位(wei)共享等(deng)應用模式,為居(ju)(ju)民(min)充(chong)(chong)電(dian)(dian)(dian)創(chuang)造條件(jian)。原則上,新建(jian)(jian)(jian)充(chong)(chong)電(dian)(dian)(dian)樁(zhuang)(zhuang)應具備智能(neng)有序(xu)充(chong)(chong)電(dian)(dian)(dian)功能(neng)。加快推(tui)進既(ji)有(you)居(ju)住(zhu)(zhu)(zhu)區(qu)(qu)(qu)固(gu)定(ding)車(che)(che)位(wei)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)建設(she),開(kai)展居(ju)住(zhu)(zhu)(zhu)區(qu)(qu)(qu)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)建設(she)條件(jian)(jian)摸排。對滿(man)足(zu)《電(dian)動汽車(che)(che)分(fen)散充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)工程技術標準(zhun)》且由電(dian)網(wang)企業(ye)(ye)直供(gong)的(de)既(ji)有(you)居(ju)住(zhu)(zhu)(zhu)區(qu)(qu)(qu)固(gu)定(ding)車(che)(che)位(wei),按(an)照“單戶(hu)報裝(zhuang)、一次建設(she)”的(de)原(yuan)則,以防火分(fen)區(qu)(qu)(qu)為單位(wei)設(she)置集中表箱,電(dian)網(wang)企業(ye)(ye)建設(she)表箱及(ji)以上供(gong)配電(dian)設(she)施(shi),居(ju)民(min)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)功率不超過7千瓦。對供(gong)電(dian)、消防等暫不具備(bei)條件(jian)(jian)的(de)既(ji)有(you)小區(qu)(qu)(qu),優先配建公共(gong)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi),鼓(gu)勵(li)充(chong)(chong)(chong)電(dian)運(yun)(yun)營企業(ye)(ye)等接受(shou)業(ye)(ye)主委托(tuo),開(kai)展居(ju)住(zhu)(zhu)(zhu)區(qu)(qu)(qu)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)“統(tong)建統(tong)服”“建管并重”,統(tong)一提(ti)供(gong)建設(she)、運(yun)(yun)營、維護等服務,承擔(dan)安全管理(li)責任;推(tui)廣智能有(you)序充(chong)(chong)(chong)電(dian)模式,建立多車(che)(che)一樁、臨近車(che)(che)位(wei)共(gong)享、社區(qu)(qu)(qu)分(fen)時共(gong)享機(ji)制。結合城鎮老(lao)舊小區(qu)(qu)(qu)改造(zao)補齊(qi)充(chong)(chong)(chong)電(dian)、供(gong)電(dian)設(she)施(shi)短板,統(tong)籌(chou)場地條件(jian)(jian)、供(gong)電(dian)能力、消防要求等實際情況,“一區(qu)(qu)(qu)一策(ce)”制定(ding)改造(zao)方(fang)案,滿(man)足(zu)居(ju)民(min)充(chong)(chong)(chong)電(dian)基(ji)(ji)礎(chu)設(she)施(shi)報裝(zhuang)需求。落實街道辦事處(chu)、居(ju)民(min)委員會等基(ji)(ji)層管理(li)機(ji)構責任,建立“一站式”協調(diao)推(tui)動和投(tou)訴處(chu)理(li)機(ji)制。四、積極推進專用(yong)領域充電基礎設(she)施建設(she)提升(sheng)單位和(he)園(yuan)區內(nei)(nei)部充電(dian)保障。鼓勵黨(dang)政(zheng)機關、企事業單位、產業園(yuan)區等內(nei)(nei)部停車(che)場加快配建電(dian)動汽車(che)專用(yong)停車(che)位和(he)充電(dian)基礎設(she)施(shi)或預留建設(she)安裝條(tiao)件,滿足(zu)公(gong)務用(yong)車(che)及職工私家車(che)的充電(dian)需求。合(he)理配建(jian)專用領域充(chong)(chong)電(dian)(dian)(dian)基(ji)礎(chu)(chu)(chu)設施。在公(gong)交(jiao)、環衛、郵政、機場(chang)港口等(deng)(deng)定點(dian)(dian)定線運(yun)行的(de)公(gong)共(gong)服務(wu)領域,結合(he)線路(lu)運(yun)營(ying)需求,優先在樞紐(niu)站(zhan)、首末站(zhan)等(deng)(deng)停車場(chang)布局建(jian)設充(chong)(chong)電(dian)(dian)(dian)基(ji)礎(chu)(chu)(chu)設施,在道路(lu)沿途因(yin)地制(zhi)宜(yi)布局快速補(bu)電(dian)(dian)(dian)設施。在出(chu)租、網(wang)約(yue)、物流(liu)、巡(xun)邏等(deng)(deng)非(fei)定點(dian)(dian)運(yun)行的(de)領域,挖掘內(nei)部停車場(chang)站(zhan)資源,與城市公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)基(ji)礎(chu)(chu)(chu)設施實現(xian)高效(xiao)互(hu)補(bu)。挖掘單(dan)位和園區內(nei)部充(chong)(chong)電(dian)(dian)(dian)基(ji)礎(chu)(chu)(chu)設施對(dui)社會公(gong)眾服務(wu)的(de)潛力,推動建(jian)立內(nei)部充(chong)(chong)電(dian)(dian)(dian)基(ji)礎(chu)(chu)(chu)設施在非(fei)工作時間對(dui)外(wai)開放的(de)錯峰(feng)管理機制(zhi),豐富公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)服務(wu)供(gong)給,進一步提(ti)升公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)網(wang)絡服務(wu)能(neng)力。依(yi)托(tuo)省(sheng)平(ping)(ping)臺,實現(xian)信息共享與跨平(ping)(ping)臺、多渠道支(zhi)付(fu)結算,構建充(chong)電(dian)服(fu)務(wu)(wu)質量(liang)評價體(ti)系,推動(dong)充(chong)電(dian)運營(yin ng)府(fu)專(zhuan)項工作,建立由發改(gai)部門(men)牽頭(tou)、有(you)關職(zhi)能部門(men)和單位緊密配(pei)合的(de)協同推進機制(zhi),按照責任分工,認(ren)真做好政(zheng)策落(luo)實、綜合協調、工作督導以及本部門(men)(系(xi)統)推廣(guang)應(ying)用(yong)等工作,確保規(gui)劃目標按期完成。通(tong)過科(ke)學修(xiu)訂充(chong)電基礎設(she)施(shi)“十四五”發展規劃(hua)(hua),用(yong)以(yi)指(zhi)導各(ge)縣市區以(yi)區縣為基本單元編制布局規劃(hua)(hua),并在國(guo)土空間總體(ti)規劃(hua)(hua)、控制性(xing)詳細(xi)規劃(hua)(hua)、電力交通(tong)等各(ge)類專項規劃(hua)(hua)以(yi)及城(cheng)市更新行動(dong)計劃(hua)(hua)等規劃(hua)(hua)項目(mu)編制時做好銜接,充(chong)分考慮(lv)充(chong)電基礎設(she)施(shi)建設(she)的(de)需求。將充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)建(jian)設(she)作為推(tui)進電(dian)動汽車發展(zhan)、能源使用變革(ge)的(de)關鍵性因素(su),鼓勵有(you)條件的(de)縣市(shi)區加大充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)建(jian)設(she)、使用等環節支(zhi)持力度,構(gou)(gou)(gou)建(jian)覆蓋多層級、各環節的(de)充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)政(zheng)策(ce)體系。積極爭(zheng)取上級充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)建(jian)設(she)資金,支(zhi)持我市(shi)充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)建(jian)設(she)。充(chong)(chong)(chong)分運用碳減(jian)排支(zhi)持工(gong)(gong)具(ju)、碳減(jian)排政(zheng)策(ce)工(gong)(gong)具(ju)等貨幣政(zheng)策(ce)工(gong)(gong)具(ju),引(yin)導金融機構(gou)(gou)(gou)加大對充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)建(jian)設(she)項目(mu)的(de)信貸支(zhi)持力度。積極支(zhi)持充(chong)(chong)(chong)電(dian)基礎設(she)施(shi)投資運營企業和金融機構(gou)(gou)(gou),依(yi)法依(yi)規拓(tuo)展(zhan)股權、項目(mu)收(shou)益(yi)權、特許(xu)經(jing)營權等質押融資渠(qu)道(dao)。落實好居(ju)民電(dian)動汽車(che)充(chong)(chong)電(dian)基(ji)礎設施(shi)分(fen)時電(dian)價(jia)政策,對居(ju)民家庭住宅以及居(ju)民住宅小區、農村社區等執(zhi)行居(ju)民電(dian)價(jia)的非居(ju)民用戶(hu)設置的,由(you)國網(wang)國網(wang)濰坊供電(dian)公司直接抄表和收費到戶(hu)的電(dian)動汽車(che)充(chong)(chong)電(dian)樁(zhuang),可自主申(shen)請按省(sheng)統一標準執(zhi)行峰谷分(fen)時電(dian)價(jia)。四(si)、加強(qiang)用(yong)地保障鼓勵在(zai)已有(you)(you)各類建(jian)筑物配建(jian)停車(che)場(chang)(chang)、公(gong)(gong)交場(chang)(chang)站、社會(hui)公(gong)(gong)共停車(che)場(chang)(chang)、高(gao)速(su)公(gong)(gong)路(lu)服務區等存(cun)量停車(che)場(chang)(chang)所配建(jian)充電(dian)(dian)基(ji)礎(chu)(chu)設(she)施(shi),保(bao)(bao)障專(zhuan)用(yong)(yong)(yong)、公(gong)(gong)用(yong)(yong)(yong)充電(dian)(dian)基(ji)礎(chu)(chu)設(she)施(shi)用(yong)(yong)(yong)地(di)(di)(di)。對(dui)于(yu)獨立(li)占(zhan)地(di)(di)(di)的(de)充換電(dian)(dian)站用(yong)(yong)(yong)地(di)(di)(di)供(gong)(gong)應(ying)模式納入公(gong)(gong)用(yong)(yong)(yong)設(she)施(shi)營業網點(dian)用(yong)(yong)(yong)地(di)(di)(di)范圍,按(an)照加(jia)油(you)加(jia)氣站用(yong)(yong)(yong)地(di)(di)(di)供(gong)(gong)應(ying)模式,根據(ju)可供(gong)(gong)應(ying)國有(you)(you)建(jian)設(she)用(yong)(yong)(yong)地(di)(di)(di)情況,優先安排土地(di)(di)(di)供(gong)(gong)應(ying)。供(gong)(gong)應(ying)新(xin)建(jian)項目用(yong)(yong)(yong)地(di)(di)(di)需配建(jian)充電(dian)(dian)基(ji)礎(chu)(chu)設(she)施(shi)的(de),可將配建(jian)要求納入土地(di)(di)(di)供(gong)(gong)應(ying)條(tiao)件,允許土地(di)(di)(di)使(shi)用(yong)(yong)(yong)權取得人與(yu)其他市(shi)場(chang)(chang)主體合作,按(an)要求投資建(jian)設(she)運營充電(dian)(dian)基(ji)礎(chu)(chu)設(she)施(shi)。對(dui)農村地(di)(di)(di)區新(xin)建(jian)擴建(jian)變電(dian)(dian)站、配套電(dian)(dian)網線路(lu)走(zou)廊等,給(gei)予用(yong)(yong)(yong)地(di)(di)(di)重點(dian)保(bao)(bao)障。簡化(hua)充(chong)電(dian)基(ji)(ji)礎(chu)設(she)(she)施建(jian)(jian)設(she)(she)相關審批(pi)手續,各居住區、單位停(ting)車(che)場(位)及單位場地(di)(di)(di)紅線劃(hua)(hua)定停(ting)車(che)位建(jian)(jian)設(she)(she)充(chong)電(dian)站(zhan)的(de),無需辦理建(jian)(jian)設(she)(she)用(yong)(yong)地(di)(di)(di)規(gui)(gui)劃(hua)(hua)許可(ke)(ke)、建(jian)(jian)設(she)(she)工(gong)程規(gui)(gui)劃(hua)(hua)許可(ke)(ke)和施工(gong)許可(ke)(ke)等手續;對充(chong)電(dian)站(zhan)結(jie)合社會公共停(ting)車(che)場同步建(jian)(jian)設(she)(she)充(chong)電(dian)基(ji)(ji)礎(chu)設(she)(she)施的(de),允許免于單獨辦理建(jian)(jian)設(she)(she)工(gong)程規(gui)(gui)劃(hua)(hua)許可(ke)(ke)手續和施工(gong)許可(ke)(ke)手續。新(xin)建(jian)(jian)獨立占地(di)(di)(di)的(de)集中(zhong)式充(chong)換電(dian)站(zhan),應(ying)予(yu)辦理建(jian)(jian)設(she)(she)用(yong)(yong)地(di)(di)(di)規(gui)(gui)劃(hua)(hua)許可(ke)(ke)、建(jian)(jian)設(she)(she)工(gong)程規(gui)(gui)劃(hua)(hua)許可(ke)(ke)等手續。電(dian)(dian)網企業將配(pei)套電(dian)(dian)網建(jian)設與改造納(na)入(ru)配(pei)電(dian)(dian)網專項規劃,加大(da)(da)配(pei)套電(dian)(dian)網建(jian)設投入(ru),合理預留(liu)高壓、大(da)(da)功率充(chong)電(dian)(dian)保障能力,確保滿(man)足充(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)設施用(yong)電(dian)(dian)需求。加強(qiang)(qiang)對充(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)設施供用(yong)電(dian)(dian)環節監管(guan),開(kai)辟綠色通道、優(you)化(hua)流程、簡化(hua)手(shou)續,進一步減少用(yong)電(dian)(dian)報裝環節及時限,為充(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)設施接入(ru)電(dian)(dian)網提供便利條件。加強(qiang)(qiang)對充(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)設施及其場(chang)所的安全(quan)檢查及管(guan)理,及時消除安全(quan)隱患。各(ge)政府相(xiang)關部門、電(dian)動(dong)汽(qi)(qi)車及(ji)充電(dian)基礎設(she)(she)(she)(she)施(shi)(shi)企業、新聞媒(mei)體(ti)等要加大(da)宣(xuan)傳力度(du),充分利用新聞報道、互聯網新媒(mei)體(ti)等各(ge)類媒(mei)體(ti)渠道,加強充電(dian)基礎設(she)(she)(she)(she)施(shi)(shi)體(ti)系建(jian)設(she)(she)(she)(she)、新能源汽(qi)(qi)車產業高(gao)質量(liang)發(fa)展(zhan)(zhan)、推動(dong)新能源汽(qi)(qi)車下鄉等支(zhi)持(chi)政策(ce)宣(xuan)傳解讀。及(ji)時總結推廣(guang)各(ge)縣市區(qu)在充電(dian)基礎設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she)、新能源汽(qi)(qi)車推廣(guang)、農村消費市場(chang)拓展(zhan)(zhan)等方面(mian)的典型經驗做(zuo)法,形成(cheng)示范(fan)帶動(dong)效(xiao)應。營(ying)造良好(hao)輿論氛圍,引導
