當(dang)下我國充(chong)電樁與(yu)新能(neng)(neng)源(yuan)汽車之(zhi)間存在結構性矛盾(dun)。換言之(zhi),現在我國的(de)充(chong)電樁數量充(chong)足(zu),但問題是新能(neng)(neng)源(yuan)車主(zhu)“找不到(dao)、用不上、充(chong)得慢”。

今(jin)年春節,一(yi)(yi)位車(che)主自(zi)(zi)駕新能(neng)源汽車(che)返(fan)鄉(xiang)的(de)(de)糟糕(gao)體(ti)驗在網上(shang)引(yin)起了(le)熱(re)議(yi)。據(ju)媒體(ti)報道,原(yuan)本8個(ge)小(xiao)(xiao)時(shi)的(de)(de)車(che)程,這位車(che)主卻(que)花費了(le)15個(ge)小(xiao)(xiao)時(shi),其(qi)中一(yi)(yi)個(ge)重要的(de)(de)原(yuan)因就是漫長的(de)(de)充(chong)電(dian)等(deng)待時(shi)間。“回家的(de)(de)路(lu)上(shang)一(yi)(yi)共(gong)充(chong)了(le)3次(ci)電(dian),每(mei)次(ci)充(chong)電(dian)前都(dou)要等(deng)待2個(ge)小(xiao)(xiao)時(shi)左(zuo)右,充(chong)電(dian)又要1個(ge)小(xiao)(xiao)時(shi)。”車(che)主道出(chu)了(le)自(zi)(zi)己的(de)(de)無奈。
這(zhe)位車主的經歷并(bing)非個例。隨著我(wo)國新能源汽車保有(you)量迅(xun)速上升,充電成了廣大車主不得不面對(dui)的難題。
多(duo)種因素(su)造(zao)成新能源車(che)“充電難”
既(ji)然“充(chong)(chong)電(dian)難(nan)(nan)”現象這(zhe)么普遍,那么通過多(duo)建充(chong)(chong)電(dian)樁(zhuang)的方式緩(huan)解這(zhe)種(zhong)難(nan)(nan)題(ti)(ti)似乎(hu)是最(zui)直接的方法。但正如“多(duo)修路(lu)無法從根(gen)本(ben)上(shang)緩(huan)解堵車”難(nan)(nan)題(ti)(ti)一(yi)樣,一(yi)味地增建充(chong)(chong)電(dian)樁(zhuang)也(ye)并非(fei)解決充(chong)(chong)電(dian)難(nan)(nan)的治(zhi)本(ben)之策(ce)。
中(zhong)國電(dian)(dian)力(li)企(qi)業聯(lian)合會(hui)(hui)副秘書長兼電(dian)(dian)動交通與(yu)儲能分(fen)會(hui)(hui)會(hui)(hui)長劉永東告訴科技日(ri)報記者,當下我國充電(dian)(dian)樁(zhuang)與(yu)新能源(yuan)汽車之(zhi)間存在結(jie)構(gou)性矛盾(dun)。換言之(zhi),現在我國的充電(dian)(dian)樁(zhuang)數量充足,但問題(ti)是新能源(yuan)車主“找(zhao)不到、用不上(shang)、充得慢”。
根據(ju)公安部統計,截至2022年底,全(quan)(quan)國新(xin)能(neng)源汽(qi)車保(bao)有量(liang)達(da)1310萬(wan)輛,其中(zhong)純電(dian)動汽(qi)車保(bao)有量(liang)為(wei)1045萬(wan)輛;而(er)在(zai)2023年1月(yue)18日國務院新(xin)聞辦公室舉行的(de)2022年工(gong)業和信息化發(fa)展情況新(xin)聞發(fa)布(bu)會上,工(gong)業和信息化部總工(gong)程師、新(xin)聞發(fa)言人田玉龍表示(shi),截至2022年底,全(quan)(quan)國累(lei)計建(jian)成充(chong)電(dian)樁521萬(wan)臺。也(ye)就是說,全(quan)(quan)國平均每2.5輛新(xin)能(neng)源汽(qi)車就能(neng)分配到一(yi)個充(chong)電(dian)樁。
同時,大部分新能源(yuan)汽車車主的出行(xing)需求(qiu)都(dou)是城市內(nei)出行(xing)。城市內(nei)出行(xing)里(li)程數(shu)一般都(dou)在幾十公里(li),因此充(chong)電頻率不(bu)高,很多充(chong)電樁都(dou)處于閑置狀態。
“目(mu)前(qian)城市內充(chong)電樁平均社會(hui)利(li)用(yong)(yong)率(lv)不到10%,高(gao)速公路充(chong)電樁平均社會(hui)利(li)用(yong)(yong)率(lv)更低,可能都(dou)不到1%。”中國(guo)電動汽車充(chong)電基(ji)礎設施(shi)促進(jin)聯盟中國(guo)汽車工業協會(hui)充(chong)換電分會(hui)副(fu)秘書長(chang)仝宗旗向(xiang)記(ji)者表示。
面(mian)臨(lin)窘境的不僅是公共充(chong)(chong)電(dian)樁(zhuang),“私人(ren)充(chong)(chong)電(dian)樁(zhuang)進小(xiao)(xiao)區(qu)難”近些(xie)(xie)年來也頻頻沖上微博熱搜。比如,一(yi)些(xie)(xie)新(xin)小(xiao)(xiao)區(qu)以(yi)安(an)全(quan)問題為由,拒絕新(xin)能(neng)源汽車(che)(che)車(che)(che)主安(an)裝充(chong)(chong)電(dian)樁(zhuang);一(yi)些(xie)(xie)老舊小(xiao)(xiao)區(qu)沒有(you)(you)固定(ding)停車(che)(che)位,在規(gui)劃之初也沒有(you)(you)考慮到新(xin)能(neng)源汽車(che)(che)的充(chong)(chong)電(dian)需求,導(dao)致無法安(an)裝充(chong)(chong)電(dian)樁(zhuang)。
以合理(li)規劃消弭供需矛盾
根據中國電(dian)(dian)動汽車(che)充(chong)電(dian)(dian)基礎設施促進聯盟的(de)預(yu)測,2023年中國將(jiang)新(xin)增340萬臺隨車(che)配(pei)建充(chong)電(dian)(dian)樁,隨車(che)配(pei)建充(chong)電(dian)(dian)樁保(bao)有(you)量將(jiang)達(da)到681.2萬臺。專家預(yu)計充(chong)電(dian)(dian)樁未來有(you)望(wang)進入加速建設期(qi),遠期(qi)市場空間超千億元(yuan)。“狂野生長”的(de)充(chong)電(dian)(dian)樁,亟須(xu)合理規劃布(bu)局,最大程度發揮不同類型充(chong)電(dian)(dian)樁的(de)功效,才能避免(mian)資源浪費,消弭(mi)供需(xu)之間的(de)矛盾“溝壑”。
首先,要根據(ju)不(bu)同(tong)(tong)場(chang)(chang)景(jing)下車輛對(dui)電(dian)(dian)(dian)能(neng)(neng)補給(gei)的不(bu)同(tong)(tong)需求,立(li)體規(gui)劃不(bu)同(tong)(tong)技(ji)(ji)術(shu)(shu)(shu)特點的充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁。劉永東告訴記者(zhe),采(cai)用直流(liu)快(kuai)充(chong)(chong)(chong)(chong)技(ji)(ji)術(shu)(shu)(shu)的充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁功(gong)率較(jiao)大、給(gei)新(xin)能(neng)(neng)源汽(qi)車充(chong)(chong)(chong)(chong)滿電(dian)(dian)(dian)所需時間較(jiao)短,因(yin)此它適(shi)合(he)布(bu)局(ju)在(zai)高速(su)公(gong)(gong)路(lu)(lu)服務區、商場(chang)(chang)等(deng)(deng)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)需求較(jiao)為(wei)旺盛的地(di)方,作為(wei)公(gong)(gong)共(gong)(gong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁使用。公(gong)(gong)共(gong)(gong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁的布(bu)局(ju)要像加(jia)油站一樣(yang),點面結(jie)合(he),覆(fu)蓋到盡可(ke)能(neng)(neng)多(duo)的區域(yu),并且道(dao)路(lu)(lu)、停車場(chang)(chang)等(deng)(deng)基礎設(she)(she)施建設(she)(she)要跟上;針對(dui)家用新(xin)能(neng)(neng)源汽(qi)車、電(dian)(dian)(dian)動(dong)公(gong)(gong)交車、電(dian)(dian)(dian)動(dong)重卡等(deng)(deng)不(bu)同(tong)(tong)車輛的不(bu)同(tong)(tong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)需求,也可(ke)以發展(zhan)不(bu)同(tong)(tong)技(ji)(ji)術(shu)(shu)(shu)規(gui)格(ge)的公(gong)(gong)共(gong)(gong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁,做到立(li)體規(gui)劃。而采(cai)取交流(liu)慢充(chong)(chong)(chong)(chong)技(ji)(ji)術(shu)(shu)(shu)的充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁,雖(sui)然給(gei)新(xin)能(neng)(neng)源汽(qi)車充(chong)(chong)(chong)(chong)滿電(dian)(dian)(dian)所需時間比(bi)直流(liu)快(kuai)充(chong)(chong)(chong)(chong)時間長,但卻十分契合(he)家庭用車習慣,因(yin)此適(shi)宜布(bu)局(ju)在(zai)小區停車場(chang)(chang)等(deng)(deng)地(di),作為(wei)私(si)人(ren)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁使用。
其(qi)次,要(yao)根據不(bu)同城(cheng)市(shi)的(de)土(tu)(tu)(tu)地(di)資源稟賦,合理規(gui)劃充(chong)電(dian)樁布局(ju)。“規(gui)劃充(chong)電(dian)樁布局(ju)的(de)重要(yao)因素往(wang)(wang)往(wang)(wang)是(shi)土(tu)(tu)(tu)地(di)資源。”劉永東告(gao)訴記者,“中國國情復雜,各個城(cheng)市(shi)土(tu)(tu)(tu)地(di)資源存量不(bu)盡相同,可以(yi)在土(tu)(tu)(tu)地(di)資源較為緊張(zhang)的(de)城(cheng)市(shi)著力發(fa)展公共充(chong)電(dian)樁,特別是(shi)大功率充(chong)電(dian)樁,提高單(dan)樁的(de)服務能(neng)力。”
再(zai)次,充(chong)電樁所(suo)(suo)承載(zai)的(de)服務應向精細(xi)化轉(zhuan)變(bian)。仝宗(zong)旗表示,2021年(nian)后,我國面向C端(duan)(即以私家車(che)為代表的(de)個(ge)人(ren)用戶(hu)市場)的(de)新能(neng)源(yuan)汽車(che)占比越(yue)來(lai)越(yue)高(gao),而(er)C端(duan)用戶(hu)往往更(geng)加渴望精細(xi)化服務,所(suo)(suo)以要(yao)在充(chong)電樁的(de)選址上更(geng)加精準,還要(yao)為新能(neng)源(yuan)汽車(che)車(che)主(zhu)提(ti)供(gong)(gong)增值(zhi)服務,如在新能(neng)源(yuan)汽車(che)充(chong)電場附近建設可供(gong)(gong)車(che)主(zhu)休(xiu)閑娛樂(le)的(de)休(xiu)息室、圖書區,或咖啡店、便利店等。
最后,仝宗旗(qi)提醒(xing)道,新能源汽車(che)車(che)主在出(chu)行前(qian)也要提前(qian)規劃(hua)充電路(lu)線。很多大城(cheng)市在高(gao)速路(lu)出(chu)口(kou)附(fu)近(jin)都會配(pei)有公共充電場,車(che)主們可(ke)根據各類(lei)App提前(qian)查詢(xun)充電樁使(shi)用狀況,進行合理規劃(hua),避免在高(gao)速公路(lu)服務(wu)區一(yi)直等待充電。
運用新技術破(po)解(jie)老(lao)大難
當然,除(chu)了合理規劃外,充電(dian)樁(zhuang)及基礎設(she)施的(de)技術革新(xin),也是破(po)除(chu)充電(dian)難題,推動充電(dian)樁(zhuang)產業持續、健(jian)康發(fa)展的(de)重(zhong)要(yao)手(shou)段之一。
公共充(chong)電(dian)樁(zhuang)(zhuang)的(de)服(fu)務對(dui)象為全(quan)社會或部分(fen)(fen)社會車輛,私(si)人充(chong)電(dian)樁(zhuang)(zhuang)的(de)服(fu)務對(dui)象則為較為固定(ding)的(de)個(ge)體。由于(yu)新能源(yuan)汽車數量分(fen)(fen)布、車輛使(shi)用頻(pin)率(lv)、續航里程等諸多(duo)因素,私(si)人充(chong)電(dian)樁(zhuang)(zhuang)不僅數量遠(yuan)多(duo)于(yu)公共充(chong)電(dian)樁(zhuang)(zhuang),且閑置(zhi)率(lv)較高。這為發展(zhan)私(si)樁(zhuang)(zhuang)共享創造(zao)了有利條件。
“此(ci)前,隨(sui)新能(neng)(neng)源(yuan)(yuan)汽車附贈的(de)充(chong)(chong)電樁(zhuang)大多數是沒(mei)有通(tong)信模(mo)塊的(de)‘笨樁(zhuang)’;后(hou)來(lai),很多新能(neng)(neng)源(yuan)(yuan)汽車企業為車主提供了可加裝(zhuang)(zhuang)通(tong)信模(mo)塊的(de)‘智能(neng)(neng)樁(zhuang)’。”仝(tong)宗旗說,“加裝(zhuang)(zhuang)通(tong)信模(mo)塊后(hou),私(si)人充(chong)(chong)電樁(zhuang)可以上網(wang),變得像公共充(chong)(chong)電樁(zhuang)一樣能(neng)(neng)出(chu)現在手(shou)機App或各類(lei)平臺上,這樣私(si)人充(chong)(chong)電樁(zhuang)的(de)用戶,便可將自家充(chong)(chong)電樁(zhuang)的(de)空(kong)閑時間(jian),開放(fang)給本小區或可進入(ru)小區的(de)新能(neng)(neng)源(yuan)(yuan)車主付(fu)費使用。”
劉永東(dong)告訴記(ji)者,針(zhen)對一些老舊小區(qu)電(dian)(dian)容(rong)負(fu)荷不(bu)足的(de)問題,還可以(yi)采用有(you)序充(chong)電(dian)(dian)技術緩解電(dian)(dian)容(rong)負(fu)荷壓力。一些老舊小區(qu)由于規劃較早,電(dian)(dian)容(rong)量(liang)較低,無法布局過多用電(dian)(dian)量(liang)較大的(de)電(dian)(dian)器。一個(ge)個(ge)充(chong)電(dian)(dian)樁就(jiu)像一個(ge)個(ge)超大功率的(de)“家電(dian)(dian)”,一旦(dan)布局數量(liang)超過小區(qu)電(dian)(dian)容(rong)負(fu)荷,就(jiu)會影響居民正常用電(dian)(dian),甚至(zhi)產生安全隱患。
“與傳統的(de)(de)插(cha)入充電(dian)槍(qiang)后立刻(ke)以固(gu)定功(gong)率(lv)充電(dian)不同,有序(xu)充電(dian)技術可以根據用戶的(de)(de)實(shi)際用電(dian)需求,通(tong)過感(gan)知電(dian)網(wang)負荷的(de)(de)變化趨勢,動態調(diao)整(zheng)充電(dian)時(shi)間(jian)和功(gong)率(lv)。”劉永東解釋道,通(tong)俗地說,就(jiu)是新(xin)能源汽車(che)車(che)主設置好充電(dian)結束(shu)時(shi)間(jian)與目標電(dian)量(liang),剩下的(de)(de)交給系統后臺(tai),由(you)后臺(tai)決定什么時(shi)候開始充電(dian)、以多(duo)大功(gong)率(lv)充電(dian),“這(zhe)樣有利(li)于緩解老(lao)舊小(xiao)區電(dian)容量(liang)較低而造成的(de)(de)汽車(che)充電(dian)難題。”
此外,隨著(zhu)供(gong)電(dian)(dian)(dian)(dian)技術的(de)愈發成熟,電(dian)(dian)(dian)(dian)價(jia)不斷走向市(shi)場化(hua),建設“光儲充檢換”一(yi)體(ti)站(zhan)也是一(yi)種可行的(de)充電(dian)(dian)(dian)(dian)樁運營方(fang)案。這種綜合能源站(zhan)可提供(gong)光伏發電(dian)(dian)(dian)(dian)、儲能、充電(dian)(dian)(dian)(dian)、換電(dian)(dian)(dian)(dian)、電(dian)(dian)(dian)(dian)池檢測(ce)“一(yi)條龍”服務,一(yi)方(fang)面可實現(xian)清(qing)潔(jie)能源存(cun)儲就地消納,緩解大功率充電(dian)(dian)(dian)(dian)對電(dian)(dian)(dian)(dian)網的(de)沖擊;另(ling)一(yi)方(fang)面還(huan)可以打造多(duo)元化(hua)的(de)充、換電(dian)(dian)(dian)(dian)基礎(chu)設施,同時滿足更多(duo)新能源汽車車主的(de)用電(dian)(dian)(dian)(dian)需求,便(bian)利綠色出(chu)行。
