近(jin)期,多(duo)地接(jie)連(lian)發(fa)生因違規使(shi)用電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)導致自燃、爆炸事故,如何安全(quan)使(shi)用、停放電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)引(yin)發(fa)公眾關注。5月12日,廣州(zhou)市物(wu)業管理(li)(li)行業協會要求,各物(wu)業服務企業應(ying)(ying)加強物(wu)業管理(li)(li)區(qu)域內(nei)(nei)電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)的管理(li)(li),嚴(yan)禁(jin)在(zai)(zai)建筑(zhu)內(nei)(nei)的走道(dao)、樓(lou)梯間、安全(quan)出(chu)口處(chu)等公共區(qu)域停放電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)或者為電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)充電(dian)(dian)(dian),同時(shi)應(ying)(ying)引(yin)導居民將電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)停放在(zai)(zai)指定(ding)地點,電(dian)(dian)(dian)動(dong)(dong)車(che)(che)(che)充電(dian)(dian)(dian)應(ying)(ying)在(zai)(zai)指定(ding)區(qu)域進行充電(dian)(dian)(dian)。
從今(jin)年5月1日起正式施行(xing)的《廣東省消防(fang)工作若(ruo)干(gan)規定》明確要求,禁止(zhi)(zhi)在不(bu)符合消防(fang)安全條(tiao)件的室(shi)內場所以(yi)及疏散通道、安全出口(kou)、樓梯間(jian)停(ting)放(fang)電(dian)(dian)(dian)(dian)動(dong)自行(xing)車(che)、電(dian)(dian)(dian)(dian)動(dong)摩托(tuo)(tuo)(tuo)車(che);禁止(zhi)(zhi)違反(fan)用電(dian)(dian)(dian)(dian)安全要求私拉電(dian)(dian)(dian)(dian)線、插座給電(dian)(dian)(dian)(dian)動(dong)自行(xing)車(che)、電(dian)(dian)(dian)(dian)動(dong)摩托(tuo)(tuo)(tuo)車(che)充(chong)電(dian)(dian)(dian)(dian);禁止(zhi)(zhi)在電(dian)(dian)(dian)(dian)動(dong)自行(xing)車(che)、電(dian)(dian)(dian)(dian)動(dong)摩托(tuo)(tuo)(tuo)車(che)集中充(chong)電(dian)(dian)(dian)(dian)場所存放(fang)易燃(ran)、可燃(ran)物品。
廣(guang)州各小(xiao)區(qu)(qu)如何落實上(shang)述相關規定?南都(dou)民調中心(xin)于5月(yue)19日(ri)至(zhi)26日(ri)開(kai)展問卷(juan)調查(cha)和(he)實地走訪(fang)。問卷(juan)調查(cha)結果顯示(shi),超七成受訪(fang)者(zhe)表示(shi)自家周邊有電(dian)動(dong)(dong)車(che)停車(che)區(qu)(qu)域(yu),但其中只有不到半(ban)數電(dian)動(dong)(dong)車(che)會(hui)停在停車(che)區(qu)(qu)內,主(zhu)要(yao)原(yuan)因是劃定區(qu)(qu)域(yu)太小(xiao),無(wu)法滿(man)足(zu)(zu)停放(fang)需(xu)(xu)求(qiu);充(chong)(chong)(chong)電(dian)方(fang)面,八(ba)成受訪(fang)者(zhe)表示(shi)自家周邊有公共充(chong)(chong)(chong)電(dian)樁(zhuang),但僅三成受訪(fang)者(zhe)認為可充(chong)(chong)(chong)分滿(man)足(zu)(zu)需(xu)(xu)求(qiu)。實地走訪(fang)也發現,不少社區(qu)(qu)雖(sui)已(yi)(yi)設置(zhi)電(dian)動(dong)(dong)車(che)停車(che)區(qu)(qu)域(yu)和(he)公共充(chong)(chong)(chong)電(dian)樁(zhuang),但尚無(wu)法充(chong)(chong)(chong)分滿(man)足(zu)(zu)周邊住戶需(xu)(xu)求(qiu);目前,廣(guang)州已(yi)(yi)有大樓(lou)試點安裝(zhuang)電(dian)梯電(dian)動(dong)(dong)車(che)禁入系(xi)統,防范電(dian)動(dong)(dong)車(che)上(shang)樓(lou)入戶造成的安全隱(yin)患(huan)。
超七成受訪者已購電動車,近六成每天騎行
公(gong)眾對電動自行車(che)的(de)需求有(you)(you)多大?在今年1月召開的(de)廣州市政(zheng)協十三屆五(wu)次會(hui)議上,有(you)(you)政(zheng)協委員(yuan)公(gong)布的(de)調研數(shu)據顯(xian)示(shi),廣州現存(cun)電動車(che)超過(guo)300萬輛,且每年新(xin)增(zeng)超50萬輛。本次調查回收的(de)993份有(you)(you)效(xiao)問卷中,也有(you)(you)76.94%的(de)受(shou)訪(fang)者表示(shi)家里購買(mai)了電動車(che),2.62%表示(shi)正(zheng)準備購買(mai),僅20.44%表示(shi)沒有(you)(you)買(mai)過(guo)電動車(che)。
問(wen)及電(dian)(dian)動車(che)(che)(che)的(de)(de)使(shi)用(yong)(yong)頻(pin)率(lv)和使(shi)用(yong)(yong)方式時,58.77%的(de)(de)受訪者表示(shi)幾(ji)乎每(mei)(mei)天都會騎(qi)行(xing)(xing),33.38%表示(shi)每(mei)(mei)周有(you)幾(ji)天會騎(qi)行(xing)(xing),僅(jin)7.85%表示(shi)較少(shao)騎(qi)行(xing)(xing)電(dian)(dian)動車(che)(che)(che);67.59%的(de)(de)受訪者表示(shi)自己(ji)騎(qi)行(xing)(xing)電(dian)(dian)動車(che)(che)(che)主要用(yong)(yong)于(yu)買(mai)菜、購物(wu)(wu)等日常場(chang)景,60.63%用(yong)(yong)于(yu)上(shang)班(ban)通勤,46.08%用(yong)(yong)于(yu)接(jie)送(song)(song)孩子,14.56%用(yong)(yong)于(yu)送(song)(song)外賣、裝(zhuang)載貨物(wu)(wu)等工作需要。可以(yi)看(kan)出,目前電(dian)(dian)動自行(xing)(xing)車(che)(che)(che)已經成為不少(shao)家庭(ting)的(de)(de)主要交通工具(ju)之一。
超五成受訪者認為劃定停放區域太小無法滿足需求
電動(dong)車(che)走進千家(jia)萬戶,與之對(dui)應的(de)(de)停(ting)車(che)、充電等配套是否(fou)到位(wei)?本次(ci)調(diao)查中(zhong),71.30%擁(yong)有(you)(you)或準備購買電動(dong)車(che)的(de)(de)受訪(fang)者表(biao)示(shi)自家(jia)附近有(you)(you)專門劃定(ding)的(de)(de)電動(dong)車(che)停(ting)放區域。但進一(yi)步問及會否(fou)將車(che)輛停(ting)放在(zai)劃定(ding)區域時,只有(you)(you)43.16%的(de)(de)受訪(fang)者給出肯(ken)定(ding)的(de)(de)答(da)復(fu),28.86%表(biao)示(shi)會停(ting)放在(zai)住宅樓下空(kong)地,18.73%表(biao)示(shi)停(ting)放在(zai)住宅樓道(dao)、樓梯間或消防通道(dao),還(huan)有(you)(you)8.99%表(biao)示(shi)會在(zai)自家(jia)室內。
整體(ti)來看,全體(ti)受訪者中(zhong)有(you)(you)54.94%表示(shi)周邊(bian)多數(shu)居民(min)會自(zi)覺將電動(dong)車停(ting)在劃定區域,33.90%表示(shi)有(you)(you)些會、有(you)(you)些不(bu)會,10.03%表示(shi)多數(shu)都(dou)不(bu)會,還有(you)(you)1.13%表示(shi)不(bu)清楚。
問及(ji)不(bu)將電動(dong)車停(ting)放(fang)在劃(hua)定(ding)(ding)區(qu)(qu)域(yu)(yu)的(de)原因,53.40%的(de)受(shou)訪者表示(shi)劃(hua)定(ding)(ding)區(qu)(qu)域(yu)(yu)太小,無法滿(man)足停(ting)放(fang)需求,占比較高;51.70%表示(shi)停(ting)車區(qu)(qu)域(yu)(yu)無人看(kan)管,擔(dan)心被盜;36.39%認為劃(hua)定(ding)(ding)區(qu)(qu)域(yu)(yu)離住(zhu)宅(zhai)樓(lou)太遠,不(bu)方便;30.95%提出(chu)停(ting)在劃(hua)定(ding)(ding)區(qu)(qu)域(yu)(yu)需要收費,不(bu)劃(hua)算;還有(you)10.88%表示(shi)公共充電樁和停(ting)車區(qu)(qu)不(bu)在同一位置,移(yi)車麻(ma)煩。
課(ke)題組在(zai)實(shi)地(di)走訪過(guo)程中也發現(xian),部(bu)分社區(qu)雖然已經劃出(chu)電動(dong)車停車區(qu)域,但由于(yu)電動(dong)車數量太(tai)多、停車不規(gui)范(fan)等原(yuan)因,部(bu)分住戶仍將車輛(liang)停在(zai)周邊其他空(kong)地(di)或(huo)樓梯(ti)間。
5月21日(ri)下午,研究員在海珠(zhu)區愉景雅苑看到(dao)小區內設(she)有(you)單車(che)(che)臨(lin)時停(ting)(ting)(ting)放(fang)點,但臨(lin)停(ting)(ting)(ting)點內的單車(che)(che)和電(dian)動車(che)(che)停(ting)(ting)(ting)放(fang)較為雜亂,導致空間利用率不(bu)高。不(bu)少電(dian)動車(che)(che)仍扎堆停(ting)(ting)(ting)在住宅(zhai)樓入口處(chu)或(huo)靠邊(bian)散(san)落停(ting)(ting)(ting)放(fang)。

同樣地(di),在(zai)天河區(qu)(qu)金(jin)雅苑、華門閣、澤暉苑這(zhe)幾個(ge)小(xiao)區(qu)(qu),小(xiao)區(qu)(qu)內(nei)雖然都有(you)架空層或指定(ding)停車(che)(che)區(qu)(qu)供住戶停放非(fei)機動車(che)(che),但由于停車(che)(che)區(qu)(qu)已(yi)幾乎停滿車(che)(che)輛(liang),部分找不到停車(che)(che)位的(de)住戶只能將電動車(che)(che)停在(zai)住宅樓(lou)下(xia)空地(di)。
八成受訪者表示周邊有公共充電樁,但僅三成認為可滿足需求
本次調查中,81.17%的受(shou)訪(fang)者表(biao)(biao)示自家附近有(you)(you)可(ke)供(gong)電動(dong)車使(shi)用的公共充電樁(zhuang),但(dan)只有(you)(you)32.53%表(biao)(biao)示數(shu)量(liang)(liang)充足,39.27%表(biao)(biao)示數(shu)量(liang)(liang)供(gong)不應(ying)求,還有(you)(you)9.37%表(biao)(biao)示充電樁(zhuang)已無(wu)法使(shi)用。
調查結(jie)果顯示,擁有或準備購(gou)買電(dian)(dian)動車(che)的受訪者(zhe)中,只(zhi)有41.39%表示會(hui)(hui)在住處周邊的公共充電(dian)(dian)樁(zhuang)充電(dian)(dian),24.18%表示會(hui)(hui)整車(che)推回(hui)家(jia)里(li)充電(dian)(dian),19.75%會(hui)(hui)把電(dian)(dian)池拆出來、帶(dai)回(hui)家(jia)里(li)充電(dian)(dian),14.30%會(hui)(hui)從家(jia)里(li)“飛線”到樓(lou)道、樓(lou)梯間(jian)或室外充電(dian)(dian)。
整(zheng)體(ti)來看,全體(ti)受訪者中有(you)50.05%表(biao)示周邊居民會將電(dian)動(dong)車推(tui)回家(jia)里充(chong)(chong)電(dian),44.11%見(jian)(jian)過(guo)其(qi)他人(ren)把電(dian)池(chi)帶回家(jia)充(chong)(chong)電(dian),42.09%見(jian)(jian)過(guo)周邊居民在住處(chu)周邊的公共充(chong)(chong)電(dian)樁(zhuang)充(chong)(chong)電(dian),還有(you)36.46%見(jian)(jian)過(guo)其(qi)他人(ren)從家(jia)里“飛線”到(dao)室(shi)內(nei)樓道、樓梯間或消防通(tong)道充(chong)(chong)電(dian)。
問及不使用公(gong)共充(chong)(chong)電(dian)(dian)(dian)樁充(chong)(chong)電(dian)(dian)(dian)的(de)原(yuan)因(yin),41.25%的(de)受訪者反映公(gong)共充(chong)(chong)電(dian)(dian)(dian)樁故障率高(gao)、經(jing)常充(chong)(chong)不上電(dian)(dian)(dian),39.52%擔心車輛丟(diu)失(shi)損壞,36.72%認為公(gong)共充(chong)(chong)電(dian)(dian)(dian)樁收費高(gao),34.13%認為在家充(chong)(chong)電(dian)(dian)(dian)方便(bian)、省錢,31.10%反映公(gong)共充(chong)(chong)電(dian)(dian)(dian)樁缺失(shi)或供不應求(qiu)。
在實地走訪過程中,課題組留意(yi)到廣(guang)州(zhou)部分(fen)社區(qu)雖然已在公(gong)共區(qu)域設置電(dian)動自行(xing)車的(de)公(gong)共充電(dian)插(cha)座,但(dan)插(cha)座數(shu)量無法滿足住戶需(xu)求。
在天河區陶然庭苑,研究員(yuan)看到小區里搭有(you)一片棚架,并設有(you)付費充(chong)(chong)電(dian)(dian)站。觀察發現(xian),該充(chong)(chong)電(dian)(dian)站內(nei)大約有(you)20個(ge)充(chong)(chong)電(dian)(dian)插座可供住戶使(shi)用,但現(xian)場停放在充(chong)(chong)電(dian)(dian)站周(zhou)邊的電(dian)(dian)動自行車已(yi)遠超20輛。
天河區(qu)陶然庭苑,公共充(chong)電站插座供不應求
同(tong)(tong)樣地(di),在(zai)天河區(qu)富(fu)安花(hua)園,研(yan)究員也看到小(xiao)(xiao)(xiao)區(qu)設有(you)電(dian)(dian)(dian)(dian)動車(che)充(chong)電(dian)(dian)(dian)(dian)站,多輛(liang)電(dian)(dian)(dian)(dian)動車(che)正在(zai)此處(chu)充(chong)電(dian)(dian)(dian)(dian)。不過(guo)小(xiao)(xiao)(xiao)區(qu)保安坦承,目前的充(chong)電(dian)(dian)(dian)(dian)插座尚(shang)不能充(chong)分滿足(zu)住戶需求。對此,該小(xiao)(xiao)(xiao)區(qu)目前規定充(chong)電(dian)(dian)(dian)(dian)站僅允(yun)許(xu)小(xiao)(xiao)(xiao)區(qu)業主使(shi)用;同(tong)(tong)時(shi),為避免車(che)輛(liang)整夜充(chong)電(dian)(dian)(dian)(dian)引(yin)發意(yi)外,該充(chong)電(dian)(dian)(dian)(dian)站供電(dian)(dian)(dian)(dian)時(shi)間為早(zao)上(shang)8點至晚上(shang)8點,且車(che)輛(liang)充(chong)電(dian)(dian)(dian)(dian)時(shi)長不可(ke)超過(guo)6小(xiao)(xiao)(xiao)時(shi)。

而在(zai)天河(he)區翠安(an)儂苑(yuan),小(xiao)區的電(dian)(dian)動車停放區設在(zai)地下一層(ceng),現場(chang)僅(jin)見(jian)少數(shu)幾個(ge)電(dian)(dian)源(yuan)插座。有(you)小(xiao)區住戶表示,因為樓下實(shi)在(zai)沒有(you)插座可供(gong)充電(dian)(dian),自(zi)己通常都是把電(dian)(dian)池拆下來帶回(hui)家充電(dian)(dian)。

六成受訪者擔憂安全風險,希望采取措施阻止電動車上樓入戶
近(jin)期電(dian)動(dong)車(che)事故(gu)頻發,廣州公眾使(shi)用電(dian)動(dong)車(che)時會否(fou)擔心(xin)自燃(ran)或(huo)爆(bao)炸等安全風險?調查結(jie)果顯示(shi),31.72%的受訪者表(biao)(biao)(biao)示(shi)非常擔心(xin),34.44%表(biao)(biao)(biao)示(shi)比較擔心(xin),19.74%表(biao)(biao)(biao)示(shi)一般,14.10%表(biao)(biao)(biao)示(shi)不太擔心(xin)或(huo)完全不擔心(xin)。
當(dang)被問到會(hui)(hui)采取哪些措施降(jiang)低電(dian)(dian)(dian)動車(che)安(an)全風險時,51.46%的(de)(de)受(shou)訪(fang)(fang)者表(biao)示自己會(hui)(hui)定期檢查(cha)維護電(dian)(dian)(dian)池、電(dian)(dian)(dian)機等關鍵部件;42.60%的(de)(de)受(shou)訪(fang)(fang)者認為購(gou)買大品牌(pai)的(de)(de)電(dian)(dian)(dian)動車(che)可以有效降(jiang)低風險;35.45%表(biao)示不(bu)會(hui)(hui)改裝電(dian)(dian)(dian)動自行車(che);32.53%會(hui)(hui)及(ji)時勸阻或投(tou)訴其(qi)他(ta)居(ju)民“飛線”充電(dian)(dian)(dian)的(de)(de)行為;28.20%表(biao)示自己不(bu)會(hui)(hui)從室內“飛線”充電(dian)(dian)(dian);另外分別(bie)有27.39%和25.88%的(de)(de)受(shou)訪(fang)(fang)者從不(bu)與(yu)電(dian)(dian)(dian)動車(che)乘坐同一電(dian)(dian)(dian)梯,發現有人(ren)嘗試將電(dian)(dian)(dian)動車(che)推(tui)入住宅樓內會(hui)(hui)及(ji)時勸阻或向物管投(tou)訴。
在自身積(ji)極采取行(xing)動防(fang)范(fan)電動車(che)安(an)全風險(xian)的(de)同時,不少受訪者(zhe)也希(xi)望(wang)物管(guan)、社區和相(xiang)關(guan)部(bu)門可以(yi)采取合適的(de)措施(shi)以(yi)減少電動車(che)安(an)全事故的(de)發生概率。數據分析結(jie)果顯示,59.21%的(de)受訪者(zhe)希(xi)望(wang)物管(guan)可以(yi)加強(qiang)安(an)保(bao),安(an)裝電梯智能攝像頭(tou),阻止電動車(che)上(shang)樓入戶;54.28%希(xi)望(wang)加強(qiang)物業管(guan)理,禁止電動車(che)亂停亂放;53.58%希(xi)望(wang)加建電動車(che)停放和充電場所;也有49.14%建議強(qiang)化電動車(che)安(an)全使用宣傳(chuan),提高(gao)公眾安(an)全意識;35.05%希(xi)望(wang)相(xiang)關(guan)部(bu)門出臺、修訂電動車(che)管(guan)理規定(ding),并落實執法;也有31.62%希(xi)望(wang)相(xiang)關(guan)部(bu)門加強(qiang)打擊不合格(ge)車(che)輛(liang)及配件的(de)生產(chan)、銷售鏈條(tiao);還有19.84%希(xi)望(wang)加強(qiang)打擊非(fei)法改裝行(xing)為。
對此(ci),課題組留(liu)意到(dao),市內多個社區已貼出顯眼告示,提醒電(dian)動自行車不可進入(ru)住宅樓內。更有部分(fen)大(da)廈已試點安(an)裝電(dian)梯電(dian)動車禁入(ru)系統,阻(zu)止(zhi)住戶(hu)攜帶(dai)電(dian)動車乘(cheng)坐電(dian)梯。
例如在(zai)海珠區(qu)柏蕙花園,物(wu)管在(zai)多處張貼了禁(jin)止電(dian)動車(che)上(shang)樓及(ji)安(an)全(quan)充電(dian)的相關提(ti)醒(xing),多數住戶自覺(jue)將電(dian)動車(che)停(ting)在(zai)樓下空地或(huo)架空區(qu)域。同時,研究員還(huan)留意(yi)到(dao)不少電(dian)動車(che)蓋上(shang)了防(fang)曬(shai)罩(zhao),盡可能減(jian)少暴曬(shai)導致(zhi)的高溫等安(an)全(quan)隱患。

據同城媒體(ti)報道,在天河南(nan)二路的(de)星辰大廈,其電(dian)(dian)梯(ti)(ti)已加裝(zhuang)電(dian)(dian)動車(che)禁入系統。據技術人員劉(liu)先生介紹,該系統通(tong)過安(an)裝(zhuang)紅(hong)外監測攝像頭,對電(dian)(dian)動車(che)進(jin)(jin)入電(dian)(dian)梯(ti)(ti)精(jing)準監測,“電(dian)(dian)動車(che)一進(jin)(jin)入電(dian)(dian)梯(ti)(ti),攝像頭就會(hui)進(jin)(jin)行聲光提醒,要(yao)求乘客退出電(dian)(dian)梯(ti)(ti)。如果(guo)乘客不聽勸阻硬(ying)闖(chuang)電(dian)(dian)梯(ti)(ti),電(dian)(dian)梯(ti)(ti)也無法(fa)關上門”。
此(ci)外,天河南街(jie)(jie)(jie)應急辦相關負(fu)責人(ren)在(zai)接(jie)受媒體(ti)采訪時還表(biao)示,在(zai)轄區內試點安裝電動車入(ru)梯(ti)監(jian)測系統(tong)后,街(jie)(jie)(jie)道會觀(guan)察其(qi)效(xiao)果(guo),將視試點情況向全(quan)街(jie)(jie)(jie)宣傳推(tui)廣。

近兩成受訪者稱自己或親友遭遇過意外事故
本次(ci)問卷調查(cha)中,有18.83%的(de)受訪者表(biao)示自己或身邊(bian)的(de)親友曾(ceng)遭遇過(guo)電(dian)動車意(yi)外事故(gu)。從受訪者反饋的(de)情況來(lai)看(kan),發(fa)生(sheng)事故(gu)的(de)場景主要包括(kuo):車輛(liang)在(zai)(zai)陽(yang)光暴(bao)曬(shai)下的(de)戶外充(chong)電(dian),疑因(yin)溫度(du)過(guo)高發(fa)生(sheng)自燃;車輛(liang)整(zheng)晚充(chong)電(dian)未(wei)拔插頭(tou),疑因(yin)充(chong)電(dian)時間太(tai)久(jiu)導致起火;車輛(liang)停在(zai)(zai)樓下充(chong)電(dian)時,疑有其他住戶陽(yang)臺(tai)晾曬(shai)衣(yi)服滴(di)水,導致電(dian)線短(duan)路;電(dian)動車充(chong)電(dian)過(guo)程中電(dian)壓(ya)不穩導致起火等(deng)。
為進一步了解電動車存在的(de)安全風險(xian),課題組抓取了21cn聚投(tou)(tou)訴(su)、投(tou)(tou)訴(su)直通(tong)車、黑貓(mao)投(tou)(tou)訴(su)等平臺與電動車相關的(de)消費投(tou)(tou)訴(su)數據。
數(shu)據抓取(qu)結果顯示,2015年至今,上(shang)述平臺共有(you)12件(jian)涉及電(dian)動(dong)車(che)自燃的(de)(de)(de)投訴(su),4件(jian)涉及電(dian)動(dong)車(che)爆炸的(de)(de)(de)投訴(su)。梳理(li)具體的(de)(de)(de)投訴(su)內容,發(fa)現(xian)消費者(zhe)(zhe)反映的(de)(de)(de)事(shi)故場景各不相同,有(you)的(de)(de)(de)是(shi)在騎行過(guo)程(cheng)中突(tu)然(ran)冒煙(yan)、有(you)的(de)(de)(de)是(shi)在充(chong)電(dian)過(guo)程(cheng)中發(fa)生(sheng)自燃、還(huan)有(you)的(de)(de)(de)是(shi)充(chong)電(dian)器出現(xian)異(yi)常高溫并(bing)散(san)發(fa)異(yi)味、甚至還(huan)有(you)消費者(zhe)(zhe)反映電(dian)動(dong)車(che)在未充(chong)電(dian)未啟動(dong)的(de)(de)(de)情況下(xia)突(tu)然(ran)起火。
對此(ci),課題組進一步(bu)擴充了電(dian)(dian)動(dong)(dong)車(che)(che)消費投訴的(de)抓取關(guan)鍵(jian)詞(ci)。結(jie)果顯示,2020年全(quan)年,上(shang)述平(ping)臺共有1576件(jian)與電(dian)(dian)動(dong)(dong)車(che)(che)安全(quan)、質量、售(shou)后服務(wu)相關(guan)的(de)投訴,其中提及“充電(dian)(dian)”“電(dian)(dian)池(chi)”“漏電(dian)(dian)”等關(guan)鍵(jian)詞(ci)的(de)投訴有378條,占比達23.98%。
梳理具體(ti)投訴內(nei)容,發(fa)現有(you)不少(shao)消(xiao)費(fei)(fei)者(zhe)(zhe)(zhe)投訴網購電(dian)(dian)動(dong)車存在電(dian)(dian)池(chi)以舊充新、充電(dian)(dian)器以次充好等問(wen)題。例如(ru)有(you)消(xiao)費(fei)(fei)者(zhe)(zhe)(zhe)在某(mou)電(dian)(dian)商平(ping)臺購買電(dian)(dian)動(dong)車,使(shi)用三個月后(hou)(hou)發(fa)現電(dian)(dian)池(chi)鼓(gu)包,被維修(xiu)人員(yuan)告知(zhi)該電(dian)(dian)池(chi)被翻新處理過(guo)(guo);也有(you)消(xiao)費(fei)(fei)者(zhe)(zhe)(zhe)收到電(dian)(dian)動(dong)車后(hou)(hou)發(fa)現電(dian)(dian)池(chi)規(gui)格與配套說明書不符,懷疑被人為替換(huan)過(guo)(guo);還有(you)消(xiao)費(fei)(fei)者(zhe)(zhe)(zhe)因電(dian)(dian)動(dong)車發(fa)生故障,前(qian)往維修(xiu)點(dian)維修(xiu)時帶(dai)上了店家配的(de)充電(dian)(dian)器,維修(xiu)人員(yuan)拆(chai)開后(hou)(hou)發(fa)現這是翻新過(guo)(guo)的(de)充電(dian)(dian)器,里面的(de)線路(lu)板(ban)均已生銹。
在實地走訪中,課題組也發現個別市民為圖方便,從室內引線到樓道內給電動車充電,存在一定安全風險。
例如在(zai)天河(he)區(qu)穗苑新村,研究員(yuan)看到個別樓棟有住(zhu)戶(hu)從(cong)室內引出一個排(pai)插給(gei)電(dian)(dian)動車(che)充(chong)電(dian)(dian),排(pai)插和充(chong)電(dian)(dian)器(qi)都懸(xuan)吊在(zai)半空中(zhong),且(qie)停車(che)位置就在(zai)樓棟出入口,一旦發生意外(wai),后果不堪設想。

從(cong)本(ben)次問(wen)卷調查及(ji)實地走訪結果來看,廣州(zhou)不少社區(qu)已(yi)按照(zhao)相關規定設置(zhi)電(dian)(dian)動車(che)停車(che)區(qu)域,公共充電(dian)(dian)樁也已(yi)陸續加裝。但(dan)由于(yu)社區(qu)布局等(deng)客觀因(yin)素限制,部(bu)分社區(qu)的停車(che)區(qu)和(he)充電(dian)(dian)樁尚無(wu)法充分滿足周邊(bian)住戶的需求。不少市民目前(qian)依然采取拆卸電(dian)(dian)池帶回家、從(cong)室內(nei)引(yin)電(dian)(dian)線等(deng)方(fang)式(shi)解(jie)決充電(dian)(dian)問(wen)題。
中國(guo)人(ren)民大學法學院教授劉(liu)俊(jun)海在(zai)接受新(xin)華社(she)采訪時則表示,目前在(zai)電動(dong)車生產、流通(tong)、消費者使用領域,都存在(zai)著法律監管的盲區。他建(jian)議應(ying)考慮(lv)立法解決電動(dong)車“上樓入戶”問題。同(tong)時,市場監管部門應(ying)對沒有(you)法定資質卻仍(reng)在(zai)生產和(he)組(zu)裝(zhuang)的電動(dong)車企(qi)業(ye)(ye)予以嚴厲打擊。物業(ye)(ye)公司應(ying)積(ji)極與業(ye)(ye)委會(hui)溝(gou)通(tong),加(jia)快小區充(chong)電樁(zhuang)安裝(zhuang)進程,相(xiang)(xiang)關(guan)部門也要完善流程,加(jia)快審(shen)批。“群防(fang)群治也非常重要,小區業(ye)(ye)主們應(ying)互相(xiang)(xiang)監督,對違禁(jin)行為積(ji)極勸(quan)導和(he)舉報,保護(hu)他人(ren)也保護(hu)自(zi)己。”
在(zai)(zai)此,課題組也提醒廣大市民,給(gei)電(dian)(dian)(dian)(dian)動車充(chong)電(dian)(dian)(dian)(dian)時記得合理控(kong)制充(chong)電(dian)(dian)(dian)(dian)時間,避免充(chong)電(dian)(dian)(dian)(dian)過久引發(fa)意(yi)外;切忌在(zai)(zai)住宅內(nei)充(chong)電(dian)(dian)(dian)(dian),一旦(dan)電(dian)(dian)(dian)(dian)動車起火(huo)(huo)(huo),很容易引燃家中物品(pin)釀成火(huo)(huo)(huo)災;更不要“飛線”充(chong)電(dian)(dian)(dian)(dian),一旦(dan)天氣(qi)突變,懸吊的(de)電(dian)(dian)(dian)(dian)線很可能引發(fa)意(yi)外事故;在(zai)(zai)樓道(dao)內(nei)停放電(dian)(dian)(dian)(dian)動車也是一種相當危險的(de)行(xing)為,一旦(dan)車輛起火(huo)(huo)(huo),將直(zhi)接阻斷消防通道(dao);最后,切勿(wu)隨意(yi)改裝電(dian)(dian)(dian)(dian)動車,以免造(zao)成線路(lu)負荷過大,引發(fa)火(huo)(huo)(huo)災。
調查說明
本次問(wen)卷調查(cha)于5月19日至26日面(mian)向(xiang)廣(guang)州市民開展,共回收993份有效問(wen)卷。問(wen)卷受(shou)訪(fang)(fang)者中(zhong)60.02%為(wei)(wei)男性(xing),39.98%為(wei)(wei)女性(xing)。從(cong)(cong)年齡段(duan)來(lai)看,42.90%的受(shou)訪(fang)(fang)者為(wei)(wei)90后(hou),占比最高(gao);其次是80后(hou),占24.37%,00后(hou)占11.08%。從(cong)(cong)電動(dong)(dong)車使用情況來(lai)看,76.94%的受(shou)訪(fang)(fang)者已購買(mai)電動(dong)(dong)車,2.62%正準備購買(mai),20.44%未(wei)購買(mai)過。多數受(shou)訪(fang)(fang)者居住在中(zhong)心城區(qu)(qu),其中(zhong)海(hai)珠區(qu)(qu)(23.67%)、天河區(qu)(qu)(19.23%)、荔(li)灣區(qu)(qu)(13.29%)、越秀區(qu)(qu)(12.29%)占比較(jiao)高(gao)。
